STATEMENT OF WORK

FOR

REPAIR RESTROOMS W161/W2C, BLDG 106

AT

AIR FORCE RESEARCH LABORATORY

1.01 SCOPE:

A. The work covered under this Contract consists of furnishing all labor, equipment, devices, and materials and performing all work required to ULDF180002 - REPAIR RESTROOMS W161/W2C, located in Building 106, in accordance with these technical specifications and applicable drawings.

1.02 REFERENCED CODES AND STANDARDS

A. Codes and standards referred to in this specification shall be the latest adopted issue at the Date of Bid, unless otherwise specifically indicated.

1.03 LOCATION

A. The work area is designated as Restrooms W161 and W2C, on the contract drawings, located in Building 106 at the Air Force Research Laboratory, Information Directorate, within the city of Rome, New York.

1.04 PRINCIPAL FEATURES

A. The work to be performed involves the following principal features:

1. Demolition: Demolish existing fixtures, partitions, finishes (including floor and wall tile), ceiling tiles and grid, lighting, countertops, and doors. The existing Women’s room (W2C) on the second floor contains 2 lavatories, and 3 standard stalls. The existing Men’s room (W161) - directly below the women’s) on the first floor contains 2 lavatories, 1 urinal, and 1 standard stall. The janitor’s closet on the second floor is approximately 35 SF. Remove any/all asbestos pipe insulation as required.

2. Architectural: New restroom layouts will be altered to accommodate handicap accessibility, and each room will have one(1) handicap accessible sized stall in addition to the other fixtures.

Janitor’s closet will be reduced in size and the sink and water heater replaced. Corridor doors to be replaced with 36” doors for both men’s and women’s and janitor’s room door will also be new.

Interior vestibule doors of men’s and women’s rooms to be removed entirely.

3. Electrical: Lighting fixtures to be replaced with LED fixtures. Existing receptacles to be brought to code if necessary and cover plates replace with new in kind.

4. Fire Protection: Existing system to remain.

5. Mechanical: Replace existing grilles and diffusers with new per the drawings, all other components to remain. Existing water heater will be removed and replaced with a new unit located on a shelf above the new mop sink Janitors closet.

B. The above description of work is for the purpose of general information only and is not intended to include and describe every feature of work or to define the scope of the work.

1.06 SANITARY FACILITIES

A. The Contractor and his work force may use the existing sanitary facilities in the work area building, subject to the regulations governing their use by Government personnel. Maintain a sanitary condition at all times.

1.07 FIRE PROTECTION

A. The Contractor shall perform all work in a fire-safe manner in accordance with fire prevention standards of the Rome Research Site. The Contractor shall have an approved fire extinguisher at the site at all times during working operations. HALON AND C02 TYPE FIRE EXTINGUISHERS ARE NOT AUTHORIZED FOR USE. The Contractor will call the City of Rome Fire Department, 315-339-7734, before working with any flame or spark producing equipment such as tar buckets, grinders, or welders, for approval of the contractors safety measures and to obtain a "Burn Permit" for this type of work.

1.08 POLLUTION CONTROL

A. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control.

1.09 WORK CONDITIONS

A. All work on this project will be performed while the building and military and civilian personnel occupy rooms adjacent to the work area. The Contractor is required to protect persons and property throughout the progress of the work. The work area will be kept clean of all debris at all times. All flammables and combustibles stored on-site must be kept in a designated storage area and an approved locker for flammables, both of which are approved by the Contracting Officer or his designated representative.

B. Government personnel will remove all existing furnishings prior to contractor starting work.

1.10 WORKMANSHIP

A. All work to be performed under this Contract shall be under the supervision of workmen skilled in the trades involved. Special qualifications for certain work are listed in the appropriate sections of this specification.

1.11 SUBMITTALS

A. All items indicated in the Schedule of Material Submittals shall be submitted for approval:

1. Any other items required, per specifications, that cannot be visually verified shall be submitted for approval when requested by the Contracting Officer or the designated representative.

2. Submittals that may be required by this Contract, if submitted in printed matter, shall be made in four copies. One copy of the printed submittals will be returned to the Contractor.

3. The Contractor must submit for approval those items that deviate from the specifications.

Submission will be on an AF Form 3000.

B. At the pre-construction conference, the Contractor, Contracting Officer’s Technical Representative, and the Contract Administrator will review the submittal requirements. The Contractor must be prepared to discuss the delivery dates for those submittals that are required, or for the items the Contractor plans to submit for approval. Once approved, the submission deadlines shall be incorporated into the Schedule of Materials submittals.

C. The Contractor is reminded that any item(s) installed prior to the Contracting Officer's approval is being done. If any item does not meet the Contract requirements as determined by the Contracting Officer, the Contractor will be required to remove these items at his/her own expense.

D. Equipment submittals, unless otherwise specified, shall conform to the following:

1. Submittals shall be complete with the manufacturer's product description literature. SUBMITTALS

WITH INSUFFICIENT LITERATURE WILL BE DISAPPROVED.

2. Submittals shall include a complete listing of all associated parameters contained in the Technical Specifications and Drawings (materials, finishes, capacities, temperatures, pressures, electrical characteristics, etc.). THE CONTRACTING OFFICER OR HIS/HER REPRESENTATIVE WILL

NOT TRANSFER INFORMATION FROM THE TECHNICAL SPECIFICATIONS AND

DRAWINGS TO THE SUBMITTALS. INCOMPLETE SUBMITTALS WILL BE

DISAPPROVED.

