RFP FA8818-16-R-0022 is amended to correct administrative errors in the PWS and Section M, add an additional item to GFE list in Section M. Change pages to the RFP reflecting these corrections and additions are attached to this amendment.

Additionally, FAR 52.232-16 Progress Payments was inadvertently left out of the RFP and will be included in any awarded SRP-4 contract. See attached schedule for details of the changes.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

The purpose of Amendment 0001 is to change the following: (Page numbers are specified to locate each change)

A. Section L, Appendix H (Page L - 50 of 54) - added four SR73 motors to the Government Furnished Property List for Minuteman motors;

B. Performance-Based Work Statement (PWS) - corrections have been made in paragraph 1.8.1.10.12 (Page 16 of 40, the correct paragraph is now referenced as 1.8.2.2.9 vs 1.8.2.2.11) and in paragraph

1.8.2.2.9 (Page 22 of 40, the correct paragraph is now referenced as 1.8.1.10.10 vs 1.8.1.11.10);

C. Section M - paragraph 3.2.1 (Page 6 of 11, "the lowest color rating of" has been deleted); and

D. Section I - FAR 52.232-16 Progress Payments with respect to payment for performance of Firm Fixed Price (FFP) CLINs 0003 and 0013 will be included in Section I of the final IDIQ contract award.

Change pages reflecting the above are attached hereto. The pages referenced in this Amendment replace the corresponding pages from the original RFP, posted 5 Jan 2018. Changes are highlighted.

SRP-4 PWS – Dec 2017 Page 16 of 40 include all launch day participants (e.g., Range, LSC, Payload contractor, Government, and others as applicable) unless otherwise specified. The LSC shall coordinate and conduct academics (training sessions on specific day of launch activities), delta academics, and tabletop exercises as required. The LSC shall compile mission launch notebook data and identify corrections. [CDRL A016, B016]

1.8.1.10.11 Mission Constraints: The LSC shall compile all Payload and LV launch constraints, and coordinate these with the MM prior to inclusion in the mission launch notebook data. [CDRL A016, B016]

1.8.1.10.12 Launch Activities: The LSC shall prepare the LV for launch, conduct prelaunch checkout, conduct launch operations, ensure the collection and recording of telemetry during the launch, support post launch mission activities, perform post-flight analysis, and conduct site shutdown. During the launch campaign, the LSC shall identify all daily planned activities to the MM. Additional Day of Launch requirements for MA Category 2 missions are listed in paragraph 1.8.2.2.9.

1.8.1.10.12.1 Nets and Telemetry: The LSC shall provide the Government with access to all voice (transmit and receive), video, and data networks used for launch support. The LSC shall provide for instrumentation at the launch site, downrange, and on the LV in order to measure the predicted (modeled) launch and flight environments. At Government ranges, the LSC shall provide requirements for range and downrange telemetry collection via the UDS process. Telemetry from this instrumentation shall be provided real-time to a demarcation point defined in the ICD. The LSC shall provide all conversions (engineering unit conversion file) necessary to convert the raw data to engineering units. [A016, B016]

1.8.1.10.12.2 Day of Launch: For MA Category 1 missions, the LSC shall be responsible for Day of Launch operations and the final readiness decision for the combined LV/Payload system. The LSC shall accommodate a small contingent of Government personnel to monitor launch operations for Government insight. The Government will not have an MD for these launches or have an approval role in the launch decision. The LSC shall accommodate Payload personnel on console. The LSC shall not launch if the Payload lead informs the LSC of non-readiness to launch during the final poll for launch readiness. In addition, if GFP motors are involved in a MA Category 1 launch, the LSC shall accommodate a small Government team on console to monitor the status of the GFP motors. The LSC shall not launch if the Government team informs the LSC of non-readiness to launch, based solely upon GFP motor status, during the final poll for launch readiness.

