ASTROS

Performance Work Statement

3.1 The Contractor shall provide comprehensive program

management responsible for overall program coordination and all individual tasks required to satisfy assigned mission on time and at or under agreed budget.

3.1.1 The Contractor shall provide fully empowered/skilled on site program manager for administrative and operational management.

3.1.2 The Contractor shall meet/deliver agreed upon delivery

dates and sequences for test buildup and schedule per the work plan.

3.1.3 The Contractor shall meet/deliver deliverables on time, complete and accurate for a given effort IAW the PWS appendices (XX).

3.1.4 The Contractor shall deliver at or under agreed baseline budget per effort for design, buildup and test etc. per the work plan.

3.1.5 The Contractor shall obtain/maintain the appropriate

security clearance for all efforts IAW DD254.

3.1.6 The Contractor shall develop work plans for all efforts based on completed task request from the government.

3.2 The Contractor shall provide appropriate specialized skills in engineering, mechanics, instrumentation and control technicians, machinists, welders and electricians for rocket propulsion systems.

3.2.1 The Contractor shall hire and retain necessary qualified personnel for all efforts in order to meet the flexible demands outlined in the work plans.

3.2.2 The Contractor shall ensure personnel receive the

appropriate training for all efforts and that they meet the requirements in Appendix (XX) of the PWS for a safe work environment and mission needs.

3.2.3 The Contractor shall provide STEM outreach support for

various educational institutions.

3.2.4 The Contractor shall provide qualified personnel for SOCC, support etc. for all efforts.

3.3 The Contractor shall provide robust, timely and accurate

standardized electronic billing and purchasing systems at the CLIN/ACRN/Task Level for all efforts linking purchase orders and invoices (with % Davis Bacon Act).

3.3.1 The Contractor shall link their purchase order to the specific task for all efforts to determine the correct ACRN.

3.3.2 The Contractor shall identify accurate % of Davis Bacon

3.3.3 The Contractor shall provide electronic read-only access for identified government personnel to the contractors data for all efforts to verify charges and download and export data for government reports.

3.3.4 The Contractor shall provide training to the government PM on the contractors data system for the purpose of verifying the exported data and the government reports.

3.3.5 The Contractor shall provide accurate EVM data for tasks over $20M.

3.4 The Contractor shall maintain required safety, security, quality, code/regulation/logistics compliance and sustainability levels for all efforts.

3.4.1 The Contractor shall maintain security (OPSEC, COMSEC

etc.) for all efforts.

3.4.2 The Contractor shall identify proper STINFO markings for all documents produced by the Contractor for all efforts.

3.4.3 The Contractor shall provide necessary PPE for all efforts.

3.4.4 The Contractor shall comply with all applicable safety

standards for all efforts.

3.4.5 The Contractor shall maintain concurrency in local safety training as specified in Appendix (XX) of the PWS for all efforts.

3.4.6 The Contractor shall comply with all inspections (QA, logistics, PMI, vessels etc.) for all efforts.

3.5 The Contractor shall maintain required configuration

management for documents produced in support of all work efforts.

3.5.1 The Contractor shall maintain accessible, accurate and

current electronic versions of the documents listed in Appendix (XX) of the PWS for all efforts.

3.5.2 The Contractor shall upload current versions of the

documents for all efforts to a shared drive in a specific location.
