RFP Q&A #3

1. Award Date states December 2016 and the start date states June 2016, these dates are conflicting what are the anticipating dates for award and start? (PWS 4.2 States that the period of performance has a start date of June 2016; Section L 5.3 states the award date is December 2016)
a. Air Force Response: The Period of Performance for the subject source selection is as follows:
0001 – 0005 Base - 19 December 2016 – 18 December 2017
1001 – 1005 Option 1 - 19 December 2017 – 18 December 2018
2001 – 2005 Option 2 - 19 December 2018 – 18 December 2019
3001 – 3005 Option 3 - 19 December 2019 – 18 December 2020
4001 – 4005 Option 4 - 19 December 2020 – 18 December 2021
5001 – 5005 EoS – 19 December 2021 – 18 June 2022
b. PWS 4.2 has been changed accordingly to reflect the above dates.
2. Please clarify the due date for the Past Performance Questionnaire. (Attachment 8, Statement 3)
a. Air Force Response: The Past Performance Questionnaire is due on or before April
22, 2016.
b. Attachment 8 has been changed accordingly to reflect the above date.
3. There is no reference to when questions can be submitted, please clarify when the
Questions are due to the Government.
a. Air Force Response: The Air Force will attempt to respond to all questions received up until the date of submission; however, all offerors are encouraged to submit questions prior to 12 April 2016 to allow the Air Force sufficient time to coordinate a response to the question and to allow all offerors sufficient time to take the response into consideration for the proposal submission.
4. Historically, CSRDs were individually funded activities. Going forward is the government intending to have all future CSRDs included in the proposed cost for
CLINS x001 and x002 or will they continue to be funded separately. If not, how many
CSRDs will there be each contractual year and what sizing estimates should be used for calculating purposes? (Attachment 5, Attachment 7)
a. Air Force Response: The PWS for the solicitation uses the current definitions for
CSRDs and BCRs, and defines a CSRD in section 1.3.1:
“A CSRD is a collection of one or more change requests (BCRs, DRs or TCSRDs) that has been identified in ISMT. The Government will generate a change request whenever a change in requirements is identified. (PWS, Page 19)
Section 1.4 where the implementation of CSRDs is described:
“...maintenance releases that implement CSRDs that resolve DRs, and/or implement
BCRs, TCSRDs...” (PWS Page 25)
Section 1.3.1.1 defines a BCR:
“A Baseline Change Request (BCR) is a change request in logic and/or functionality of the information system generated by the customer organization. BCRs cover updates to functionality (such as a regulatory or policy change that necessitates a system update), or the addition of new functionality to the system. The BCRs which update functionality are considered maintenance BCRs, and are part of the expected workload volume described in paragraph 1.7 Estimated Workload. BCRs which add new functionality to the system are generally larger in scope, and can require a
Change Proposal and amendment to add the work to this effort. The contractor shall perform analysis and planning for tasks for all BCRs.” (PWS, Page 20)
Section 1.7 Estimated Workload (PWS, Page 43) describes the expected workload to be covered under this solicitation. This table uses the volume of DRs, BCRs, and
TCSRDs (as defined in the PWS and tracked in ISMT). This table does not use the term CSRD, because all DRs, BCRs and TSCRDs are attached to CSRDs so the term
“CSRD” is ambiguous. Note that this table states the expected number of releases a year, these releases implement the DRs, BCRs, and TCSRDs in the annual estimate.
Contractors should bid delivering releases per year, based on the Estimated Workload as described in section 1.7, using the definitions provided in the solicitation PWS.
5. The PWS notes June 2016 whereas the Model Contract and Section L estimate an award and start in December 2016. Is the December 2016 time frame the current estimate? If so, is the incumbent contract anticipated to be extended? Or is a bridge contract anticipated to be awarded?
a. Air Force Response: The Period of Performance for the subject source selection is as follows:
0001 – 0005 Base - 19 December 2016 – 18 December 2017
1001 – 1005 Option 1 - 19 December 2017 – 18 December 2018
2001 – 2005 Option 2 - 19 December 2018 – 18 December 2019
3001 – 3005 Option 3 - 19 December 2019 – 18 December 2020
4001 – 4005 Option 4 - 19 December 2020 – 18 December 2021
5001 – 5005 EoS – 19 December 2021 – 18 June 2022
b. PWS 4.2 has been changed accordingly to reflect the above dates.
c. At this time the Government is contemplating a six month Extension of Services on the current contract. Proposals should be submitted assuming a 19 December 2016 start date.