• Post Flight Review (PFR) T+60 Days This support will include summarizing analyses, test results, technical data, subassembly graphics, and other information on current, emerging and closed launch service issues. [CDRL A022, B022]

1.8.2.2.9 Additional Launch Rehearsals: A mission simulation test, or other suitable combined systems test, shall be performed by the LSC and shall include a simulated countdown exercising range interfaces to verify the operational readiness of the entire AVE and ground system.

In addition to the launch rehearsals detailed in paragraph 1.8.1.10.10, the LSC shall also coordinate and conduct a minimum of one communication-only (Green Card) rehearsals (an exercise to practice anomaly handling and resolution which shall be conducted by key members of the launch team).

Additional Launch Activities: The Government Launch Vehicle Single Manager will make the final decision concerning launch readiness for the combined LV/ Payload system, with recommendations from all involved parties.

The LSC shall provide real time vehicle telemetry data displays to Government personnel for all testing and launch operations conducted at the launch site. Specific data requirements shall be coordinated with the COR.

1.8.2.2.10 Additional Post-Flight Activities: The LSC shall host an in-depth post-flight review TIM at the LSC facility to review the final mission performance (at approximately L+45 days, or as directed by the COR).

This review will not be considered a formal review. [CDRL A017, B017, A018, B018]

The LSC shall identify all data products developed during the launch service. [CDRL A036, B036]

1.8.3 Technical Analysis Service (CLIN 0005). The LSC shall conduct Technical Analysis Services in response to analysis requirements supplemental to this PWS as identified in MRDs. These supplemental analysis requirements may include, but are not limited to, early mission design, development and/or integration trade studies, feasibility studies and alternate mission trajectory studies. The LSC shall host monthly discussions to update the government team on Technical Analysis Service progress. [CDRL C018, C026].

1.8.4 Concept Analysis Service (CLIN 0007). The LSC shall conduct feasibility studies, perform configuration trades, conduct debris/loads/contamination analyses, and/or perform general engineering analyses per a Concept Analysis Requirements Document. [CDRL D018, D026]

1.8.5 Hardware Service (CLIN 0009). The LSC shall provide ground support equipment and/or flight hardware per a supplied Hardware Service Requirements Document.

3.1.2 Technical Criteria: The Government will evaluate whether or not:

a. Launch Vehicle Design: Offeror proposes an approach for designing a variety of launch vehicles that demonstrate the use of flight proven designs.

b. Hardware Manufacturing: Offeror proposes a flight proven approach to build/acquire flight hardware.

c. Software Development: Offeror proposes a flight proven approach to build/acquire flight software.

d. Hardware Test: Offeror’s proposal demonstrates a flight proven approach for acceptance and qualification to ensure hardware will meet mission requirements.

e. Software Test: Offeror’s proposal demonstrates a flight proven methodology for software testing to ensure software will meet mission requirements.

f. Mission Assurance: Offeror’s proposal demonstrates an effective process for internal mission assurance and support of the Government’s mission assurance process.

g. Program Management: Offeror proposes a complete Program Management Plan (PMP).

h. Initial Minimum Award Special Study : Offeror’s proposal to execute the Minimum Order - Task Order 0001 is complete.

A “does not meet” evaluation finding for one or more of these items (“a-h”) will result in an “Unacceptable” rating for this subfactor.

3.2 Technical Subfactor 2: Mission Accomplishment: Technical Subfactor 2 will be rated using the Technical Rating and the Technical Risk Rating per DoD Source Selection Procedures, Table 2-A and 2-B.

3.2.1 Technical Rating: The technical rating evaluates the quality of the offeror’s technical solution for meeting the Government’s requirement. Technical Subfactor 2 will receive one color rating based on the two sample missions described in DoD Source Selection Procedures, Table 2A – Technical Rating Method, excerpted below. The color rating depicts how well the Offeror’s proposal meets Technical Subfactor 2 requirements. The following definitions support Table 2A:

Strength is an aspect of an Offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance. Note: The Government reserves the right to incorporate a “Strength” process or feature into the final contract requirements.

Deficiency is a material failure of a proposal to meet a Government criterion or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.
