DIVISION 1

GENERAL REQUIREMENTS

1. GENERAL INFORMATION:

1.1. Title: Simplified Acquisition of Base Engineering Requirements (SABER)

1.2. Project No.: ULDF 13-0450

1.3. Scope: These standards apply to all new construction, demolition, rehabilitation, alteration, modification, repair and maintenance contracts for existing facilities.

1.4. Project Description:

1.4.1 The basic contract period will be 60 months. The minimum contract amount will be $2,000 and the maximum contract amount will be $10,000,000.

1.4.2 Location: Any contract resulting from this solicitation will be an indefinite delivery, indefinite quantity contract for real property maintenance, repair, alteration and minor construction projects to include work at all facilities defined by USAF Real Property records installation codes; ULDF Rome Research Site, RTVW Newport 1, RTWC Newport 2 annexes (Newport N.Y.) or WHXP Stockbridge test annex (Stockbridge N.Y.), DFAS facilities, and all of these facilities from this point forward will be referred inclusively as the “Rome Research Site” or “RRS”.

1.4.3 Performance of services; will be accomplished by the contractor through individual task orders or blanket task orders issued by the Contracting Officer. Each task order issued by the Government will identify the general scope of work. The Contractor will be required to maintain a management office, with adequate staffing, physically present on the Rome Research Site, in order to receive work orders and provide other engineering and management services needed to accomplish those orders. Work will include tasks in a variety of trades such as carpentry, steam fittings, plumbing, sheet metal, painting, demolition, masonry, welding, HVAC, electrical distribution, etc. The contractor shall furnish all materials, labor, plant, tools, transportation, equipment, testing services, quality control and incidentals necessary to provide a wholly complete and operational facility or system.

1.4.4 Specifications: All work shall be performed in strict accordance with the contract Summary of Work and Divisions 01 through 48 of the Unified Facilities Guide Specifications (UFGS). These guide specifications are available from the Construction Criteria Base on the WBDG web site; Construction Criteria Base on the WBDG web site, these guide specs have been updated to include EPA recycled-content requirements.

1.4.5 Construction Requirements: The design shall conform to functional and descriptive data as found in the most current issues of the following publications, as well as other cited elsewhere within the Statement of Work:

(1) Air Force Handbook 32-1084, Standard Facility Requirements Handbook.

(2) National Electric Code

(3) National Fire Protection Association (NFPA) Life Safety Code NFPA 101

(4) National Plumbing Code

(5) International Building Code (I.B.C.)

(6) Uniform Federal Accessibility Standards

(7) American National Standards Institute (ANSI): American National Standard for Buildings and Facilities - Providing Accessibility and Usability for Physically Handicapped People http://www.wbdg.org/

(10) NYSDOT Standard Specifications:

Methods and Materials: Unless specified otherwise here-in all work and materials shall conform with the requirements of: "Standard Specifications-Construction and Materials"By: Department of Transportation, State of New York Note: The NYSDOT Specifications are in metric units. All references to "New York State Department of Transportation", "Commissioner of Transportation", "Regional Director", "Regional Office", etc., shall be understood to mean "United States Government and/or Contracting Officer. All New York State Department of Transportation paragraphs concerning Methods of Measurement and Basis of Payment shall be disregarded.

1.4.6.1 If there is a conflict between these codes, regulations and specifications, the most stringent requirements shall apply at all times.

1.4.6 Green Procurement Requirements: The Contractor shall comply with the United States Environmental Protection Agency Comprehensive Procurement Guidelines (CPG).

1.4.5.1 The EPA's list of designated products grouped into 8 categories and the accompanying recycled-content recommendations listed below:

1.4.7 the contractor is required to complete a Green Procurement Program (GPP) Statement or the Recovered Material Determination Form (RMDF) prior to beginning construction. The contractor submits the completed form to Contracting, who will then forward the completed form to Civil Engineering for concurrence and filing.

