QUESTIONS ANSWERS

1. Section 5.2, first bullet – says that visual inspections of landfills will be conducted by an engineer. Please clarify the qualifications of the person who shall conduct the visual inspections of the landfill sites. Is the engineer required to be a P.E.? Can the visual inspections be conducted by a P.G.? Can other staff members (i.e. staff engineer, staff geologist, etc.) conduct the visual inspections, if under the supervision of an engineer?

Visual inspections may be conducted by a P.G. or other staff members (staff engineer, staff geologist, etc.) under the supervision of an engineer. However, landfill cap integrity issues shall be inspected by a PE licensed in TX.

2. Does weed control only include herbicide application or does it also require use of a weedeating machine? Is weed control to be performed over the entire surface area of each landfill? If not, please define the total area (acreage) requiring weed control for the one weed control event.

Weed control includes herbicide application only. The total area is dependent on the specific site conditions. For planning purposes, assume a total area of 1 acre. Assume a 1 acre area for treatment and 2 events per year.

3. Please specify the size of rip-rap required?

All repair work will be performed in accordance with the CMI Work Plan/Report and design specifications, which have been uploaded to the Google site.

4. Is there a borrow source on base for the 50 CY of clay, 50 CY of fill, and 50 CY of topsoil. If so, please provide a map showing the location of the borrow source and the contact information for the operator of the borrow pit.

No.

5. Will the Work Plan require review by regulatory agencies?

No.

6. Will the Landfill Inspection Monthly Summary Reports and Annual Summary Report require review by regulatory agencies?

No.

7. Please specify if seeding of the one-acre area is a one-time event? Does seeding of the one-acre area require scarifying or discing the soil prior to spreading seed? Does seeding require use of hydroseeding equipment, a seed drill, or is manual spreading of seed acceptable?

Seeding may require several events as needed in order to address areas/spots that require seeding to promote a healthy cover. Seeding method is up to Contractor as long as the application is effective in maintaining a healthy cover.

8. Is there a sprinkler system in place for the one-acre area to be seeded or does the contractor need to supply water for watering after the seeding event? Will the contractor be required to water the seeded area regularly and if so, please specify the number of watering events?

A sprinkler system is in place at the landfill sites.

Since the seeding area(s) are not pre-determined, water may be required to promote seed/grass growth. Yes, Contractor will be required to water the seeded area(s). Number of watering events depends on the weather and on how well the seeds do.

9. Please clarify the requirement for sign replacement. Are the signs on posts and the contractor needs to replace the sign and post? If post replacement is required, please provide the specifications for the post.

The replacement of signs is required when the information on those signs is incorrect (Such as incorrect P.O.C.) or when the sign is damaged by mowing equipment or any other event.

Generally signs are either on posts of attached to fences. In the case of a sign on a post needing to be replaced, the sign its self may only need to be replaced, if the post is still in working condition (I.E. Not rusted, bent, or otherwise unserviceable). Replacement posts shall be 2 3/8’’ round galvanized steel pipe. With a wall thickness of at least .065’’. The post shall be concreted into the ground and the sign shall be between 6 and 8 feet from the ground. The sign shall be secured with 2 3/8’’ galvanized steel post brackets.

Please clarify if the planning document phase is to be included in the proposed project schedule within the POP of 12 months, or if 12 months of field work is intended and should be depicted as a 12 month duration with the 2 month planning phase included ahead of the start of field work (i.e. 14 month schedule).

The POP is 12 months and any option exercised will have a 12 month POP. The contractor will need to account for 12 months of fieldwork in the base year and in any option year exercised.

The contractor can perform fieldwork initially by using the current UFP-QAPP and updating to accelerate field efforts.

a. CDRL A001D states that Landfill Inspection

Monthly Reports are to be submitted within 14 business days after the monthly inspection period, the Government has up to 7 days to for review of draft, and the Final shall be submitted within 7 days after receipt of Government comments/approval.

This same schedule applies to Quarterly Monitoring Reports, and Annual Summary Report. If 12 visual inspections are required, these reports would then follow in the 13th month and thereby extending the schedule beyond the 12 month POP.

Please clarify the POP duration.

The POP is 12 months and any option exercised will have a 12 month POP. The PWS will be amended to indicate the following: first monthly inspection shall be conducted during the month of September 2016.

Please note that 12 visual inspections would also be required for each of the four option years if exercised.

65. Based on the question about planning phase of approximately 2 months and a field work duration of 12 months, and the scheduling question associated with completion reports (Quarterly Monitoring Report, Landfill Inspection Monthly Reports) due the month after the completion of 12 months of field work, this equates to schedule duration of approximately 15 months.

Please clarify the POP.

POP is for 12 months. Tasks may run concurrently to meet the 12 month POP.

Should the contractor assume that each repair assumption specified will occur as a single event within the 12 month POP or should a different number of repair events be assumed? For example, should the 50 CY of clay, 50 CY of fill, and 50 CY of topsoil to be placed as landfill cover repairs (as specified on Page 14 of 22 of the PWS) be assumed to occur as a single repair event, or 5 separate events of 10 CY each?)
