1. Section L 4.3.1.1 Would the Government please clarify?
Reference Section L, 4.3.1.1.
The proposal shall describe in detail the offeror’s technical approach for meeting the
PWS Section 4, 5, 6, and
7 requirements identified in the following paragraph. For those requirements, the proposal shall mirror the outline of the PWS; thus, paragraph 4.2 of the offeror’s proposal shall address requirements set forth in paragraph 4.2 of the PWS, etc.
Specifically, the offeror shall provide detailed strategies of how they will accomplish and satisfy the following key requirements IAW the
PWS:
In the section that follows, the Government points to several specific
PWS sections. They are not in chronological order. How are we to craft our outline to match the sections of the PWS and still stay compliant with the Section L requirements?
Additionally, per 4.2
Volume Organization, Section L identifies a
“general” outline for each of the volumes.
The offeror’s proposal shall mirror the outline of the PWS; thus, paragraph 4.2 of the offeror’s proposal shall address requirements set forth in paragraph 4.2 of the PWS, etc.
With respect to the requirements outlined in
4.3.1.1, the offeror’s proposal does not need to provide a response in the same order that the key requirements are presented. For example, the “Contractor
Performance” requirement does not need to appear in the proposal before the
“Helpdesk” requirement.
The Government acknowledges that due to the nature of some of the technical subfactors, the paragraph numbering may be out of sequence (but does not contradict) for some of the technical responses. It is critical that the offeror provide the Government has identified a numbered outline which would directly contradict the numbering scheme of our response if we were to follow the numbering per the PWS.
On a final note, if we were to follow numbering per the PWS, the document would not flow with the included
Cross Reference Matrix, and would make it difficult for the evaluator to follow.
all required information within each of the identified sections of all volumes.
2. In reference to Volume I, Section 6 of the RFP response. The teaming agreement itself is more than the maximum limit of 5 pages for this volume. Please advise how we should submit this information without exceeding the page limit for this volume.
Section L, Paragraph
3.3 has been updated to reflect that
Partnership/Joint
Venture Agreement(s) are not included within the page count limitations for Volume
I.
