| Comment # | Comment/Question | Item Reference | Government Response | Action Taken |
| 1 | Section M Technical subfactor 2, Management Approach, item (2) states that evaluation will be partially based on the efficient resource mapping of labor categories and hours to integration plan tasks. Where should the integration plan labor category/hours be captured for activities to reach Full Capacity (e.g., labor skill mix positioning. training personnel, achieving the approach to a standard workload, etc)? | Attachment 5, Section L, 4.4 Attachment 3- Integration and Transition Plan | Per Paragraph. 4.4, of Section L, the integration plan labor category/hours activities to reach Full Capacity, should be captured and in offeror-submitted Atch.3. | Updated Attachment #5, Attachment L-1 Solicitation Cross Reference Matrix, Management Approach, Section L Column to read Para. 4.4: attach 1 and attach 3. |
| 2 | In Section L paragraph 4.2, the last sentence in the second paragraph (pasted in below) refers to “information produced in the development of Attachments 1 and 5” being utilized to complete the cost volume, and directs us to refer to paragraph 4.4, but there is no mention of an Attachment 5 in paragraph 4.4, which mentions only Attachments 1, 2, and 3. Can you clarify which attachments this sentence refers to? | Section L, Para 4.2 | Section L Para 4.2, the last sentence in the second paragraph has been updated, and now only shows Attch. 1. | Updated last sentence in Section L Para 4.2 to only reference Atch.1 |
| 3 | After review of both the RFP and the Amendment, will the government provide |
additional detail to the staffing requirements? Will the government provide the quantity either by Full Time Equivalent (FTE) or Labor of Effort (LOE ) hours by labor category and if adjustments in FTE or LOE differ between the base years and each option, year provide the adjustments. By providing a more detailed LOE, this helps prevent a bidder from submitting a inaccurate solution providing clear benefit to the government.
| DIB | The Government will not be providing additional details for staffing requirements. The Government has provided the labor categories and Best Estimated Quantity (BEQ) by Labor Category in Attachment 7, Cost Format. It is the contractors responsibility when proposing against a Task Requirement Notice to provide the proper skill/labor hour mix. There is no base or option year the contract will be an IDIQ with a 5 year ordering period and period of performance. The contractor should propose against the Initial TRN in the RFP as well as propose what they would staff for the sample epic per the evaluation criteria. | Clarification |
