SOLICITATION# FA9101-15-R-0040 - CE BUMP

QUESTIONS-ANSWERS-1

Building 780 Install Cooling Water Strainer.

Q1. It is my understanding we are to schedule a 4 day shut down and relocate 1 existing 24’valve, install per the drawing 2 tees and valves for isolation of the new strainer, restore cooling water to normal distribution. Question: What will be the available work hours during the 4 day shut down?

A1. One 4 day shutdown will be scheduled over a Memorial Day, Independence Day or Labor Day holiday weekend. During shutdown there are no access restrictions. The 24” valve must be removed and reinstalled in the 4 day outage. Once the 24” valve is reinstalled the base cooling water can be restored. Total outage is 3 weeks to restore cooling water service to building 780.

Q2. Once the isolation valves are in place will the contractor be allowed to complete the installation of the strainer during normal plant operations? What will be the available work hours in any case?

A2. Plant operations will cease until the strainer installation is complete. During the outage there are no access restrictions.

Q3. Can pre fab piping and materials be delivered and stored during normal hours prior to the shut down?

A3. Yes.

Q4. What is the anticipated performance period for the entire project?

A4. It is 365 calendar days.

Q5. Is any pipe insulation required on any of the piping and/or strainer?

A5. No insulation is required only painting and coating per spec section 09 90 00

Q6. Electrical drawing E2 Legend 5, Who is ATA?

A6. ATA was the designing contractor on this effort.

Q7. Is it permissible to utilize fork lifts and man lifts where required and store them on site when not being used?

A7. It is permissible to utilize fork lifts. They can be stored at AEDC.

Building 651 Repair HVAC

Q8. It is the intent to provide temporary conditioning to the first floor space. The second floor will be renovated and will function on the new equipment while the first floor is being renovated. I am verifying if TAB (most likely) commissioning (verifying). Is this the customers intent?

A8. A system Testing and Balance is required in accordance with specification section 23 05 93.

Q9. Will flexible ducting be allowed for temporary conditioning?

A9. Yes, flexible ducting will be allowed for temporary conditioning.

Q10. At the site visit it was discussed that the building owner would move the furniture. However in the drawing it appears the contractor is responsible. Please clarify, who is responsible for relocation of furniture and office equipment?

A10. Paragraph 3.1 A. of section 02 41 19 states, "Move personnel boxes, modular furniture, conventional furniture, and equipment as needed to perform work. Furniture and equipment shall be moved to a location inside the fenced perimeter of AEDC by the contractor. Coordinate exact location with the Contracting Officer. "The Government will relocate computers and phones. Some of the laboratory equipment on the second floor may require relocation, but the majority of the furniture can either be moved to a pod during work, or covered and protected as necessary. (See spec section 02 08 00 for detailed information specific to protection of furniture during asbestos abatement.)

Q11. What will be the available work day and hours?

A11. Normal working hours are 7:00 a.m. to 3:30 p.m. Monday thru Friday. It will be possible to work other than these hours; however, this will have to be coordinated with the project manager.

Q12. Drawing M3 note 39 states to install wall mounted thermostat. Are the new units to be connected to any Building Automation System? If so does the building have a router and what protocol is utilized?

A12. None of the new units are to be connected to any Building Automation System.

Install By Pass valves on main cooling water

Q13. In cases where adequate space allows, Is hot tapping acceptable and/or required?

A13. Hot tapping is not allowed on this job.

Q14. Per the photos provided, it is unclear if there is ample space to perform a hot tap. Is it the plan to schedule a shutdown should it be required?

A14. Hot tapping is not allowed on this job.

Q15. Is there a minimum or maximum number of pits (by passes) that need to be worked at an outage?

A15. One 4 day outage is provided each year during a warm weather holiday weekend. The contract requires all 6 pits be accomplished in this one outage.

Q16. Is there any insulation requirements for the bypass piping?

A16. Per drawing M1 Note 5 Insulate pipe with 2” thick cellular glass with vapor barrier and .0102 in thick sheet aluminum jacket.

Q17. Is there any painting required on any piping?

A17. Per drawing M1 Note 4 Coat the outside surfaces of all pipe with corrosion protection in accordance with AWWAA C203.
