MEMORANDUM FOR SRP-4 CONTRACTORS

SUBJECT: Sounding Rocket Program-4 (SRP-4) Contract; Request for Proposal (RFP) for U.S. Army Lower Tier Project Office (LTPO) Post Deployment Build (PBD) 8.1 Operational Test 5 (OT5) Target Mission Task Order
1. The SMC Launch Enterprise Directorate, Experimental Launch and Test Division (SMC/LEX) in support of the U.S. Army’s Lower Tier Project Office (LTPO), is intending to conduct a task order competition under the SRP-4 contract for the design, build, test and launch of one target vehicle that meets the requirements of the SRP-4 IDIQ Performance Work Statement (PWS), the attached Mission Requirements Document (MRD) and the classified annex to the MRD.
2. This RFP letter includes a Sample Task Order, the Mission Requirements Document, and an SRP-4 Task Order Mission Non-Disclosure Agreement.
3. To support mission timeline, SMC/LEX is releasing this task order RFP along with the SRP-4 IDIQ contract RFP. Only contractors who submit a proposal in response to the SRP-4 IDIQ RFP are allowed to submit a proposal in response to this task order RFP. The evaluation of the task order proposals will not occur until after the SRP-4 IDIQ awardees are selected. Only proposals received from offerors that are selected to receive an SRP-4 IDIQ contract will be evaluated. Task order proposals will be evaluated in accordance with the procedures outlined in the SRP-4 Task Order Ordering Guide and this RFP.
4. Proposals in response to this RFP must be submitted to the undersigned Procuring Contracting Officer (PCO) within 75 calendar days after the posting date of the SRP-4 IDIQ RFP (not later than 4pm MST, 22 March 2018) and shall remain valid for 270 calendar days from date of submission. The classified annex to the MRD may be requested from the PCO within 30 calendar days of the date of the FBO posting of the SRP-4 IDIQ RFP. The classified annex to the MRD will be sent to offerors within 7 business days of the request.
5. Delivery of the classified annex will be via FEDEX or other qualified carrier to offerors cleared by the government security office (SMC/ADEK) for Clearance and Safeguarding.
Offerors will be required to provide:
a. Facility Mailing Address and Recipient’s name and phone number.
b. Facility CAGE Code – To confirm their facility clearance and the ability to safeguard/store classified.

c. Completed Non-Disclosure Agreement (NDA) – Prohibiting reproduction and limiting access to personnel with absolute need-to-know.
d. Confirmation from all non-winning offerors that documentation has been destroyed must be provided to the PCO, via email, within 30 days of notification of an unsuccessful bid.
6. If one or more of the offerors is unable to qualify their own facility as capable of receiving classified (SECRET) material, space may be made available at LEX for proposal preparation.
7. Task Order Proposal Requirements
a. General Proposal Information:
Prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies listed. The volumes identified in the table should be separately bound in three-ring loose-leaf binders.
Note: No classified information shall be included in Volumes I or II.