1.4.8 If a task order exceeds $100,000 in value, the contractor shall estimate the amount of recycled material that was used in the project and provide the estimate as an official submittal to Contracting. The contractor shall also provide certification. The certification must be in the form of a label on the product or a statement verified by the vendor and attached to the proposal documents. Measurement of recovered material content should be made in accordance with standard industry practice. The certification on multi-component or multi-material products must verify the percentage of post-consumer waste and recycled material contained in the major constituents of the product.

1.5. SABER Documents: The following documents will be used in the execution of work under this contract:

1.5.1. Volume I is considered to be the solicitation, offer and award.

1.5.2. Volume II is the SABER Contract Summary of Work (SOW). The SABER SOW is numbered and organized by the Construction Specification Institute’s (CSI) Master Format. All specifications are filed in Division 01 through 49 as per CSI guidelines. Some specifications are broad scoped in nature and contain a variety of items. Therefore, they will have several unit price designators. Other specifications will not have pricing information. These items are those which are special ordered from the manufacturer or the items involved would be proprietary to each manufacturer’s own equipment. Divisions 01 through 48 reference the Unified Facilities Guide Specifications (UFGS) for construction.

These specifications shall be incorporated into the SABER specifications and shall form the basis for evaluating work performance throughout the life of this contract. The intent of these specifications is to furnish concise industrial and/or commercial standards for maintenance and repair of Government facilities.

1.5.3. Volume III is the SABER Unit Price Guide (UPG), RSMEANS Online Estimating – Complete Library and the RSMEANS Cost Works books listed below. The contractor is responsible for providing three (3) each active subscriptions to RSMEANS Online Estimating – Complete Library for RRS Civil Engineering use. The contractor shall provide for RRS Civil Engineering use the following current year editions of the books in the quantites specified annualy for the duration of the contract:

1.5.3.1. Quantities calculated for preparing proposals for Task Orders shall be “net”. Additional quantities/items for waste, lap, damages due to delivery, protection of Government property, license, certifications, additional Engineering design support etc. will not be allowed in the proposals or Task Orders. These costs shall be accounted for in the contractor’s price coefficient. Line items in the UPG. are installed prices, complete with material, labor and equipment cost, unless otherwise noted.

1.5.3.2. Although non-pre-priced items (NPI) of work will be negotiated, this shall not be construed to include elements of work which are not separately priced but which are incidental to or are customarily required for performance of a priced item of work.

1.5.3.3. The following listed Divisions and their subdivisions of Division 01–General Requirements as contained in RSMEANS® Cost Data shall not be used as line items in pricing task orders issued under this contract. These costs shall be covered in the coefficients unless otherwise approved by the Contracting Officer:

a. Division 01 11-Summary of work.

b. Division 01 21-Allowances

c. Division 01 31-Project management and Coordination.

d. Division 01 32 Construction Progress Documentation

e. Division 01 74 Clean-Up

f. Division 01 91 Commissioning

The RSMEANS® Company updates their database yearly. This update shall provide the only economic price adjustment under the contract.

2.0 WORKING HOURS: The regular hours of work on the Rome Research Site are from 0700 to 1600 hours, Monday through Friday, excluding Federal holidays. The government may restrict access to work sites to these hours and days. The contractor shall consider all other hours non- regular time and use the appropriate unit prices for tasks performed during those hours. In the technical/cost proposal submitted for each task order, the contractor shall clearly identify those items of work scheduled for accomplishment during non-standard time and include justification for the request. The contractor shall notify the CO at least 48 hours in advance of any work performed during non-regular hours that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment.

2.1. Legal Holidays:

The Rome Research Site recognizes the following legal holidays:

3.0 SECURITY REQUIREMENTS

3.1. The work to be done on this project is located in and around area’s that are under the scrutiny of the Department of Defense Police assigned to the RRS Information Directorate. To gain access to the area(s) to examine the work to be done for job estimation purposes; arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the area(s) for the purpose of project estimation.