3. Submittals shall be clearly marked to differentiate between the applicable and extraneous portions.

THE CONTRACTING OFFICER OR HIS/HER REPRESENTATIVE WILL NOT MARK THE

SUBMITTALS. UNMARKED SUBMITTALS WILL BE DISAPPROVED.

4. Shop drawings shall be stamped and signed by a qualified licensed Professional Engineer.

1.12 FIELD MEASUREMENTS

A. The Contractor shall verify all measurements and be responsible for dimensions, fitting and proper trimming of items directly connected with all work described in this Contract. The Contractor shall immediately notify the Contracting Officer of any discrepancy prior to starting the work.

1.13 DELIVERY AND STORAGE

A. Materials shall be delivered to the work area in undamaged condition, stored in fully covered, well-ventilated areas, and protected from extreme changes in humidity and temperature.

B. The Contractor is responsible for securing materials in the storage area to protect from pilferage and vandalism.

C. The storage area for this project will be located in the northeast parking lot approximately eighty (80) feet from the building 3. Access to the work area is provided off main routes within the Griffiss Business and Technology Park Complex.

1.14 PROPRIETARY EQUIPMENT

A. Reference to any equipment, material, article or patented process by trade name, mark or catalog number shall be regarded as establishing a standard of quality and shall not be construed as limiting competition.

The Contractor may use any equipment, material article or process that is equal to that named as approved by the Contracting Officer.

1.15 REMOVED MATERIALS AND EQUIPMENT

A. General:

1. All materials and equipment indicated to be removed as part of the work become the property of the Contractor for removal from the job site, unless otherwise shown on the drawings or specified.

B. Items re-used as part of the work:

1. Items indicated to be re-used on the “List of Salvageable Materials”, will be stored by the Contractor until such time as they may be reinstalled.

1.16 DISPOSAL OF REMOVED MATERIALS

A. General:

1. Materials removed from the project which are designated as unusable by the Government shall be disposed of by the Contractor off the Griffiss Business and Technology Park in accordance with applicable regulations.

2. All debris to be removed from the work site shall be transported in canvas covered trucks with the canvas tied down to prevent loss of materials while in route to the disposal areas.

3. The Contractor shall police the truck routes continuously and all debris, which has dropped, shall be picked up immediately.

B. Materials for Contractor salvage:

1. This material shall be removed from Government property before completion of the Contract.

2. Materials for salvage shall not be sold on the site.

C. Disposal of Lighting Components:

1. Special considerations must be made for any light bulbs and ballasts removed during the project.

RIOCV will provide large boxes and protective material (i.e. bubble wrap), for the contractor to place the old light bulbs in. The contractor shall not dispose of these light bulbs; RIOCV must dispose of them in accordance with "Universal Waste" regulations.

2. In addition, the contractor shall not dispose of any light ballasts removed during this project. The contractor should stage the ballasts for processing and disposal by RIOCV.

3. RIOCV should also be notified/consulted if the contractor encounter or generates any hazardous (or potentially hazardous) waste(s).

1.17 REMOVAL AREAS

A. Patch existing construction and finishes damaged or left incomplete due to removals. Patching, unless otherwise indicated, will be limited to areas where removals occurred and will match existing in material, color and finish.

B. Cap or otherwise terminate existing utility services to removed equipment on all utilities that are to remain active.

1.18 SPECIAL CONDITIONS

A. Should any materials be encountered during construction which are suspected to contain hazardous materials and are not indicated as such on the drawings, immediately stop work in that area and report the encountered condition to the Contracting Officer’s Representative.

B. The contractor will notify the Contracting Officer’s Representative at least 10 working days prior to the completion of the demolition in work. This will allow for the work specified by others to be accomplished. The contractor will delay his work schedule 10 working days for each task of asbestos floor tile and carpet installation. The contractor may resume his work schedule after each of these tasks is completed.

1.19 SEQUENCING AND SCHEDULING

A. Provisions must be made to leave each entrance secured at the end of work each day and to minimize the duration of time each entrance is worked on from start to completion. Any work, which affects the use of a required building exit, must be coordinated with the Rome Research Site Safety and Security Offices.

B. The Contractor is required to maintain circulation corridors, exits and exit stairs in all building areas occupied by the Government.

C. Traffic control:

1. Routes of ingress and egress on the grounds and within existing buildings to the location of the work shall be over routes as directed by the Government.

2. Areas for parking vehicles belonging to the Contractor and his employees will be designated by the

Contracting Officer’s Representative. Maintain the parking areas free of debris and obstructions.

1.20 CONSTRUCTION SCHEDULING

A. The Contractor may be paid for materials on site; however, they must appear on the Contract Progress Schedule and be inventoried by the Contracting Officer’s Representative prior to payment.

1.21 REMOVAL OF TEMPORARY FACILITIES

A. Maintain all temporary facilities and controls as long as needed for the safe and proper completion of the work.

B. Remove all such temporary facilities and controls as rapidly as progress of the work will permit or as directed by the Contracting Officer.
