Questions & Answers, 18 August 2014

Title Comment/Question Response

1.

Atch 1 Past Performance

Document contains some admin errors.

Mentions in the body that it is Atch 4 (instead of Atch 1) and refers you to Atch 4 for the Instructions to Offeror instead of Atch 7.

The errors identified in your question were resolved in the 15 August Q&A posting to FBO for this solicitation. An updated Attachment 1 was uploaded at that time.

2. Atch 5 TEP Worksheet

CLINs X004 and X006 inputs are a little confusing.

Looks like the Govt.

is using a BOE/BQE for determining work for ECP and Special Projects. As for X006, it looks like the Govt. wants separately priced inputs for the three categories – this could be a challenge if we don’t fully understand the level of effort required.

The pricing structure for CLIN X006 has been updated. It is no longer separately priced. The Exhibit B CDRLs found in CLIN X006 will only be used in conjunction with separately priced orders placed off of CLIN X004. Please review the updated solicitation and attachment package for additional information.

3. 1.1.1 System Baselines

This may be difficult to price as it is unknown how many systems are affected.

QUESTION: Can the Govt. provide an assessment on the transition effort and estimate how many systems may not be transitioned at contract award?

This will be a big impact to the IA portion of the proposal.

Contractor shall provide support for all fielded systems identified in Attachment 13 (System Serial Numbers) until the last fielded system has transitioned. Instructions for accessing this attachment are identified on the FBO solicitation posting.

4. 1.2 Performance Objectives

QUESTION: Can we get a current list of the fielded systems? How many are fielded now and the plans for additional units?

Can we get a listing of CONUS vs.

OCONUS systems?

Yes. This information is contained within Attachment 13 (System Serial Numbers). Instructions for accessing this attachment are identified on the FBO solicitation posting.

5. 3.4.1 CLS Travel QUESTION: Does travel for required REMEDY training (para 3.5.2) fall into CLIN X001 or X007?

We are unclear on the travel required for this contract.

Past travel data, or even estimates, would be helpful.

QUESTION: Could the Govt. provide more detail on the travel required to fulfill the requirements of the contract? Is it assumed that we are to comply with DoD Foreign Clearance Guide (FCG) and employees are to use APACS for overseas theaters and high-risk areas?

Travel to implement the REMEDY training requirement falls under CLIN X001 in accordance with Attachment 6 (Performance Work Statement dated 22 August 2014) Paragraphs 1.1 and 3.4.1.

Previous travel information is not available.

Travel requirements for the AN/FMQ- 22 CLS requirement are identified in Attachment 6. Foreign travel, if directed, would be in accordance with Attachment 6, Paragraph 3.4.1.

6. 4.1.3 QUESTION: CDRL

A015 states delivery of Trip Reports within 10 business days, PWS para

3.4.3 states 5 days.

Please clarify?

CDRL A015 has been revised to reflect the correct number of days (5).

The revised Exhibit A package has been uploaded to FBO.

7. 5.3 Laptop Option

CLIN

We need a better assessment from the Govt. on how many systems will be affected – this could be difficult to figure out the LOE despite the BQE in the TEP.

Please see answer to Question 3 above.

Title Comment/Question Response

8. 6.1 On-Call Support

Shipping costs and pre-paid return shipping is required.

QUESTION: Can the Govt. provide an estimate of the realized shipping costs for a year or time period so we can assess this cost

(FFP)?

Based on the current contract construct, historic shipping information is not available.

9. 6.2 QUESTION: What is the current AO and what has it been for each of the last three years? How many times has the system failed to meet the 95% requirement?

The AO for the last 7 months is 92% and is trending upward as new systems are being installed. The data prior to 2014 is not representative of the actual AO due to fielding efforts during the time period.

10. 6.2.2.6 This paragraph suggests that some of the FMQ-22s may have org level support other than

CLS.

QUESTION: Can the Govt. confirm which systems are covered in the CLS, and which may be covered under other agreements? Can the Govt. provide who is maintaining the systems? Can the Govt. provide a Maintenance concept and also address who is responsible for Periodic Maintenance?

All FMQ-22 systems listed in Attachment 13 have organizational level support or a separate contractor for on-site maintenance to include Periodic Maintenance. All FMQ-22 systems listed in Attachment 13 (System Serial Numbers) are to be covered by this CLS contract for depot level support. On-site maintenance for complex outages will be handled on a case-by-case basis.

The FMQ-22 Maintenance Concept designated two-levels of maintenance for this system; Organizational-Level and Depot-Level Maintenance.

Organizational-level/on-site maintenance (periodic/preventative maintenance and unscheduled) will be performed at FMQ-22 installations by military, government civilian, or the using command’s support contractors.

Depot-level maintenance consists of repairing or replacing failed LRUs, major/in-depth repairs of systems or main components beyond organizational-level maintenance capabilities and software maintenance.

Depot-level maintenance will be the responsibility of the CLS contractor.

11. 6.3.1 PSE QUESTION: Is this provided as part of the GFE/GFP?

Also, for the items that do not say provided, it is assumed that we have to provide for it if not available or accountable during the transition?