3.2. When it has been determined which Contractor will accomplish the project a RRS Visit Request from the company, preferably on Company letterhead, will be necessary prior to initial work commencement. The Visit Request form needs to be signed by the Company President or Director of Human Resources. The Visit Request form will also be used as the Entry Authority List. The Contractor will supply the Visit Request to Security (AFRL/IFOF) through the Contracting Office. The Visit Request can be done via RRS Visit Request Form, AFMC Form 97 (found on the AFRL web page, https://rlweb.rl.af.mil/security/) or a simple Company Letterhead letter identifying all personnel who will be employed during the work. The request will contain a full name to include a middle initial (Frank A. Dude), date of birth (14 Dec 1953), state of driver’s license issuance and place of birth (Austin, Texas). This information will be used to do a Local Files Check. This check will provide Drivers License Info, Wants & Warrants and Protection Orders and will also provide information on Illegal Immigration and suspected terrorist affiliations. The Local Files Check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. If, the individual is not a US Citizen but has a Green Card, Form I-551 or has the I-551 stamp on their passport, Security will need to see either one. There will be no foreign national workers allowed on the Rome Research Site. For work at DFAS, and additional Form SF 85 must be submitted for each contractor working in the facility.

3.3 Provide the Company’s phone number and a Project Leaders or Supervisor/Foremen cell-phone number is necessary for the Law Enforcement Desk Sergeant.

3.4 All facilities are entered using a magnetic media entry badge. Any personnel such as Supervisor/Foremen or Project Leaders who may need building access for meetings etc, during contract period, can acquire a Local Contractor Entry Badge through the Division/Branch with oversight of the work. This will be accomplished with the RRS Form 110

(Unescorted Visitor Badge). The Security Visitation Office is located in the lobby of Bldg 3, West Wing. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officer’s Technical Representative upon completion of the final inspection and Acceptance of Work. Any badges lost during the period of work will be reported to Security as soon as possible.

3.5 Access to the RRS Complex is controlled by a Main Gate on Brooks Rd, located just west of the Otis & Brooks intersection. Identification for the contractor to enter with a vehicle will be an access list supported by the electronic badge issued. All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.

3.6 All commercial vehicles are searched prior to entry into the RRS Complex. Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the Main Gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through Security. There are No vehicles allowed within 25 meters (80 ft) of the RRS facilities.

3.7 All personnel should be aware that the Rome Research Site is Property of the United States Air Force. All personnel will follow all posted signage.

3.8 Contractor personnel will be notified by RRS Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condition.

3.9 Building/Room Keys: If the contractor needs access to area(s) that are locked (i.e. mechanical rooms, janitor’s closet, etc.), a request for entry of at least 2 working days prior to the need for access will be submitted to AFRL/IFOC construction representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the days work.

3.10 Dumpsters: Per UFC 04-010-02, All construction dumpsters shall be located no less than 25 meters from any facility, unless otherwise approved by RRS Security. All dumpster locations will be reviewed and evaluated on a case by case basis.

3.11 The 24 hour Desk Sgt can be reached at 330-2961.

4.0 SAFETY: The Contractor is responsible for compliance with all Federal, Air Force, and State safety and health regulations and is subject to Air Force safety, OSHA inspections, and conformance to Section 01 35 29 of this SOW, Safety, Fire Protection and Health while working at the Rome Research Site

5.0 EXCAVATION PERMITS: The contractor shall obtain excavation permits (Air Force form 103) prior to any excavation. The Contracting Officer or his designated representative shall assist the contractor in obtaining the excavation permits. The contractor shall provide drawings and details showing exact location and description of the type of excavation to be accomplished. Should any one of the coordination points indicate an additional underground utility or structure over and above those shown on the contract drawing either by sketch on the contractor's drawing by field pointing or by flagging, the contractor shall be responsible for protection of each of the items indicated. Should damage occur to any of the items indicated by the contractor, contract drawings or coordinating agency to the permit, the contractor shall be responsible for prompt repair of the damage to return the item to its original workable condition.

