QUESTIONS AFTER SOLICITATION/ GOV RESPONSES

Optimized Remdiation Contract at McConnell Air Force Base, Kansas Project Numbers: PRQE20XX7915, PRQE20XX7917, PRQE20XX7919,PRQE20XX7920, PRQE20XX7921, Dated 21 JUN 2023

QUESTIONSCONTRACTOR QUESTIONSGOVERNMENT RESPONSES
1Section L, page 5, Tab IndexingTab indexing section b. states that tabs for items identified in the Title column of Table 2.2 Proposal Organization shall be utilized. Table 2.2 does not directly map to the titles and instructions given below it. May offerors use titles that match the Volume instructions that begin on page 8 of the RFP? If not, will the government reissue an updated Table 2.2 that directly maps to the proposal instructions for each Volume and section?Offerors shall use the tabs identified in Table 2.2 in Preparation of Proposals. Table 2.2 and corresponding Volume Instructions below have been updated to directly correspond to each other. Note: due to revised paragraph numbering in Section L, Table 2.2 is now Table 2.9.
2Section L, page 11, Volume OrganizationVolume II - Factor 1: Past Performance Volume organization section e. requires the submission of Teaming Arrangements and/or Letters of Intent. This is also a requirement of Volume I. Does the government wish for the offeror to include Teaming Arrangements and/or Letters of Intent in both Volumes I and II?Offerors shall submit Teaming Arrangements/Letters of Intent as part of Volume I - Volume Organization. Section L has been updated to remove the requriement to submit Teaming Arrangements/Letters of Intent as part of Volume II - Volume Organization.
3Section L, page 11, General InstructionsThe General Instructions at the bottom of page 11 state that only one (1) past performance volume shall be submitted, but under Electronic Copies on page 6 of Section L, the instruction is to include one redacted copy of Volume II free of company markings any any other identifying markings. Can the government please clarify if two versions of Volume II are to be submitted (an original version and one redacted copy), or if only one original version is to be submitted? For clarification, only 1 past performance shall be submitted. 2 separate copies of the past performance volume shall be submitted, 1 unredacted copy and one 1 redacted copy.
4Section L, page 4, Table 2.2Table 2.2, Volume II- Factor 1: Past Performance includes a section on Subcontracting Report (4.10) but a Subcontracting report is not mentioned in the instructions for Volume II starting on page 11. Can the government please provide instructions for what is to be included in the subcontracting report? The subcontracting report tab is not required. It has been removed from Table 2.2. Note: due to revised paragraph numbering in Section L, Table 2.2 is now Table 2.9.
5Section L, page 6, Master Table of ContentsThe instructions under b. Master Table of Contents item ii. States that a separate e-file of the Master Table of Contents shall be provided in accordance with Electronic Copy requirements in paragraph 2.3.9.3, but there is no 2.3.9.3 in the instructions and the Master Table of Contents is already being provided as part of Volume I according to the instructions in Section L. Should this instruction on 2.3.9.3 be removed?Proposals are to be submitted electronically, so a separate e-file table of contents is not required. This instruction has been removed.
6Section L, page 6, Electronic CopiesThis section states that offerors shall submit Volumes I through III in electronic format via email, but the paragraph following it states that offerors shall request a DOD SAFE link. Can the government confirm that proposals will be submitted via DOD SAFE and not via email? The Government confirms that proposal submissions will be via DOD SAFE. This section serves only to inform offerors that DoD SAFE links must be requested via email by the specified date. The section in question has been updated to clarify this.
7Section L, page 13, Past Performance Questionnaires (PPQs)This section states that each offeror is to complete Section 1 of the PPQ and email to POCs to complete and submit to the "POC listed in this paragraph." Since there is no POC listed in the paragraph being referenced, does this second reference to a POC mean the POC for this solicitation? Additionally, may Offeror's submit CPARS with the proposal in lieu of requesting new PPQs? If PPQs are required, will the government allow already completed PPQs to be submitted with the proposal?(1) PPQs shall be submitted to the POCs listed on the sample coversheet included as part of Attachment L-2. The corresponding language in Section L has been updated to reflect this. (2) Yes, the POCs for PPQs are the POCs for the solicitation, CO Mr. Stephen Dimitriou, CS Ms. Rebecca Robinson, and the McConnell MB email listed on the RFP. (3) Offerors are not required to submit PPQs, but CPARS is not requested as part of an offerors' past performance information. (4) Offerors are not required to submit PPQs. Already completed PPQs will not be accepted.