Attachment 6, Section 6.3.1 has been updated. Both the PSE and LRU lists have been removed from the PWS and placed in Attachment 15. A list of available GFE/GFP is provided in Attachment 10.

12. LRU This section states that a copy of the FMQ-22 TO will be provided at contract award – we need to get a copy if we are to stay on top of the

LOE

QUESTION: Can we get a copy of the current FMQ-22

TO?

Please see AN/FMQ-22 solicitation posting. This information is contained within Attachment 12 (Technical Order). Instructions for accessing this attachment are identified on the FBO solicitation posting.

13. 6.3.2 IUID QUESTION: Will the Govt. provide the IUID labels?

The Interim CLS contractor has assigned IUID labels to currently fielded items. It is the responsibility of the CLS contractor to provide replacements for damaged labels or newly purchased components and/or replacements in accordance with the terms and conditions identified in the solicitation.

14. 6.7 System Manuals/TOs

QUESTION: Will the winning contractor be provided with soft-copies (source, not iPDF) of the current FMQ-22 TO and all source documentation to include all graphics and drawings?

Yes.

Title Comment/Question Response

15. 6.8 Training The first paragraph discusses updating Type one training

(CDRL A005);

CRDL A005 says as required in table 8-

1. The second paragraph states specific requirements for Type I Training will be separately negotiated under the special Projects CLIN x004.

QUESTION: Is the update of the Type Training materials include in the special projects negotiation?

CDRL Exhibit A has been revised and included as an Attachment.

16. 7.3.4 Updated Documentation

QUESTION:

Should this task read: “The level of support shall be negotiated under each ECP”, as the previous paragraphs in this section state?

Sentence added to Attachment 6 (PWS) section 7.3.4.

17. 8.1 CDRLs Unable to find Atch A reference to the

PWS.

Attachment 6 (Performance Work Statement dated 19 August 2014) has been updated to include the missing “Appendix A” reference. Please review the updated posting on FBO.

18. Atch 7, Section L, 2d

This section lists the Option to Extend Services as 6 months. I believe it's also stated in the

RFP.

QUESTION: Why are the Total Evaluated Price blocks for option CLINS 5001, 2 and 5 listed as a quantity of 12 months?

Attachment 5 has been updated to reflect the correct period of performance for CLINs 500X. The revised Attachment 5 has been uploaded to FBO.

Title Comment/Question Response

19. 5.1.1 TEP This section appears to be missing CLIN X007.

Offerors are not directed to provide pricing under CLIN X007 as part of their response to this RFP. Please review Attachment 6, Paragraph 3.4.1 for additional information on travel requirements.

20. RFP Laptop Option QUESTION: Can the Govt. provide a better status of the FMQ-22 fielding and projections, to allow us to determine a more realistic LOE for the BQE worksheet?

Please see the answer to Question 3.

21. Can we get access for Government MDC records on outages, spares utilized and shipping costs or anticipated Government estimates for the past year, or select year of the current contract? We need to determine the LOE for these areas.

The requested spares utilized falls under the Spare Parts Usage report provided 15 August 2014.The report was uploaded to FBO at that time.

Please refer to the answer to Question 10 regarding your question on Maintenance Data Collection (MDC).

22. 6.4 PWS For MIL and MILAIR shipments, will the Government be able to provide a Transportation Account Code (TAC) or fund cite?

It is assumed the contractor will be responsible for shipping costs to the APOE/APOD and then to the overseas site.

The Government does not identify that a TAC will be provided. IAW PWS paragraph 6.4 the vendor will use commercial shipping. If commercial shipping not available, Government channels will be utilized.

23. When do the current ATO, ATC, CoN expire for the FMQ- 22? This would help with the LOE for these IA/Sys Admin activities after contract award.

ATO, ATC and CoN are valid until 08DEC2014 and are expected to be renewed by December 2014.

Title Comment/Question Response

24. Is there by any chance a "form" version of Attachment 1-b:

Past Performance Questionnaire? This is the one we send out to customers and it would be nice if they could just fill it out on their PC and then email it to you instead of printing, hand writing and then scanning etc.?

If not, do you have the questionnaire as a separate document?

A Microsoft Word copy of Attachment 1 will be provided upon request to assist in completing responses in an electronic format.

25. Will a "mock-up" FMQ-22 (or two) be provided or is/are already owned by the government? If no, will one or more be needed to fulfill the contract?

If no, again to the above question, where are security screening tests and or TCNO patches performed currently?

Yes. A mock-up will be required for the sustainment of this system. The government will provide, if needed, a mock-up post award.

The government does have spare laptops and one can be designated for use by the CLS contractor for evaluation of TCNOs and to run security screening tests, post award.

26. Do you know how many systems have been converted to the "new baseline"?

(ie. have no network connected laptop?)

Please see answer to question 3 above.

27. The PWS section

6.3.1 says that a TACPDA will be provided but there isn't one listed in the GFP. Will a TACPDA be provided separately by the government?

Yes. The TACPDA is listed on the GFP list, Attachment 10, with the title “Pocket PC Trimble Recon 400 MHz Weather Proof”.

File details come from the government source that posted it. Updated .
