SUBJECT: Request for Proposal (RFP) No. FA8730-17-R-0024 Distributed Common Ground / Surface System
(DCGS) Integration Backbone (DIB) Development 5th Edition, Request for Proposal (RFP)
1. The purpose of this letter is to request a proposal for Distributed Common Ground/Surface System (DCGS) Integration
Backbone (DIB) Development 5th Edition. The goal of the DIB Development 5th Edition contract is to conduct DIB software development and associated DIB software community support using an Agile software development methodology. This RFP is designed to analyze an offeror’s ability to fulfill the essential tasks executing timely/quality software development as outlined in the Statement of Work (SOW) for the best value to the Government. This RFP is restricted to Small Business Set

2. If you intend to submit a proposal, the Government requests that you provide a letter stating your intent to submit a proposal by 27 September 2017. This letter will not be used in the evaluation, but is for Government planning purposes only.
Not submitting a letter does not preclude you from proposing. The letter should be one page and should clearly identify the proposed prime contractor. Please submit all correspondence to Ms. Patricia Forest via email at patricia.forest@us.af.mil and to Mr. Daniel Dornfeld at daniel.dornfeld.1@us.af.mil.
3. The DIB Development 5th Edition contract type is primarily Labor Hour (LH). Other Direct Cost (ODC) and Travel will be Cost Reimbursement. The contract will be executed utilizing a single award Indefinite Delivery Indefinite Quantity
(IDIQ) contract with a five (5) year ordering period. The contract will allow for up to five (5) years of performance from the date of contract award and all orders issued under it must be completed within the five (5) years periods. Only proposals meeting all the requirements in the SOW and the Instructions for Proposal Preparation will be considered responsive.
4. This is a best value Tradeoff source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3
Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), Department of
Defense Source Selection Procedures (dated 31 MARCH 2016), Air Force Federal Acquisition Regulation Supplement
(AFFARS) 5315.3 Source Selection, and AFFARS Mandatory Procedures (MP) 5315.3. The Government will select the best overall offer based upon an integrated assessment of the Technical Factor and Cost/Price. A contract may be awarded to an offeror who is deemed responsible in accordance with the FAR Part 9, as supplemented, whose proposal conforms to the solicitation’s requirements and is judged, based on the evaluation factors, to represent the best value to the Government.
5. RFP Attachment 5 – Section L (Instructions for Proposal Preparation) and RFP Attachment 6 – Section M (Evaluation
Factors for Award) describe the instructions for proposal preparation, the evaluation factors and their relative importance, and the evaluation criteria. In accordance with Section L – paragraph 5.3.4.2, offerors are required to prepare “B-Tables”. These
B-Tables will be incorporated into the contract at time of award.
6. As part of a proposal, RFP Attachment 5 – Section L directs an offeror to complete an “Initial TRN” that will be evaluated.
This Initial Task Requirement Notice (TRN) is intended to be issued as the first delivery order under the DIB Development
5th Edition contract. RFP Attachment 2 – Task Requirement Notice Instructions, outlines the procedures by which the
Government intends to contractually execute work for the DIB Development 5th Edition contract.
7. Proposals must be received by 12:00 PM (EDT) on 20 October 2017. Delivery instructions of hard and electronic copies are specified in Section L paragraph 2.2. The proposal shall state a validity period of 180 calendar days from the date of submission.

8. “Notice to Offeror”: In accordance with FAR 52.232-18 Availability of funds. Funds are not presently available. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation until funds are available. This RFP is not an authorization to begin performance, and in no way obligates the Government for any cost incurred by the contractor for this requirement. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse the contractor for any costs. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration.
9. The Procurement Contracting Officer does not authorize direct charging of proposal preparation for this effort.

Officer and Contract Specialist by e-mail. Any updates will be posted using FBO.gov.
