Industry CRM for SRP-4 Request for Proposal UNCLASSIFIED
STANDARDIZED COMMENT MATRIX PRIMER
The matrix below is a Word document table to be used as a template for submitting comments on this Request for Proposal. Except as noted below, an entry is required in each of the columns. To facilitate consolidating matrixes from various sources, do not adjust the column widths.
Column 1 – ITEM Numeric order of comments (1…n).
Column 2 – SOURCE Insert company name.
Column 3 – TYPE C – Critical (Contentious issue that will cause non-concurrence with publication) M – Major (Incorrect material that may cause non-concurrence with publication) S – Substantive (Factually incorrect material) A – Administrative (grammar, punctuation, style, etc.)
Column 4 – PAGE Enter the page number(s).
Column 5 – PARA Paragraph number that pertains to the comment expressed.
Column 6 – LINE Line number of the designated paragraph.
Column 7 – COMMENT Provide comments using line-in-line-out format. To facilitate adjudication of comments, copy and insert complete sentences into the matrix. This makes it unnecessary to refer back to the publication to understand the rationale for the change. Do not use Tools, Track Changes mode to edit the comments in the matrix.
Include deleted material in the comment in the strike through mode. Add material in the comment with underlining. Do not combine separate comments into one long comment in the matrix, (i.e. 5 comments rolled up into one).
Column 8 - RATIONALE Provide concise, objective explanation of the rationale for the comment.
Column 9 - DECISION A - Accept R – Reject (Rationale required for rejection.)
M - Accept with modification (Rationale required for modification.)
NOTE: This column is for OPR use only. No rationale required for accepted items. Rationale for rejection is placed in the rationale comment box and highlighted for clarity. Since the GFE RV does not come with a beacon, we assume that a C-band beacon in the LV is acceptable since this is a unitary mission.

5 In section 1.1, second paragraph states” The goals of the SM 1 mission are to launch a suborbital demonstration mission to deliver a Re-entry Vehicle (RV) to a specific target location on White Sands Missile Range (WSMR). The target location at latitude 32.95 degrees and longitude -106.42 degrees.”
Is the target location at latitude 32.95 degrees and longitude -
106.42 degrees at the aimpoint altitude or ground impact?

para 2.0, 2.3, 1, 1 In section 2.0 Mission Scenario states: “The launch will be a ballistic trajectory with a nominal ground range of approximately 120 km, apogee of (contractor derived) kilometers depending on range and target locations.”
Section 2.3 Trajectory, states Profile: The mission flight profile will be a ballistic trajectory of 120 km ground range and an apogee of (contractor derived) km.
One requirement states 120km and the other states approximately 120km. Is there a tolerance on the nominal ground range requirement?

3 Section 2.3 Trajectory states:
Downrange Dispersion: The RV shall have a downrange dispersion at aim point altitude of less than ± 5 km.
Cross-range Dispersion: The RV shall have cross-range dispersion at the aim point altitude of less than ± 5 km.
Downrange & cross-range dispersion requirements indicate an aim point altitude, but no aim point altitude has been provided.
What is the aimpoint altitude?

Please confirm that the terminal velocity of 1500+/-150m/sec is at the aimpoint altitude?

The aim point is at the contractor proposed latitude degrees north, longitude degrees west. Relative flight path angle of RV release shall be 0-15 degrees.
Please clarify if the 100km apogee requirement is a minimum, maximum, or nominal value.

4 Downrange Dispersion: The RV shall have a downrange dispersion at the aim point altitude of less than ± 5 km.
Cross-range Dispersion: The RV shall have cross-range dispersion at the aim point altitude of less than ± 5 km.
Please confirm that the downrange and cross-range dispersion requirements apply at the moment of RV release, or specify the aim point altitude referenced in the requirement.

Para 5 Request Actual Due Date, for IDIQ proposal. 45 days, if counted from date of release, falls on a Sunday.
Information needed to ensure delivery of proposal by required date.
A – IDIQ proposals are due in 45 business days. FBO notice states 20 Feb 18 as the due date for proposals;
however, due to the RFP amendment, the new due date for proposals has been extended to 26 Feb 18.
11 M GFE
List
SR-73 solid rocket motors are not on the current GFE list. Due to limited availability of treaty compliant commercially available SRM options, please consider the addition of the SR-73 SRM to GFE list to provide cost effective propulsive solution. Previous rulings by Treaty Compliance Review Group have limited ground-launched target vehicles with a range between 500-5500km to SRMs that have been static fired prior to 1987.

12 M GFE
List The offeror understands Missile Defense Agency has possession of three (3) Castor IVB SRMs. Castor IVB solid rocket motors are not on the current GFE list.
Due to limited availability of commercially available, treaty compliant SRM options, please consider the addition of the addition of Castor IVB SRM to GFE list to provide cost effective propulsive solution. Previous rulings by Treaty Compliance Review Group have limited ground-launched target vehicles with a range between 500-5500km to SRMs that have been static fired prior to 1987.
R – Offerors need to request GFE from the Government organization that owns the GFE
13 Sectio n I
(I)(A) Would the Air Force consider adding FAR 52.232-16 Progress Payments to Section I of the solicitation?
With respect to payment for performance of FFP CLINs 0003 and 0013, Section I only contains 52.232-1 “Payments.” However, Section I does not include FAR 52.232-14 “Notice of Availability of Progress Payments Exclusively for Small Business Concerns”, or FAR 52.232-15 “Progress Payments Not Included”. Without either of these two clauses, FAR 32.502-3(c) seems to indicate that Progress Payments would be allowable.

Progress Payments has been added to Section I with respect to payment of FFP CLINs 0003 and 0013.