6.0 UTILITIES AND INTERRUPTION OF UTILITIES OR BUILDING SYSTEMS:

6.1. Available water and electrical services may be used in this work at no cost to the Contractor. The Contractor shall make arrangements for such services with the Contracting Officer or his designated representative. The Government will identify service tie-in points. Connections to these tie-in points shall be the responsibility of the Contractor.

6.2. The Government may not be held responsible for interruptions of utility service and will not be liable for Contractor delays, damages, or increased costs occasioned by any such interruption of service.

6.3. No utility services or building systems shall be interrupted to make connections, to relocate, or for any purpose without approval of the Contracting Officer. Request for Permission to shut down services or building systems shall be submitted in writing to the Contracting Officer’s Technical Representative fourteen (14) days prior to date of proposed interruption. The request shall give the following information:

6.3 1. Location of shut-off.

6.3.2. Services affected.

6.3.3. Hour, date, and duration of shut-off.

6.4. Services shall not be interrupted until receipt of approval of the proposed hours and date from the Contracting Officer. If utility services or building systems are damaged by the contractor, the contractor shall restore them within 24-hours.

7.0 EXISTING FACILITIES: The existing dimensions and locations shown on the applicable drawings are for approximation purposes only. Failure to verify the dimensions and locations will be at the contractor’s risk and shall not relieve the contractor from accomplishing the work required by the contract at the price awarded by the government.

8.0 SUBMITTALS: Submittals will be required on materials used under each proposal. Each submittal shall include information as described in the technical specifications or as shown on the drawings. Submittals will accompany the contractor’s proposal on each project. All submittals shall include a Material Approval Submittal AF3000 cover sheet.

Once an item of material or equipment has been approved, the contractor will not be required to resubmit with the following exception: If, at any time during the duration of this contract, the contractor desires to change materials from those originally approved, his new materials shall be resubmitted to and approved by the Contracting Officer prior to incorporation into the project.

9.0 SCHEDULING WORK:

(a) Before any of the work is initiated under an individual task order, the Contractor shall confer with the Contracting Officer or his representative(s) and agree on a sequence of procedures; means of access to premises and buildings; space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of communications; the location of partitions.

(b) Delivery of materials and equipment shall be made with a minimum interference to Government operations and personnel.

(c) The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas which shall be completed before work in other sections or divisions is begun.

10.0 CONTRACTOR STORAGE: A suitable outside storage area for each task order shall be provided to the contractor by the Contracting Officer. Security shall be the responsibility of the contractor. The contractor shall keep the storage area neat, orderly and clear of all debris. The contractor shall not allow trash or other debris to scattered from his area by wind or other means.

11.0 INSPECTION: Inspection of work by the Government will normally be accomplished along with the work as it progresses. At the discretion of the Contracting Officer, inspection may be directed at the completion of various phases of the work prior to initiation of any further work. The Contractor shall notify the Contracting Officer's Technical Representative that a phase will be complete at least 3 days in advance of the completion of each phase to be inspected.

SECTION 01 11 00

SUMMARY OF WORK

1.0 GENERAL:

1.1 Location: The work to be accomplished under this project is at Rome Research Site.

1.2 Description: The project consists of furnishing all labor, materials and equipment required for a broad range of maintenance, repair, and minor construction work on various real property facilities at any or all of the above mentioned sites.

2.0 PRODUCTS:

2.1 Submittal Requirements: Reproducible Shop drawings, manufacturer’s data, dated certifications and test reports, and samples constitute the project submittals. All submittals shall have an AF Form 3000 attached.

3.0 EXECUTION:

3.1 Safety Requirements: It shall be the responsibility of the contractor to initiate and maintain such programs as to comply with the provisions of the Air Force Occupational Safety and Health Standards. These programs shall include the education and training of employees and subcontractors' personnel in the recognition, avoidance and prevention of unsafe conditions. See Section 01 35 29 for further instructions.

