1. PURPOSE:

A Task Requirement Notification (TRN), attached to a Delivery Order, will be used to establish a predetermined period (typically 1 year of sprint blocks), defining the level of effort required, and prioritization of work to be executed for each sprint to satisfy DCGS Use Case requirements represented in the backlog (along with other backlog requirements). The overall requirements are described in Use

Cases or other DCGS community submitted Government documents which define the objectives of the

TRN period. A TRN will include estimated resources to accomplish the planned work This attachment establishes the means for the Government to execute this work under Contract Line Item Numbers

(CLINs) 0001 through 0025. The Government may issue multiple Delivery Orders w/TRNs in parallel within the IDIQ Ordering Period and performance period.. Delivery Orders w/TRNs may be solicited, negotiated and issued during the five (5) year ordering period and all orders issued must be completed within the five (5) year period.

2. PROCESS

a. Letter Request for Proposal (RFP):

The Government shall, as required, direct the contractor to develop and submit a TRN proposal for specified work. The PCO is authorized to issue all TRNs. The RFP shall describe the nature and objectives of the work and draft timeline. The letter RFP shall also specify a delivery date for this proposal.

b. TRN Proposal:

The Contractor shall provide a proposal for the TRN in general conformance with the template in this attachment. The proposal shall include a estimated costs and schedule. The Contractor shall provide full cost estimate details to include labor hours, labor rates (IAW B-Table) and any travel costs or other direct costs.

TRNs issued under this Delivery Order shall contain the following information:

(1) Effective date of the TRN

(2) Delivery Order number and TRN No.

(3) CLINs

(4) Scope of Work

(5) Performance period

(6) Labor Categories, labor hours, and as applicable ODCs and Travel, and Ceiling Price for TRN

(7) Accounting and appropriation data; and,

(8) Any other pertinent information.

c. Proposal Analysis:

The Government will review the proposed TRN for technical adequacy. The Government may or may not request further information from the Contractor.

d. Delivery Order:

The Government will issue a delivery with the agreed to TRN as an attachment and provide funding. Only upon receipt of a fully executed TRN shall the contractor commence work there under.

e. Performance:

(1) The Contractor shall use, in the performance of the Delivery Order, the labor categories and hours specified in each TRN and shall be paid at the labor rates for each specified labor category. To enhance flexibility during performance allow the Contractor to determine the optimum labor mix for the TRN, the

Contractor may, without notice to the Government, increase or decrease the number of hours for each category specified in the TRN by no more than fifteen percent (15%). These adjustments are allowable, however, only to the extent that the ceiling value of each TRN is not exceeded. The contractor shall not exceed the total estimated cost for each individual TRN unless authorized by the Contracting Officer.

Should the Government approve additional costs, the Government shall modify the contract adding the estimated increase in costs.

(2) In implementing a TRN, the Contractor shall maintain at all times a complete updated cost and labor hour projection for completion of the TRN. If at any time the Contractor becomes aware that a TRN cannot be completed with the costs identified within the finalized TRN document, the contractor shall notify the Contracting Officer, in writing, with an updated cost and labor projection. In no event shall the

Government be responsible for costs in excess of the value established in the executed TRN, without formal approval by the Contracting Officer.

f. Payment:

Payment under CLINs 0001, 0005, 0008, 0011, 0014, 0017, 0020 and 0023.will be in accordance with

FAR 52.232-7, PAYMENTS UNDER TIME-AND-MATERIAL AND LABOR HOUR CONTRACTS,

for labor hours, ODCs and Travel actually expended in performance of TRNs, up to the not-to-exceed value of each TRN issued. Vouchers may be submitted on a monthly basis. The Contractor shall, in the performance of each TRN, be paid at the labor rates for each specified labor category at the rates established under the B-Table established in the Contract Schedule. “Ceiling price”, as used in the clause, applies to the not-to-exceed value of each TRN and the ceiling price set forth in the Contract Schedule for

Labor Hour CLINs in the aggregate. The notice required by paragraph c. of FAR clause 52.232-7 may be provided by Contractor letter to the Contracting Officer.
