1.
PWS 6.3 Spares The Government will provide documentation from the Provisioning Conference, which will identify the recommended sparing levels, SMR codes, and a suggested list of PSE. What attachment is this information to be found in and how current is the information?
Sparing levels can be estimated using the GFE List, Attachment 10. The SMR codes are located in the Illustrated Parts Breakdown (IPB) of the Technical Order (TO), Attachment 12.
2. PWS 6.3 Spares Our team is confused when it comes to the government’s intent for spare part maintenance or replenishment concept. Is the contractor expected to maintain the existing spares level as represented in Attachment 10 GFP list, with repaired or new inventory including replacement of items that cannot be repaired? If this is the government’s expectation, the government should be aware that there is little data available that can be used to drive usage rates over the next 5 years for this system. For example sensor lifecycle has a direct correlation to preventative maintenance performed on said sensors.
Since the contractor has no control of annual system maintenance activity we have no choice but to price CLS assuming maintenance may not be performed as expected. This will inevitably drive up the requirement for spare part procurement and or repair actions to take place, thus increasing the cost of CLS. Has the government considered having each sensor element individually priced for replacement and for repair? This would allow for less risk in pricing for the contractor and allow the government to reduce CLS cost by only procuring repair and or spare assets that is actually required. This is similar to the way CLS is approached on the TMQ-53 systems and it seems to work well.
Yes, the CLS Contractor is expected to manage, maintain, and replenish spares. The Government expects the Contractor to maintain the spares level at the quantity necessary to achieve the Operational Availability objectives in the
PWS.
Attachment 10 has been updated to include Mean Time Between Failures (MTBF), shelf life, and manufacturer which can be used to estimate usage over the next 5 years.

3. PWS 6.3.3
Commercial Warranties
If the contractor is required to maintain all spares as part of CLS activity passing along warranties is a moot point because the contractor is responsible for the repair activity. What is the government’s intent with this section of the RFP?
The contractor is required to track, report, and pass along all warranties for parts purchased/used under this requirement. At some point the contract (if awarded) arising from this solicitation will end, and at that time the Government will need to have a complete picture of what items are still covered under an existing warranty.
Similarly, when the current contract ends, some items will still be covered under factory warranty and therefore the cost of repair/replacing those items should be significantly less.
4. PWS 6.5
Deficiency Reporting
Are any open and unresolved DR’s that are currently being worked? If so what are the Category levels of the DR’s and will the incoming CLS provider be expected to continue to work the DR or will resolution of existing DR’s be resolved outside of this contract.
Yes. The Government is compiling a list for the DR category levels and will post an update to FBO when available. If the Government requests that the CLS contractor resolve a DR, CLIN X004 Special Projects will be used to cover any cost associated with resolution.
5. PWS 6.4 Program Protection Plan
We are requesting additional detail as to the exact amount of protection the government is seeking with this portion of the PWS.

6. PWS 6.7 System Manuals and TO’s
Regarding the TO can the contractor expect to receive the current TO in a Microsoft word type format?
Specifically will the TO be editable by the contractor for updating purposes as required in PWS section 6.7.
See previous Q&A answer from 18 Aug 2014.
7. PWS 6.7 System Manuals and TO’s
PWS states “The contractor shall be responsible for providing adequate, safe and accurate TOs which conform to Government requirements. The Government will provide the current “Technical Manual, Maintenance and Troubleshooting Guide with Illustrated Parts Breakdown (IPB) AMS AN/FMQ- 22” to the Contractor.” The provided version of the TO is labeled “Draft”.
Will the government be providing the final version of this document in Microsoft Word editable format?