b. Volume I – Technical Volume (Unclassified):
i) The Offeror shall submit one (1) hardcopy and two (2) electronic copies of the unclassified technical volume. Page size shall be 8.5 X11, not including foldouts, should be no less than 12 point font, have at least 1-inch top and bottom and 3/4 – inch margins. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics, not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 10 point.
ii) The Offeror shall address the technical launch solution for meeting or exceeding the Government’s minimum performance or capability requirements. Discuss the Offeror’s launch solution for meeting all MRD requirements. Identify the Technical Performance Measures that provide insight into developmental progress.
iii) Describe the approach for working with the cognizant range for the mission to include launch vehicle system interfaces to the range, the range safety approach for complying with AFSPCMAN91-710 (or equivalent document specified by cognizant range), and any proposed tailoring.
iv) The Offeror shall include an Integrated Schedule (IS) as an attachment to the technical volume including significant milestones that support the initial launch capability date.
v) The Offeror shall provide a requirements correlation matrix chart for Launch Vehicle MRD and classified Annex A requirements as an attachment to the technical volume. A sample correlation matrix chart is provided below.
vi) The Offeror shall provide a Contractor Work Breakdown Structure (CWBS) as an attachment to the technical volume that details only deviations to the basic contract
CWBS.
vii) The Offeror shall provide detailed Basis of Estimate (BoE) demonstrating the Offeror’s approach to projecting the effort required as an attachment to the technical volume. This description should complement and correlate to the relevant entries of the CWBS. The intent of this section is to obtain an understanding of the Offeror’s proposal in terms of the scope of work planned for each effort, and to understand the Offeror’s cost projection approach. The Offeror shall provide the BoE, broken out to the CWBS level at which the BoE was developed. The BoE shall use the CWBS designation/numbering system so that tasks can be easily located in the CWBS Dictionary. For direct labor, cite hours per labor category only; for materials, cite quantities only, and for other basis elements such as vendor purchases, travel, and subcontracted effort, cite hours and/or quantities only. Do not include cost/price data in the Technical Volume.
Provide narratives to explain your BoE quantities. The narrative shall address how the Offeror estimated each major element of the effort and provide rationale for proposed hours, labor mix, and materials. Include all assumptions made.
Where estimates are based upon past experience, identify the past experience, explain how the past experience relates to the current effort (including similarities and differences), and explain how data available from the past experiences was adapted to the current effort.

viii) If the use of GFP other than what is provided is proposed, the Offeror shall include a GFP List as an attachment to the technical volume. The Offeror shall provide letters signed by the current cognizant Contracting Officer or property manager indicating that proposed GFP is available for use on a rent free non- interference basis.
ix) The Offeror shall include a Small Business Participation Commitment Document (SBPCD) as an attachment to the technical volume that identifies and commits to participation of small business, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses that meets or exceeds minimum quantitative requirement (MQR) of 10% of the proposed task order value.
x) The Offeror shall provide a program risk evaluation identifying Offeror risks and Offeror risk mitigation plans as an attachment to the technical volume. A sample risk mitigation chart is provided below:

xi) The Offeror shall provide a one page organizational chart outlining Contractor and Government interfaces where applicable as an attachment to the technical volume. For each position appearing on the organizational chart, the Offeror shall provide a name, title, and contact information.
c. Volume II - Price/Cost:
The Offeror shall include a Cost Plus Incentive Fee, Cost/Price Volume in accordance with CLIN 0001 (Design, Integration and Launch Services) of the basic SRP-4 contract for the PDB8.1-OT5 target. The proposal shall identify cost by cost elements to include number of hours within each Category required for performance of the proposed work.
The cost proposal shall clearly identify the direct rates, indirect rates, target cost and target fee being proposed, in accordance with SRP-4 Ordering Guide (paragraph V.b.ii). Identify and provide rationale for all non-labor cost elements required for performance. A bill of material must also be submitted. Subcontractors may submit a cost proposal directly to PCO.
d. Volume III – Classified Technical Volume (if necessary):
If necessary to describe solutions to classified technical requirements, the classified technical volume shall not exceed 10 pages in length and will not count toward the 50 page limit of the unclassified technical volume. Ensure that classified proposals in response to this RFP are properly marked, handled, and posted via prescribed methods in accordance with DoDM 5200.1-V3.

8. Evaluation Criteria. Evaluation of proposals will be accomplished in accordance with the basic contract Task Order Ordering Guide. Factor 1 Mission Accomplishment is more important than Factor 2 Price/Cost. Factor 3 Past Performance will not be evaluated.
The evaluation factors are listed below:

a. Factor 1: Technical - Mission Accomplishment. The Government will use the Technical Rating Method (Table 2A) and the Technical Risk Rating Method (Table 2B) per Attachment 3 of the Basic SRP-4 IDIQ contract, SRP-4 Task Order Ordering Guide in evaluating the Technical Factor. The technical rating provides an assessment of the quality of the Offeror’s solution for meeting the Government’s requirements. The Government will evaluate the proposal for the extent to which:
1. Offeror’s proposal demonstrates a launch solution that meets all requirements listed in the Mission Requirements Document.
2. Offeror’s proposal identifies Technical Performance Measures that provide insight into developmental progress.
3. Offeror’s proposal demonstrates an effective process for launch vehicle system interfaces into the range.
4. Offeror’s proposal demonstrates a robust approach to risk identification and mitigation.
5. Offeror’s proposal demonstrates an Integrated Schedule which identifies major milestones that support the required Initial Launch Capability (ILC) date.
6. Offeror’s proposal demonstrates a complete Basis of Estimate.
7. Offeror’s Small Business Participation Commitment Document (SBPCD) meets the minimum quantitative requirement (MQR) of 10%.
b. Factor 2: Price/Cost. Price/Cost will be evaluated and will have a significant role in award decision. The offeror’s Price/Cost proposal must be determined realistic and reasonable using one or more of the proposal analysis techniques defined in FAR
15.404. A most probable cost analysis will be conducted to support the Government’s determination of realism, and a cost or price analysis will be the basis for a reasonableness determination. Price/Cost will be evaluated based on a total Evaluated Price (TEP) comprised of the summation of proposed Target Cost and Target Fee, and any probably cost adjustment resulting from the realism analysis.
c. Factor 3: Past Performance (Optional). Past performance will not be evaluated for this task order.
9. SRP-4 Contractors will not be reimbursed for proposal costs associated with this effort.
SRP-4 Contractors may choose not to submit a proposal for this effort without penalty or adverse consequence. If an offeror chooses not to submit a proposal, the offeror shall notify the Government in writing.
10. This RFP does not mean that award of a task order is assured.

1.0 Introduction
Overview This document provides the specific and unique launch vehicle mission requirements for a suborbital mission which SMC Launch Enterprise Directorate, Experimental Launch and Test Division (SMC/LEX) is contemplating procuring as a Task Order on the Sounding Rocket Program–4 (SRP-4) contract.
The main goal of this task order mission is to successfully design, fabricate, integrate, test, and ground-launch (from a stool or rail) a threat-representative theater ballistic missile (TBM) suborbital target to support the US Army Lower Tier Project Office (LTPO) Post-Deployment Build (PBD) 8.1 intercept test designated P8.1-OT5 from Wake Island and deliver a Reentry Vehicle (RV) to a specific target location in the Kwajalein Atoll. The target will consist of legacy systems and/or other new designs to provide a balanced approach which meets mission and schedule requirements with minimized cost and technical risks.
This task order is an SRP-4 Mission Assurance Category 2 mission as defined in the IDIQ contract Performance-Based Work Statement (PWS).
Scope This Mission Requirements Document (MRD) is the controlling source and authority for the P8.1-OT5 target-specific mission requirements and will be maintained by SMC/LEX.
For this target, the detailed requirements and data will be specified in other documentation, which will be referenced herein. These include documents such as the SRP-4 Performance-Based Work Statement (PWS), range requirements documentation developed in accordance with the Universal Documentation System (UDS), and the Classified (Secret/NOFORN) Appendix A to this MRD, Target Technical Requirements (TR) Document for PATRIOT Post Deployment Buld 8.1 (PBD-8.1) Operational Test 5 (OT-5), Final Revision A, dated 8 November 2017.
Roles and Responsibilities The roles and responsibilities of the agencies and contractors that will support the mission are described below:
LEX: The Rocket Systems Launch Program (RSLP) branch of the SMC Launch Enterprise Directorate (SMC/LE), located at Kirtland AFB, NM, is responsible for SRP- 4 launch systems and launch operations. Its activities and responsibilities include, but are not limited to:
• Participation in program management (lead for launch segment)
• Range support
• LV integration
• Payload Delivery Vehicle (PDV) interface and mating