8Section L, page 8, Volume Organization, Estimating MethodologyThis section includes Estimating Methodology in the alphabetical list under Volume I Contract Documentation, Volume Organization, but there are no instructions for what should be included as part of an Estimating Methodology section. Additionally, in Section L page 5, Price Information, it states that all pricing information shall be addressed only in the Price Proposal Volume (Volume III). Can the government clarify both what is required to be shown for this section and confirm which Volume this information should appear in?Offerors are not required to submit an Estimating Methodology. Volume I - Volume Organization has been updated to reflect removal of Estimating Methodology requirement.
9Section L, page 2, General Information, Phased Evaluation ApproachThe Phased Evaluation approach states that proposals will be evaluated in ascending order from lowest priced to highest priced and that evaluation will continue until at least one proposal is evaluated with both a Substantial Confidence rating for Past Performance, and a fair and reasonable Total Evaluated Price (TEP). The statement that proposals will be first evaluated from lowest priced to highest priced seems to contradict language in Section M, Evaluation Factors for Award on page 4, which states that Past Performance is Factor 1; with past performance considered significantly more important than price. Can the government confirm that proposals will be first evaluated based on Factor 1 - Past Performance before a price evaluation is conducted?Evaluation of Past Performance and evaluation of Price will occur concurrently. The order proposals are evaluated will be in ascending order from lowest price to highest price. The Government does not confirm proposals will first be evaluated on Factor 1 - Past Performance before a price evaluation is conducted, as the evaluation of both factors will occur concurrently.
10Section L. General Information; Points of ContactThe solicitation indicates that the Contracting Officer is the single point of contact for requests for clarification. What is the end date and time at which the government will no longer accept and respond to questions? The end date and time at which the Government will no longer accept and respond to questions regarding this RFP is 4:00 PM CDT 21 June 2023. However, the Government reserves the right to conduct exchanges with offerors after receipt of proposals IAW FAR 15.306.
11Section L. Organization/Page LimitsThe solicitation refers the Offeror to Table 2.2 for the number of proposal copies; however, Table 2.2 does not specify total copies required. How many copies are required for submission?Offerors shall submit one copy of their proposal electronically to include one unredacted copy of Volume II and one redacted copy of Volume II.
12Section L. Proposal Format; Electronic CopiesSection a) states "All copies of an Offeror's proposal must be submitted together." Please clarify how many proposal copies are required.Offerors shall submit one copy of their proposal electronically to include one unredacted copy of Volume II and one redacted copy of Volume II. To clarify, the meaning of this statement is that proposals shall not be submitted piecemeal and each offeror's proposal submission shall be all-inclusive of the offeror's proposal in its entirety.
13Section L. Proposal Format; Electronic CopiesItem d) indicates the inclusion of a redacted copy of Volume II. Volume II is the Past Performance Volume. This requirement and volume reference appears to be incorrect. Please provide clarification. This requirement stands, the Government requires 1 redacted copy of Volume II free of any company names or identifying markings.
14Section L. Proposal Format; Electronic CopiesThe last paragraph states Offerors should request a DoD SAFE link for proposal submission; however, the following page/paragraph indicates proposals should be submitted via email and include the name of the company, POC, phone number and email address. Please confirm that Offerors should submit Volumes I - III electronically through DoD SAFE.This paragraph has been removed from the corresponding paragraph of Section L. The Government confirms that offerors shall submit Volumes I - III electronically through the DoD SAFE.
15Section L, Volume I - Contract Documentation; Standard Proposal InformationPlease indicate the location of ITO paragraphs 2.3.6, 2.3.7, and 2.3.8.The Government has revised the paragraph numbering of the ITO, and the paragraph numbers for the Table of Contents, List of Tables and Figures, and Glossary of Abbreviations and Acronyms can be now be found in paragraphs 2.10.6, 2.10.7, and 2.10.8 respectively.
16Section L, Past Performance Information; Attachment L-1

