Title Questions Responses
1. We would like to get the minimum provisioning levels for spares. We understand that the government will provide us with an initial set of spares;
however, does the government have a minimum level of spares throughout the life of the contract. We would like an assurance from the government that if the current level of spares are not at the minimum provisioning level, the government will assist in bringing the spares “pool” to the minimum provisioning level.
Current spares on hand that are currently available for transfer after CLS contract award are identified in Attachment 10.
Please review Attachment 10
(Government Furnished
Property (GFP) List) for additional details on GFP availability and transferability.
2. The spares usage table
(Jul 2013 – Jun 2014) you provided is helpful however it is not clear if these numbers represent spares that needed to be purchased or spares that were shipped to a site and could be repaired where the item is repairable.
The spares usage table does not represent spares that need to be purchased by the CLS contractor. This table represents spares usage over the past year only. Please refer to Attachment 10 for information needed to determine whether an item is repairable or expendable.
3. Our question is the clarification on the
“Acceptance Date vs.
the In-Service Date”.
Many of the systems share the same
Acceptance Date, but their In-Service Date vary. Please clarify the difference between the two dates. Also, how does the government treat the MTBF and shelf-life of a spare?
The “Acceptance Date” is the date when the system was delivered from the Contractor to the Government and placed in storage. The “In-Service
Date” is the date on which the system was installed. Mean
Time Between Failures
(MTBF) starts at installation and continues until the item is removed. Shelf-life starts when the item is placed in storage and continues until the item is installed.
4. SF 1449 The current and most recent SF 1449 on FBO is secured and locked making insertion of
“typed” text impossible.
Does the government expect offerors to print the document, address the needed section(s) by hand, then scan back into a PDF for inclusion into the volume V response?
The SF 1449 is not available in an unsecured format.
With respect to the requirements for a typed submission, please review
Attachment 7, Section 2.2.1.1 regarding reproduced sections of the solicitation document.
Also, please review
Attachment 7, Section 2.3 as the submission of PDF files is not authorized.