• Providing interim hazard classifications for explosive items and hazardous material management
• Providing program-specific GFE not identified on the basic contract (i.e. encryption device chipsets)
For this target vehicle, LEX will be responsible for ensuring the target is “tip-to-tail” certifiable in accordace with SMC-G-1202 (Space Flight Worthiness Criteria) and SMC- G-1204 (SMC Readiness Review Process).
Mission Assurance Contractor (MAC): The Mission Assurance Contractor, under contract to LEX, shall provide mission assurance and Independent Verification and Validation (IV&V) support for the target. Higher-level risks identified by the MAC will be sent to LEX in monthly status updates provided by the Mission Manager (MM), and overall risk assessments of the program will be addressed in design reviews and readiness reviews.
LSC: The Launch Services Contractor, under contract to LEX, will provide the launch vehicle and re-entry vehicle design, the LV and RV, integration/mating of all components/assemblies, mission planning, launch of the LV, and post-launch reporting.
The LSC shall ensure that Associate Contractor Agreements are completed for the following associate contractors:
• LinQuest Corporation
• ASRC Federal Space and Defense (AS&D)
• Engility Corp.
• Tecolote Research, Inc.
The LSC shall also ensure that Non-Disclosure Agreements are completed for the above contractors as required.

2.0 Mission Requirements
Mission Scenario: As defined in Appendix A.
Target Description Vehicle Configuration: As defined in Appendix A.
Telemetry (TM): The RV TM shall be selectable. The transmitters shall have sufficient power to provide adequate link margins as defined by RTS Flight Safety Documentation.
The launch contractor shall be responsible for all housekeeping, instrumentation, and position data links.
Booster telemetry encryption is required.

There will be no back-up vehicles built for this mission.
Launch Conditions Position: As defined in Appendix A.
Environmental Control: The contractor shall ensure the motors used are maintained within environmental limits in accordance with Air Force Technical Order (TO) specifications for motor exposure, if GFE provided.
Date/Time: This target mission is scheduled as defined in Appendix A.
Range Coordination: All test operations at the range shall be conducted in accordance with an LSC-developed and approved Operations Requirement (OR) for the mission and applicable range documents.
Trajectory Profile: As defined in Appendix A.
Downrange/Cross-range Dispersions: As defined in Appendix A.
Terminal Target Flight Dynamics As defined in Appendix A.
Measurements Vehicle status consisting of guidance, Global Positioning System (GPS), and attitude data, environmental data (to include thermocouple data), and housekeeping functions shall be measured via telemetry. The RV position, velocity, and attitude shall be measured on-board throughout the flight via an RV inertial measurement unit (IMU) and shall be displayed real-time at RTS via RV telemetry.
Data Handling/Distribution: Handling and distribution of telemetry data will be as described in the OR.
Post-processed Target Trajectory Measurements Kinematic Instrumentation: Contractor shall provide accurate reporting of the position, velocity, and acceleration of the RV. Acceptable tolerances on this instrumentation are
1.0 m per axis in position, 1.0 m/sec per axis in velocity, and 1.0 m/sec2 per axis in acceleration. Acceptable tolerance for post launch pointing data is 2.5 degrees per axis.
This data is required at a data rate of 50 Hz or better.

2.1.1 RV Mechanical/ Electrical Interfaces
As defined in Appendix A.
GPS Receiver (or equivalent) The launch vehicle and RV mission shall incorporate an onboard GPS position source or a differential GPS ground system capable of 1 m accuracy (1 sigma) post-launch, for best estimate trajectory determination.
C-Band Beacon A C-band beacon capability is not required.
3.0 Weather Proofing
The target vehicle shall survive up to two hours unsheltered and exposed to the normal/average weather conditions for RTS/Wake Island, e.g. rain, fog, hail, etc., during the planned launch window.
3.1 Launch Campaign Transportation
The Launch Contractor shall ship all target mission flight and ground support equipment hardware, and GFE hardware (excluding GFE motors), to and from government-directed CONUS points of departure/arrival based on utilization of Air Force assets (i.e. C-17s) for air transport to the launch location and comply with AFMAN 24-204 to package and certify hazardous materials on military aircraft. The launch contractor shall be responsible for providing environmental protection of GFE motors during the launch campaign and ensure all GFE booster motor environmental protection requirements are satisfied, if GFE boosters are used.
3.2 Radar Cross Section (RCS) Measurements
a. The contractor shall meet the RCS measurements requirements identified in Appendix A. Prior to the flight test, the RCS of the target shall be predicted via RCS modeling using the XPATCH modeling tool.
b. The contractor shall provide all structural drawings required to model the outside structure for RCS characterization.
c. The following are required if RCS characterization data on the as-designed configuration is not available:
1. The contractor shall provide a flight-representative, RF-equivalent front section and second stage booster assembly to be used for RCS characterization at the Pt Mugu Radar Reflectivity Laboratory (or equivalent).
2. The contractor shall provide an RCS Charaterization Plan that has been agreed to by the Government that will define RCS prediction and measurement methodology as well final weight and center of gravity measurements.