and

Section M. Evaluation Factors for Award; 3.2 Relevancy AssessmentTable 2.2 indicates a total page limit of ten (10) pages. The solicitation provides for up to five (5) past performance references; however, Attachment L-1 is three pages in length. If the Offeror completes Attachment L-1 for all five projects, a minimum of fifteen pages would be required. Additionally, Section L and Section M paragraph 3.2 instructions state the offers shall discuss how the projects submitted demonstrate the offerors experience in the Relevancy Areas 1.1, 1.2, and 1.3 of Attachment M-1, which contain a significant amount of detail that needs to be provided to demonstrate relevancy to the Evaluation Factors for Award. Would the government allow a minimum of 4 pages per project to allow offerors to 1) use the 3 page form provided with the RFP and 2) allow offers enough space to adequately address all of the relevancy criteria in Attachment M-1 for Evaluation Relevancy Areas 1.1, 1.2, and 1.3?
The Government has taken this recommendation into consideration, and increased the page limit as follows: No more than 25 pages (4 pages per project, and 5 pages for Past Performance Summary).
17Section L, Past Performance Information; Attachment L-2Are offerors allowed to put Attachment L-1 on our company branded pages, allowing for color and adjusting the spacing so long as none of the content is changed?Offerors shall submit 2 separate copies of Volume II, 1 unredacted and 1 redacted copy. Offerors may put Attachment L-1 on their company branded pages for the unredacted, but the redacted copy must be free of company names and identifying markings.
18Section L. Organization/Page LimitsTable 2.2 references 4.10 entitled Subcontracting Report; however, Volume II Factor 1 - Past Performance does not include instructions regarding subcontracting report requirements. Please clarify that this information is required and, if so, provide report requirement details. The subcontracting report tab is not required. It has been removed from Table 2.2. Note: due to revised paragraph numbering in Section L, Table 2.2 is now Table 2.9.
19Section L. Proposal Format; Price InformationThis section states that "Prices shall be provided in whole dollar amounts in both the hardcopy and electronic version of Schedule B of the RFP." Please confirm that this an electronic submittal and that no hard copy submission is required. The Government confirms that no hardcopy proposal submission will be required. This verbiage was deleted from the ITO.
20Section L. Proposal Format; Table of Contents; b) Master Table of ContentsBullet ii. states that "A separate e-file of the Master Table of Contents shall be provided in accordance with Electronic Copy requirements in paragraph 2.3.9.3." We could not locate Paragraph, 2.3.9.3, please indicate the location of this paragraph in the ITO.Proposals are to be submitted electronically, so a separate e-file table of contents is not required. This instruction has been removed.
21Section L. Volume I, II, and III Volume Organization andThere are no Master Table of Contents instructions listed under Volume Organization for Volume II and Volume III. This conflicts with the information provided in Volume Organization under Volume I instructions as well as the Standard Proposal Information paragraph. Please clarify if a Master Table of Contents should be provided for all volumes or if offerors shall only provide volume specific Table of Contents. The requirement remains the same, a Master Table of Contents is required for Volume I which includes the table of contents for Volumes I - III. The Master Table of Contents is only required to be submitted as part of Volume I. Furthermore, each Volume shall include its own separate table of contents.
22Section L. Volume II – Factor 1: Past performance Instructions; Past Performance SummaryIt appears that the Past Performance Summary paragraph is requesting a narrative summary to cover bullets a), b), and c), with bullet c) further summarized to include Relevancy Area 1.1, 1.2, and 1.3. Can the government confirm if a summary narrative is required in addition to Attachment L-1 PPI Sheets? The Government confirms the Past Performance Summary shall include narrative summaries of relvancy areas 1.1, 1.2, and 1.3 in addition the Attachment L-1 PPI sheets.
23Section L. Volume II – Factor 1: Past performance Instructions; Past Performance SummaryIf a Past Performance Summary is required, please identify number of pages allocated for this summary as the 10 pages limit is specific to Past Performance Information sheets. The Government has increased the page limit as follows: No more than 25 pages (4 pages per project, and 5 pages for Past Performance Summary).
24Section L. Volume II – Factor 1: Past performance Instructions; Past Performance SummaryIf a Past Performance Summary is not required and the offer is to address this information in the Past Performance Information sheets, Please clarify how offerors shall address bullet a) as this requirement pertains to how work will be performed on the proposed contract as opposed to relevant project experience information intended to be detailed in Attachment L-1(1) The Past Performance Summary is required. The Government has increased the page limit as follows: No more than 25 pages (4 pages per project, and 5 pages for Past Performance Summary). (2) The Past Performance Summary, bullet a) has been updated to reflect information is requested for past projects, not the McConnell AFB ORC.
25Section L: Proposal Format; Price Information

Section L. Volume III - Factor 2: Price

Please confirm how offerors should submit our price.Offerors shall submit their pricing in the Schedule B Excel spreadsheet included as Attachment 11 of the RFP. Offerors shall also submit Schedule B as a PDF document. No word document submission is required.
26Volume II-Factor 1: Past PerformanceGiven Installation-specific programs are often incrementally funded and subject to the availability and constraints associated with 5-year expiring funds, can multiple Task Orders at the same specific site or location, immediately sequential in time, with a similar or identical scope, and the same client representative (who can complete a comprehensive PPQ) be combined for the purposes of satisfying the $20MM project plus-up criteria? No, individual task orders awarded sequentially shall not be combined as one project. Each project must be one contract with continuous effort, and shall not be combined with a separate contract.

42Section L, Page 13Volume II - Factor 1: Past Performance, Past Performance Questionaire (PPQs), can CPARs or previously completed PPQs for the projects be used? Government representivities are repeatedly asked to complete PPQs for multiple solicitations. In some cases, Government representatives have stopped responding to these types of requests and respond by directing contractors to use previously completed PPQs. In other cases, Government officials have directed contractors to submit the most recent CPAR stating this is the purpose of the CPAR. In some cases, Government representatives have passed away. Please consider using CPARs or past PPQs in lieu of requesting new PPQs.Already completed PPQs will not be accepted as part of an offeror's Past Performance Information, and offerors are not required to submit CPARS as part of their proposal.
43Section L, Proposal SubmittalSection L, page 7, Electronic Copies - The first paragraph states "The Offeror shall submit Volumes I through III in electronic format via email."