3.2 Disposal of Materials: Unless designated as salvageable, all waste materials generated by any work under this contract shall be handled, transported, stored and disposed of off Government property by the contractor at the end of each days work. Such materials shall be disposed of in accordance with applicable federal, state or local laws, ordinance or regulations. Spoils from excavation for marker bases may be spread evenly around the work area, but at no time will piles of soil be allowed in the work area. Coordination with the Environmental and Occupational Health office (EOH) is required before the generation and disposal of any Resource Conservation and Recovery Act (RCRA) ( http://www.access.gpo.gov/uscode/title42/chapter82_.html ) hazardous wastes.

3.2.1 Lead: The Contractor is responsible for ensuring surfaces coated with lead paint are properly remediated and disposed of IAW EPA protocols.

3.3 Fire Protection: The contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work.

3.4 Reference Standards and Publications: The standards and publications listed in each section of these specifications form part of these specifications to the extent referenced. The contractor shall conform with the provision of the dated issue of the listed standard or publication.

3.5 Clean-up: The contractor shall at all times, keep the construction area, including storage areas used by him, free from accumulation of waste materials or rubbish. Prior to completion of the work each day, remove from the construction site all waste materials or rubbish. Upon completion of the construction, the contractor shall leave the work premises in a clean, neat condition.

3.6 Pollution Control/Hazardous Substances: The contractor shall report any spill of oil or hazardous material to the EOH Office.and to take every reasonable precaution to prevent the spillage of oil or other hazardous substances.

The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control. Additionally, Contractors using HAZMAT on this installation must comply with the procedures outlined in the RRS Hazardous Materials Management Plan (HMMP), section 2.4.4 (see below).

Any clarification of these procedures can be provided by the EOH Office.

Pertaining to Contractor Usage

For the purposes of this contract, the “HMMP Team” and the “HAZMART” are the EOH Office.

2.4.4 HAZMAT Determination and Authorization Procedures for Contractors

2.4.4.1 Contractors using HAZMAT on Air Force installations must comply with the authorization procedures below.

2.4.4.1.1 If a contract is expected to require a contractor to bring or to use HAZMAT on an installation, the Contracting Office shall include both Federal Acquisition Regulation (FAR) Clause 52.223-3, Hazardous Material Identification and Material Safety Data, current edition, AFFARS Clause 5352.223-9003, and installation-specific contract requirements.

2.4.4.1.2 HMMP team representatives will provide the contracting office with installation-specific contract requirements (for inclusion in the contract) regarding how contractors must request AF Form 3952 authorization and report the required HAZMAT usage data to the HAZMART.

2.4.4.1.3 IAW FAR Clause 52.223-3, each offeror must provide the Contracting Office with a list of proposed HAZMAT that it plans to use on the installation during the performance of the contract. Contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the

HAZMART.

2.4.4.1.4 Contractors must submit to the Contracting Office the information and supporting documentation (including MSDS) necessary to obtain HAZMAT usage authorization. The Contracting Office will transmit the contractor submittal to the HAZMART for processing. No Class I ODS’s can be used.

2.4.4.1.5 For each contractor-identified HAZMAT that the HMMP team determines does not meet the Air Force definition of a HAZMAT, the RRS HMP requirements do not apply. The HMMP team will notify the Contracting Office that the contractor has authorization to bring and use that material on the installation without reporting usage.

2.4.4.1.6 For each contractor-identified HAZMAT that the HMMP team determines does meet the Air Force definition of a HAZMAT, the Air Force will require CE authorization and SE review of the AF Form 3952 information. The CE authorization is for environmental, fire protection concerns, and emergency response purposes. The SE review is “for information purposes only” (see AF Form 3952), and does not involve evaluation and approval of the contractor’s safety and health programs. The purpose of the SE review is to identify potential risks to government personnel and resources and advise CE and the Contracting Office on how to mitigate identified hazards from planned contractor HAZMAT usage.

2.4.4.1.7 The HAZMART ensures entry of the contractor supplied information into HMMS. This action includes the addition of the contractor to the AUL.

2.4.4.1.8 Report data on the HAZMAT used during the performance of the contract at intervals and in the format specified by the HMMP team. For the purposes of this contract, total gallons of each HAZMAT used must be reported.

