Question Answer Attachments 11, 12, and 13 have embedded excel references in Appendix C.

Attachment 8 (page 8) says these should open, but we can’t open them.

Perhaps they are unresolved links and not embedded documents?

Please let me know how we can get this resolved.

Attachments 10, 11, and 12 have embedded Excel references. If you are unable to successfully open these references, please send an email to the Technical Points of Contact listed in the Call to request the documents.

Is an existing FCL required or a factor in evaluating proposals?

Is there anything you can clarify or more context you could provide regarding a not-yet-cleared proposal?

A facility security clearance level (FCL) will not be either a requirement or a factor in the evaluation of proposals.

The factors for evaluation are posted in the Call.

During the execution of the base effort, the acquired software will be integrated into a controlled unclassified laboratory environment. For subsequent integration and test activities of the program, an elevated FCL will allow for added communications and support.

NOTE: All questions should be sent to the Contracting Points of Contact listed in the Call.
