Rapid Assessment of Energy and Environmental Technologies

Request for Information (RFI)

1. Contracting Office Address

Department of the Air Force, Air Force Research Laboratory (AFRL) – Wright Research Site, AFRL/RQKMS, Area B, Bldg. 45, 2130 Eighth Street, Wright-Patterson AFB, OH, 45433-7541

2. Background Information

This is a Request for Information (RFI) only, as defined in FAR 15.201 (e), to obtain information about capabilities and other market information for planning purposes. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responses should include information identifying whether the responder’s firm is a small or large business. The size standard is 1000 employees. The NAICS code for this potential effort is 541712. Companies that respond will not be paid for the information submitted. No telephone calls will be accepted regarding a bid package or solicitation. All information received shall be safeguarded from unauthorized disclosure. Please do not submit any classified information.

3. General Intent

The Advanced Power Technology Office (APTO), Acquisition System Support Branch, System Support Division, Materials and Manufacturing Directorate, Air Force Research Laboratory, located at Wright-Patterson AFB (WPAFB) is in the planning stage for a research program to develop, assess, evaluate, demonstrate, transition, and perform physical, mechanical, operational, chemical, and environmental testing for new alternative energy, energy efficient, and environmentally safe technologies. This will provide increased capabilities and benefits to AF installations, vehicles, equipment, and weapon systems. These capabilities and benefits may include (but are not limited to) fuel efficiency improvements, holistic energy resiliency improvements, and reduction in the logistical burden for expeditionary forces. The program shall be responsive to a wide variety of Air Force customers, including Air Force depots, field units, acquisition programs, and other military organizations to perform product demonstrations and meet mission goals.

4. Statement of Need

AFRL/RXS has a need to improve the U.S. Air Force’s energy security posture through rapid assessment of energy and environmental technologies. This effort is needed to maximize the benefit of a combination of increased energy resiliency/reliability where energy resilience is defined as the agility to maintain critical mission functions even during unexpected disruptions, increased cost–effectiveness to evaluate the trade-offs between lowest price and other priorities such as sustainability and resilience, and increased environmental sustainability.

This will be addressed through ideas to execute and maintain a strong, sustainability- driven Research Development Test and Evaluation (RDT&E) for Air Force installations; industrial process energy; manned and unmanned aviation systems; expeditionary energy technology, advanced ground support technologies; and environmentally safe technology.

Specifically for Installations APTO is looking for installation, facility, or building focused research in alternative energy generation technologies; energy storage technologies; novel infrastructure improvements and concepts; energy efficiency and demand response technologies (for buildings, data centers, etc.); advanced modeling, monitoring, controls, and communications; and the integration of multiple energy systems

For industrial process energy APTO is looking for research in advanced technologies that improve process energy usage in the Air Force to optimize the use of energy in maintenance depots, research laboratories, and test centers for activities including maintenance, manufacturing, testing, and computing.

For aviation APTO is looking for research and demonstrations in propulsion, aerodynamics, tactics/procedures, controls, and structures to improve aviation fuel efficiency to enhance mission capabilities such as time on station/loiter improvements, range and endurance extensions, maintenance improvements and savings, cargo capabilities, and ground operation enhancements.

For expeditionary energy APTO is looking for research in alternative innovative energy power generation, fuel and water solutions at remote and austere locations, improved and innovative expeditionary systems and components for increased energy efficiency, miniaturization and rapidly deployable power generation and capabilities, and environmental.

For ground support technology APTO is looking for research in Aerospace Ground Equipment (AGE), Aerospace Ground Vehicles (AGV), and Mission Support Vehicles to increase energy efficiencies, improve capabilities, reduce energy costs, and minimize logistic burdens to enhance operational agility.

Environmental research will be incorporated into all projects to assess the environmental consequences of the technology being developed from the standpoint of potential future scale-up to production sized quantities. If the technology turns out to have adverse environmental consequences, the contractor shall make recommendations concerning how to make the technology environmentally acceptable and indicate what impact these recommendations could have on technology from an economic standpoint.

5. Program Information and Information Requested

Interested respondents should address the requirements described in the Statement of Need section and the following:

• Describe the proposer’s capability to meet any or all of the requirements stated in the Statement of Need.

• Explain in detail the proposer’s capability with respect to personnel and facilities for handling classified data – up to and including SECRET/SAR (special access required) data.

• Describe the proposer’s quality management standards and procedures.

• Describe the proposer’s experience working with military organizations such as civil engineering, management headquarters, depots, operations and maintenance units, aviation specialists, fleet management, testing authorities, laboratory scientists, and acquisition engineers.

• Describe proposer’s ability to remain knowledgeable of new technologies and processes.

6. Disclaimer

There is no guarantee that any submission in response to this RFI will result in a Government program. This RFI is issued solely for information and planning purposes and does not constitute a solicitation.

Responders to this RFI will have no competitive advantage in receiving any awards related to the submitted topic area. The information submitted in response to this RFI may be used to help the Government further define its requirements. If the Government develops a program that addresses any submitted or similar topic, the resulting procurement will address technology and business specific requirements as defined by the Government to achieve the required objectives.

7. Required Responses

Responses to this RFI are limited to 23 pages single spaced with one inch margins using standard letter-size 8 ½” x 11” paper. The page count includes any title page. Font must be 11-point or larger.

Multiple responses from a firm are acceptable. Marketing information is NOT acceptable in the response. Endorsements from elected officials at the federal, state, and/or local levels are NOT acceptable in the response.

8. Request for Clarification

A responder may request clarification, in writing, from the Contracting Office for any aspect of this RFI that is unclear, by sending an email to:

9. Submission of Documentation

Responses to the RFI are due to the Contracting Office identified below by 3:00 PM Local Time, 15 May 2017. Responders shall provide one (1) electronic copy (in Microsoft Word or Adobe Acrobat) of their response on a CD or DVD. USBs will NOT be accepted. DO NOT send via email, and DO NOT send any hard copies. The information shall be submitted as UNCLASSIFIED. If proprietary information is included in your response, please mark it as such.

All information received in response to this RFI that is marked as proprietary will be handled accordingly. IF APPLICABLE, clearly indicate the appropriate distribution statement (B, C, D, etc.), For Official Use Only (FOUO), or ITAR-restricted. 10. Additional Information

All responsible sources may submit information that shall be considered by the agency. If late information is received, it may be considered, depending on agency time constraints. All routine communications regarding the announcement should be directed to the contractual point of contact listed above. The Government may or may not use any responses to this RFI as a basis for a subsequent project. Any projects developed from the RFI responses may be the subject of a subsequent acquisition; any such subsequent acquisition will be posted in FedBizOpps.gov.

Responses to this RFI will not be returned. The Government is under no obligation to acknowledge receipt of the information received, or provide feedback to the respondents with respect to any of the information submitted under this RFI. No requests for a bid package or solicitation will be accepted; a bid package or solicitation does not exist at this time. In order to protect the integrity of any possible future acquisition, no additional information will be provided and no appointments for presentations will be made in reference to this RFI.

11. Support Contractors:

Only government employees will review submitted capability statements. Offeror’s are advised that employees of commercial firms under contract to the Government may be used to administratively process submissions and perform other administrative duties requiring access to other contractor’s proprietary information. These support contractors include nondisclosure agreements prohibiting their contractor employees from disclosing any information submitted by other contractors or using such information for any purpose other than that for which it was furnished.
