ANNOUNCEMENT
for Space, Aerial, and Nuclear Networks Division Air Force Life Cycle Management Center (AFLCMC)
Early Submission of Organizational Conflict of Interest (OCI) Mitigation Plans
The Data Link Enterprise (DLE) Program Office, Space, Aerial, and Nuclear Networks Division Air Force Life Cycle Management Center (AFLCMC), Hanscom AFB, currently plans to release a formal Request for Proposals (RFP) for the DLE program in 2Q FY17. In order to identify and evaluate Organizational Conflicts of Interest (OCIs), as early in the acquisition process as possible, the AFLCMC Contracting Officer is accepting early submission of Organizational Conflict of Interest (OCI) Mitigation Plans from interested potential offerors with potential OCIs prior to release of the formal RFP.
The Contracting Officer has identified a potential OCI (see FAR 9.5, Organizational and Consultant Conflicts of Interest) for any offeror (or teammate) that proposes for the contract. There is also a potential OCI for any offeror (or teammate) who proposes for the contract and also performs contractual activities as an Advisory and Assistance Service (A&AS) prime contractor or subcontractor that has a relationship to the contract. These potential OCIs are due to the highly influential and responsible positions occupied by the DLE contractor team and A&AS contractors in assisting the Government in determining the DLE’s basic concepts and supervising their execution by other contractors.
Interested potential offerors with potential OCIs may submit an OCI Mitigation Plan, as of the date of this notice, to the Contracting Officer for review and evaluation in accordance with FAR 9.5 and AFLCMC’s OCI Review Process. This plan will be evaluated to determine if an actual OCI exists and whether sufficient safeguards are in place to avoid, neutralize, or mitigate the OCI. Interested potential offerors must keep in mind that, under some circumstances, an OCI Mitigation Plan may not be sufficient to avoid, neutralize, or mitigate an OCI. So submitting an OCI Mitigation Plan does not guarantee that an interested potential offeror will be successful in mitigating an OCI.
Interested potential offerors with potential OCIs may submit an OCI Mitigation Plan for their team on 8.5 x 11 inch pages, 12 point font or larger, to the Contracting Officer, Ms. Edna C. Alonis, 5 Eglin Street, Bldg 1624, Hanscom AFB, MA 01731 or edna.alonis@hanscom.af.mil. The Government will not pay for OCI Mitigation Plans or other information provided in response to this notice.
