About this file

This document contains questions and responses related to federal contract solicitation number FA8650-19-S-1110, titled Resolute Sentry - Architecture Refinement, Demonstration and Integration Systems (ARDIS) Call 06, issued by the Department of the Air Force Materiel Command Research Laboratory. The solicitation seeks proposals for a software solution at Technology Readiness Level 5 or higher for integration into a controlled unclassified laboratory environment to support subsequent integration and test activities of the program. Offerors may propose either a cost-type or firm-fixed-price contract. While a facility security clearance is not required for proposal evaluation or award, an elevated clearance would allow for added communications and support during later program integration and test phases. Questions regarding submission of a white paper or requests for a DoD SAFE link through which to submit should be directed to the contracting points of contact listed in the solicitation. The government will consider restricted rights for software previously developed with private funds.

Is an existing FCL required or a factor in evaluating proposals?

Is there anything you can clarify or more context you could provide regarding a not-yet-cleared proposal?

A facility security clearance level (FCL) will not be either a requirement or a factor in the evaluation of proposals.

The factors for evaluation are posted in the Call.

During the execution of the base effort, the acquired software will be integrated into a controlled unclassified laboratory environment. For subsequent integration and test activities of the program, an elevated FCL will allow for added communications and support.

Can you confirm that the resulting contracts from this data call must be cost-type contracts or can a contractor propose and receive a Firm-Fixed-Price contract under this solicitation?

Given the Government is requesting a TRL5+ software solution, would the Government consider restricted rights for software previously developed on private funds?

Yes, the government will consider restricted rights on the software. Our strong preference is unlimited rights, however the government will consider purpose rights

(without license fees) for the rapid integration, transition, and maintenance of the software.