3. The contractor shall pack and ship all necessary hardware to the RCS testing facility, assemble the hardware, witness the characterization, disassemble the hardware, and pack and ship back to the contractor’s facility.
4. The Government will provide the contractor the raw RCS data. The contractor shall analyze the RCS data against the results of the XPATCH modeling tool and create a final report with prediction results to be delivered to the Government no later than six months prior to the ILC.
3.3 Option for Modal Survey
This option is for a modal survey characterizing the launch vehicle for bending modes and frequencies. The survey shall include the entire front section and/or the entire vehicle with a GFE inert motor. All data and test procedures will be reviewed and approved by the Government. If the proposed launch vehicle has been previously characterized for bending modes and frequencies, available data from applicable sources may be used in place of new analyses. The data must be justified and its applicability substantiated.

SRP-4 Task Order Mission
NON-DISCLOSURE AGREEMENT
This Agreement is made by and between the Space and Missile Systems Center (SMC), Launch Enterprise (LE), Experimental Test and Launch Division (LEX), a United States Air Force organization having its principal place of business at Kirtland Air Force Base, New Mexico and , a corporation whose principal mailing address is (“Recipient”).
The primary purpose of Sounding Rocket Program (SRP)-4 is to provide suborbital launch services for delivering payloads, flight hardware, and technical/concept analyses support for the launching of Space and Missile Systems Center (SMC), Launch Enterprise (LE), Experimental Test and Launch Division (LEX) assets in support of Research and Development (R&D) programs. The Task Order (TO) to be awarded under this contract effort is defined in the classified annex (if required) of the Mission Requirements Document (MRD). Transmission of this document requires Recipient to sign the following Non-Disclosure Agreement.
1. Definition of Classified Information: As used in this Agreement, "Classified Information" refers to any Official Information that has been determined by the United States Government to require, in the interests of national security, protection against unauthorized disclosure and which has been so designated; Information that would "damage" national security if publicly disclosed, without the proper authorization.
2. Nondisclosure and Nonuse Obligations: Recipient will maintain in confidence and will not disclose, disseminate, or duplicate any Classified Information, whether or not in written form. Recipient agrees that Recipient shall disclose Classified Information only to those of its employees with proper security clearances, and who have an absolute need-to-know such Information, and certifies that such employees have previously signed a copy of this Agreement.
3. Survival: This Agreement shall govern all communications between the parties on this matter. Recipient understands that its obligations under Paragraph 2 ("Nondisclosure and Nonuse Obligations") shall survive the termination of any other relationship between the parties. Upon termination of any relationship between the parties, Recipient will promptly deliver to LEX confirmation that all documents and other materials furnished to Recipient by LEX have been properly destroyed.
4. Governing Law. This Agreement shall be governed in all respects by the laws of the United States of America.
5. Injunctive Relief. A breach of any of the promises or agreements contained herein will result in irreparable and continuing damage to LEX, and to the United States, for which there will be no adequate remedy at law, and LEX shall be entitled to injunctive relief and/or a decree for specific performance, and such other relief as may be proper (including monetary damages if appropriate).
6. Entire Agreement. This Agreement constitutes the entire agreement with respect to the Classified Information disclosed herein and supersedes all prior or contemporaneous oral or written agreements concerning such Classified Information. This Agreement may only be changed by mutual agreement of authorized representatives of the parties in writing.
