MEMORANDUM FOR ALL INTERESTED PARTIES

SUBJECT: Request for Proposal (RFP) FA8770-16-R-0002, Requirements Management
System (RMS) and Logistics Management Data Bank (LMDB)
1. The Government anticipates awarding a contract that will provide maintenance and sustainment support for the Requirements Management System (RMS) and Logistics
Management Data Bank (LMDB). Interested parties are requested to provide a proposal in accordance with the requirements of this RFP. The due date is 22 April 2016, 12:00 PM EST.
Proposals received after the date and time specified will be considered LATE and WILL NOT be evaluated.
2. This effort will be a Firm Fixed Price (FFP) and Cost Reimbursable (CR) contract for a twelve month base period with four (4), one-year option periods. This acquisition will be a competitive 8(a) competition in accordance with FAR Part 15 and DFARS 215.3.
3. The Government will select the proposal found to be most advantageous to the Government, using a full tradeoff approach. Further details are included in the Instructions to Offerors (ITO), Attachment 3.
4. Notice to Offerors: All funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
5. Each Offeror is required to propose tasks and prices in accordance with this RFP, including the attached documents. The proposal must be fully responsive to all terms, conditions, and requirements of the RFP. The Government intends to evaluate proposals and award a contract without discussions; however, the Government reserves the right to hold discussions if necessary. The proposal should provide information as outlined in Attachment 3, ITO. The
CLINs will require submittal of prices for evaluation of the base period and each option year.
Provide rates for the base period and each additional option period, including the extension of services.

6. Separate Base and Option year Cost Reimbursable CLINs are included for Other Direct Costs and Travel. These costs will be reimbursed as identified in the CLIN. A Government estimate is provided for “ODCs” and “Travel.” Propose the Government estimate that is included for the pertinent CLIN and corresponding option CLINs.
7. Offerors are cautioned to immediately reply in writing if any conflict of interest issue exists.
Specifically, the identified conflict of interest must be described in detail in a mitigation plan; a plan to mitigate the risk of the conflict of interest must be presented. See the OCI Mitigation
Plan Memo, Attachment 12 to this cover letter. OCI issues should be directed to the Contracting
Officer as soon as possible.
8. The burden of proof for price credibility rests with the Offeror. Therefore, the Offeror is cautioned to submit price information that is fully responsive to the RMS/LMDB requirements.
9. This RFP specifies Contract Clauses in the Model Contract (Attachment 5) that will be included in the award document. Unless noted otherwise, they will be incorporated into any resulting contract by reference.
10. A Bidder’s Library will be provided as part of this RFP. This library, numerous files collectively identified as Attachment 10, provides additional details for RMS and LMDB to assist in understanding of the systems. The Bidder’s Library will be provided separately at the request of interested 8(a) contractors. Contractors should request this attachment via email to the
Contracting Officer at richard.dickerson.2@us.af.mil. Upon Government receipt of the request, individual offerors will receive instructions for obtaining the documents.
11. Individuals from the following organizations will be participating in this source selection as advisors: Oasis Systems Inc. and BTAS. If an offeror objects to the release of their proposal information to any non-government advisor, the offeror must notify the Contracting Officer immediately.
12. This Request for Proposal is not an authorization to begin performance and in no way obligates the Government for costs incurred by the contractor for this requirement. Prior to commencement of any activities associated with performance of this requirement, the
Government will issue a written direction or contractual document signed by the Contracting
Officer with appropriate consideration established.