2.4.4.1.9 If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the Contracting Office and then obtain prior authorization, if the HMMP team determines the material to be a HAZMAT.

SAFETY, FIRE PROTECTION AND HEALTH SPECIFICATION

SECTION I - GENERAL REQUIREMENTS

A. Safety Program Requirements.

The contractor shall develop and implement a comprehensive written Safety and Occupational Health Program. The contractor will submit a safety plan within ten (10) calendar days after award of the contract that will implement a safety program that ensures protection of Government personnel and property. The contractor shall comply with U.S.

Occupational Safety and Health Administration (OSHA) standards, program elements, explosive standards, and other safety and health requirements necessary for the protection of personnel, facilities, and equipment. Acceptance of the contractor’s Safety and Occupational Health Plan only signifies that the plan generally conforms to the requirements of the contract. It does not relieve the contractor of the responsibility for providing employees with a safe and healthful work environment. The program will consist of, as a minimum:

1. Mishap reporting, as defined in paragraph B below.

2. A Safety Plan that addresses, as a minimum, the subjects listed in Section II -Safety Plan Elements, and will be used during the performance of the work described in THE CONTRACT. The Safety Plan will be approved by the procuring safety office prior to commencement of any work described in this contract.

3. Routine and recurring surveillance of the procedures listed in the Safety Plan.

4. Competent personnel to provide surveillance of the Safety Plan.

5. Identification of segregated work site locations for operations that cannot be co-mingled with general industrial operations and the process for Contracting Officer approval of operations and changes at these specific sites.

6. Process for ensuring subcontractors comply with the safety provisions of this contract, as applicable.

B. Mishap Notification

1. The contractor shall notify the contracting Safety Office and the Contracting Officer within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract.

This notification requirement shall also include physiological mishaps/incidents. A written or email copy of this mishap/incident notification shall be sent within three calendar days to the Contracting Officer, who will forward it to the Procuring Safety Office. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the Contracting Officer.

Mishap notifications shall contain, as a minimum, the following information:

(a) Contract, Contract Number, Name and Title of Person(s) Reporting

(b) Date, Time and exact location of accident/incident

(c) Brief Narrative of accident/incident (events leading to accident/incident)

(d) Cause of accident/incident, if known

(e) Estimated cost of accident/incident (material and labor to repair/replace)

(f) Nomenclature of equipment and personnel involved in accident/incident

(g) Corrective actions (taken or proposed)

(h) Other pertinent information

2. If requested by Contracting Officer, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.

C. Changes to the Safety Plan

If the safety plan requires modification, the contractor shall submit the proposed modification, in writing, to the Contracting Officer.

SECTION 01 50 01

ENVIRONMENTAL PROTECTION

PART I - GENERAL

1.1 SCOPE: The work covered by this section consists of furnishing all labor, materials and equipment and performing all work required for the prevention of environmental pollution during, and as the result of, construction operations under this contract except for those measures set forth in other Technical Provisions of these specifications. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human life; affect other species of importance to man or degrade the ability of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water and land, and involves noise, solid waste-management and management of radiant energy and radioactive materials, as well as other pollutants.

1.2 APPLICABLE REGULATIONS: In order to prevent, and to provide for abatement and control of, any environmental pollution arising from the construction activities of the contractor in the performance of this contract, the contractor shall comply with all applicable Federal, State and local laws, and regulations concerning environmental pollution control and abatement.

1.3 NOTIFICATION: The Contracting Officer will notify the contractor in writing of any noncompliance with the foregoing provisions and the action to be taken. The contractor shall, after receipt of such notice, immediately take corrective action. Such notice, when delivered to the contractor, shall be deemed sufficient for the purpose.

1.4 IMPLEMENTATION: Prior to commencement of the work, the contractor will meet with representatives of the Contracting Officer to develop mutual understandings relative to compliance with this provision and administration of the environmental pollution control program.

