(16) Description.

The United States Air Force, Air Force Life Cycle Management Center (AFLCMC), Space, Aerial and Nuclear Networks Division (HNAK) intends to award a Multiple Award Indefinite-Delivery-Indefinite-Quantity (ID/IQ) contract for the Data Link Enterprise (DLE). The contract will utilize Research, Development, Test, and Evaluation (RDT&E) funds and Operations and Maintenance (O&M) funds. The DLE ID/IQ contract will provide a pool of contractors, known as the “awardee pool,” ready to respond to orders as required to satisfy warfighter requirements.

The DLE ID/IQ contract is intended to support acquisition programs within AFLCMC/HNA. The Space, Aerial & Nuclear Networks Division focuses on developing existing and emerging communication architecture to accommodate Command and Control (C2) data and wideband wireless extension to the Global Information Grid (GIG).

The scope of the DLE ID/IQ contract is defined in the ID/IQ Statement of Work (SOW). The DLE ID/IQ contract ordering period is five years, with five (one year) options that may extend the cumulative ordering period for a total ordering period of 10 years.

The period of performance for each Delivery Order (DO) awarded under the DLE ID/IQ contract shall be specified in each individual DO. DO(s) must be awarded prior to the DLE ID/IQ contract expiration date and may extend up to five years after the DLE ID/IQ contract ordering period expires.

After the DLE ID/IQ contract expires, the DLE ID/IQ contract shall govern the terms and conditions with respect to active Delivery Order(s) to the same extent as if it were completed during the DLE ID/IQ period of performance.

The contract ceiling for the DLE ID/IQ contract including options (if exercised) is $496 million.

The DLE ID/IQ contract utilizes Firm-Fixed-Price (FFP), Fixed-Price-Incentive-Firm (FPIF), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Incentive-Fee (CPIF), and Cost-Reimbursement (CR) contract types. DLE ID/IQ orders will be issued in accordance with Federal Acquisition Regulation (FAR) 16.505(b)(1) Orders under multiple-award contracts- Fair opportunity.

Source Selection Procedures - This is a Best Value Tradeoff source selection conducted in accordance with the FAR Part 15, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) Part 215, Department of Defense (DoD) Source Selection Procedures, Air Force Federal Acquisition Regulation Supplement (AFFARS) Part 5315 and AFFARS Mandatory Procedures (MP) 5315.3. These regulations are current as of the date of this solicitation and available electronically at the Federal Acquisition Regulation (FAR) Site, http://farsite.hill.af.mil.

Number of Contracts to be Awarded - The Government intends to award approximately five to seven contracts for the DLE ID/IQ contract. However, the Government reserves the right to make any number of awards, or no award, if considered to be in the best interest of the Government. For the Best Value Tradeoff award determination, the cost/price evaluation will be based on the Offeror’s cost proposal for the High Capacity Backbone Demonstration (HCB) Delivery Order. The Government intends to award to each ID/IQ awardee a Delivery Order for a Post Award Conference in the amount of $5,000. The Post Award Conference will satisfy the minimum order requirement of the DLE ID/IQ contract. Additionally, the Government intends to award the High Capacity Backbone Demonstration Delivery Order to one or more DLE ID/IQ awardees. For the Best Value Tradeoff award determination, the cost/price evaluation will be based on the Offeror’s cost proposal for HCB Delivery Order.

(20) Federal Registration.

All interested parties must be registered in the System for Award Management (SAM) database.

(21) OMBUDSMAN PROGRAM.

Prospective contractors are notified that the clause, AFFARS 5352.201-9101, Ombudsman (June 2016) is applicable to this action. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
