About this file
This document outlines a draft Small Business Participation Commitment template for a Base Infrastructure Modernization Indefinite-Delivery, Indefinite-Quantity contract opportunity with the Department of the Air Force Materiel Command Lifecycle Management Center. The template requires offerors to identify their business size and socioeconomic categories, propose minimum quantitative small business participation commitments by category as a percentage of contract value, and provide details on at least five committed small business subcontractors including their NAICS codes and size standards. Offerors must resolve all validation errors and sign the completed template to submit with their proposals.
The related federal contract opportunity represents a synopsis for the Base Infrastructure Modernization IDIQ solicitation. The IDIQ would establish a pool of contractors to modernize, operate, and maintain network infrastructure across Air Force bases over a 10-year period with a $12.5 billion ceiling. The solicitation will utilize various contract types across multiple contract line items for tasks such as site surveys, network operations, design, modernization, studies, and ancillary services. Performance will be global with a small business reserve including categories like 8(a), HUBZone, women-owned small business, and service-disabled veteran-owned small business. Offers must be submitted electronically by the final proposal due date.