1.5 REPORTING OF HAZARDOUS MATERIALS BY CIVILIAN CONTRACTORS: IAW FAR Clause 52.223-3, each Contractor must provide the Contracting Office (CO) with a list of proposed Hazardous Materials (HAZMAT) that it plans to use on the installation during the performance of the contract. IAW AFI 32-7086, contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the Environmental and Occupational Health Office (RIOCV). This includes fuels used to run generators and other construction/maintenance equipment.

1. Contractors shall submit through the CO to RIOCV, Safety Data Sheets (formerly known as Material Safety Data

Sheets or MSDS’s), for all potentially hazardous materials/products that will be brought on to the installation.

2. RIOCV will review all potentially hazardous materials and identify the materials deemed as HAZMAT that require tracking. RIOCV may remove any materials from consideration for use by the Contractor that contain ingredients prohibited buy the AF or other regulatory agency.

3. RIOCV will communicate to the Contracting Officer Representative the list of HAZMAT that will require AF-

EESOH-MIS tracking. Those materials will require the completion of one Hazardous Materials Worksheet per HAZMAT by the Contractor (except for portions reserved by RIOCV). RIOCV will provide the Hazardous Material Worksheet to the Contractor and can assist the Contractor with this documentation if requested.

4. RIOCV will complete their portion on the Hazardous Material Worksheet and load all information from the

Worksheets into the AF-EESOH-MIS data system. The Contractor will also retain a copy of their Hazardous Material Worksheet for the duration of the specified project.

5. If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the CO and then obtain prior authorization, if RIOCV determines the material to be a HAZMAT.

6. The Contractor will submit a Contractor Material Usage Data Sheet provided by RIOCV to the CO once a month for contracts over 60 days. For contracts less than 60 days, a Material Usage Data Sheet will be submitted by the Contractor to CO at the completion of the contract.

7. The CO will provide a copy of the Usage Data Sheet to RIOCV.

8. Any HAZMAT brought on site for the contract and not used in its entirety will be removed from the installation by the Contractor. If HAZMAT can be used in another contract at this installation, please contact RIOCV for assistance.

9. RIOCV is ready to assist the CO and Contractor in any way to simplify and expedite this reporting and tracking procedure. Please contact RIOCV (330-2098) with any questions.

1.0 DESCRIPTION OF WORK: This specification covers the protection of work areas by the furnishing and installation of a temporary framework covered by polyethylene sheeting around the area where work is being performed or around the area that requires protection.

2.0 PRODUCTS:

2.1 Framework shall be of sturdy wood or metal composition.

2.2 Polyethylene Film shall comply with ASTM D 2103, shall have a minimum density of 0.910, and an impact strength greater than 70.

2.3 Adhesive Tape for sealing seams and edges shall meet the polyethylene manufacturer's recommendations.

2.4 Sealing Compound shall comply with recommended practices for use of latex compounds as prescribed by

ASTM C 790.

3.0 EXECUTION:

3.1 Installation: Dust protection enclosures shall be installed according to the manufacturer's recommendations.

3.2 Repairs: Any accidental penetrations of the enclosures shall be repaired swiftly and adequately to prevent dust intrusion.

SECTION 02 41 00

DEMOLITION

1.0 DESCRIPTION OF WORK: This specification covers the dismantling, salvage, demolition, and disposal of designated structures, utilities, and/or materials as directed by the Contracting Officer.

2.0 PRODUCTS: (This section not Used).

3.0 EXECUTION:

3.1 Submittals: Procedures proposed for the accomplishment of a1l demolition and salvage work, including a detailed description of the methods and equipment to be used for each operation and the scheduled sequence of operations, shall be submitted to the Contracting Officer for approval. Operations which involve interruption of utility services or the handling of toxic or hazardous materials shall be scheduled and approved by the Contracting Officer or designated representative at least 48 hours prior to the start of such operations.

3.2 Clearances and Permits: Obtain as required from local authorities.

3.3 Salvage: Title to all materials and equipment to be demolished is vested in the Government. All recyclable metals shall be considered salavageable. Unsalvageable materials shall be disposed of as directed by the Contracting Officer.