6. Section L, Para 5.2.4 CLIN Structure, Price Template, RFP Attachment 7, shall be completed as stated: 1) Enter labor category title, labor hours, and Fully Burdened
Rates for every labor category used on CLIN x002 tab. RFP Attachment 7 does not have a column to insert Fully Burdened Rates. This column is missing for CLIN X001
(RMS Program) (Price Template, Tab 2) and CLIN X002 (LMDB Program) Rate Build
(Price Template, Tab 3).
a. Air Force Response: Attachment 7 – Pricing Template has been revised to reflect a fully burdened rate column in Tabs 2 and 3.
7. Section L – Section 7.1 – Page 17 of 19 requires that the Model Contract (SF33) be signed along with Sections A, B and K. The Attachment 5 – Model Contract that the government provided is secured and a Standard Form 26 which is not editable. Will the government provided the SF 33 with the other sections in an amendment?
a. Air Force Response: Section L has been revised to reflect an SF 26 versus SF 33. An alternative SF 26 has been provided as an editable Attachment 5.
8. Section L, Page 12 of 19, requests offerors to provide a detailed Basis of Estimate (BOE) by CLIN with any supporting data and narrative that clearly explains how the prices were developed. In prior RFP responses for AFLCMC solicitations like this we were directed to provide a detailed BOE broken out against all PWS paragraphs. What level of detail does the government expect of a detailed BOE?
a. Air Force Response: The Government does not have a predetermined level of detail.
Your BOE should be sufficient enough to justify your CLIN price.
9. Section M uses the term Labor Rates while Section L uses the term Fully Burdened
Rates and Loaded Labor Rates. We want to confirm the terms Labor Rates and Fully
Burdened Rates are the same thing.
a. Air Force Response: They are synonymous.
10. In paragraph 6.3 of Section L it says “the offeror shall submit a consent letter executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information”. If the subcontractor is not providing a past performance for RMS would they still need to fill out and submit the consent form?
a. Air Force Response: If a subcontractor is not providing past performance they do not have to complete a consent form.
11. In Attachment 8 Past Performance it says “The completed Present/Past Performance
Questionnaire should be sent directly to the Government not later than 1200 EST on 17
March 2016 to be considered”. What is the correct date for PPQ submittals?
a. Air Force Response: The Past Performance Questionnaire is due on or before April
22, 2016.
12. Attachment 3, Section L, Instructions to Offerors, section 6.4 directs offerors to submit past performance information “on three (3) recent contracts for the prime contractor and three (3) for each major subcontractor, teaming partner, and/or joint venture partner.” Section 2.2, Table 1 states a “limit of 3 references (prime)” and a “limit of 3 references each (critical or major subcontractor).” Can the
Government clarify if the number of references from the prime and each subcontractor is exactly three or a maximum of three?
a. Air Force Response: Offerors may submit a maximum of three references for the prime (not including major subcontractors or partners). Offerors may submit a maximum of three references for each major subcontractor or partner. Section
L paragraph 6.2 defines “major subcontractors.”
13. Are any Computer System Requirement Document activities initiated during the current contract action continuing into the period of performance of this solicitation?
a. Air Force Response: There will not be any Computer System Requirement
Documents activities that will be continued from the current contract onto the follow-on contract.
14. Please clarify if the RMS team is allowed to work from an alternate location in the event of the base closure due to inclement weather without prior approval?
a. Air Force Response: All RMS team and LMDB team contractor personnel are expected to follow the WPAFB Base Closure procedures. The USG is not expecting any deliverables or any work to be performed during base closures. At this time remote access is not approved.
