Title Questions Responses
1. SF 1449 We have a question about the Revision 1 of the SF1449. Attachment
7 Section L para 2.0 says to fill in blocks 12, 17a, 30a, 30b, and 30c;
however block 17a is covered by large black print indicating
"FA8730-14-R-0017
Revision 1". Should we try to squeeze the block
17a information in; or can it be written in the margins of the SF1449?
SF1449 cover page has been updated to lighten the
“Revision 1” watermark.
Offerors may write over watermark.
2. Section L 3.2 In section 3.2 of the
AN/FMQ-22 solicitation section L it states
“Offeror shall provide verification that at least
51 percent of the cost of contract performance incurred for personnel would be expended for employees of the prime contractor performing the key and vital areas of the work in this contract.
Additionally, offeror shall provide verification that at least 51 percent of the cost for the “repair and maintenance of system components/spares” portion of contract performance, incurred for personnel, will be expended for employees of the prime contractor.”
How is the government expecting this verification to be presented?
Section 3.3 point 5 of the volume organization asks for a Certification
Statement can the government elaborate on what the “certification statement” actually is?
Provide a certification statement that embodies the text outlined in section 3.2.3 of
Section L of the solicitation.
Section 3.2.5 of Section L simply identifies where this certification statement should be located within Volume I of the offeror’s proposal.
Please note that offerors are required to comply with all provisions and clauses identified in the solicitation. In particular, please review the requirements of FAR Clause
52.219-14 Limitation on
Subcontracting (Nov 2011).
3. Is there a current
AN/FMQ-22
Configuration
Management Plan and
Configuration Status
Accounting Information list available for offeror review of government interaction?
Section L, Paragraph
4.3.2.1(c), has been revised to remove CDRL A011 reference. The updated Section
L (Attachment 7) has been uploaded to FBO along with this Q&A.
A Configuration Management
Plan (CMP) plan is not available from the prior contract. The offeror shall provide a CMP in their own format.
The intent of CSAIs (and
REMEDY) is to capture the exact fielded configurations, to include spares. They constitute the formal
Government Product Baseline.
The CSAIs (REMEDY) are somewhat dynamic given the nature of constant removal and replacement of equipment
(e.g., failures, obsolescence, and engineering changes), however, once changes have been made, the CSAIs
(REMEDY) are to be brought back into exact baseline configuration. Current CSAI information for fielded systems will be made available to those offerors who have received the technical data package.
