Task Order Statement of Objectives
Effort: TO 0003
Date: 30 June 2017
Title: Data Center Modeling RATE TO 3
Period of Performance: 15 months after award (12 months for technical effort plus 3 additional months for completing the final report).
Basic SOO Paragraph(s): 4.2.4
1.0 Background: Across the United States, data centers now account for over two percent of the Nation’s total energy consumption. The Air Force has seen similar increasing trends in energy consumption in data centers. To confront this challenge, Executive Order 13693 addresses data center energy consumption by setting ambitious goals for the power usage effectiveness of existing data centers.
2.0 Scope: The scope of this research and development activity is to design, develop, and demonstrate data center modeling techniques to determine methods to optimize energy consumption. Example methods include, but are not limited to, set-point temperature for server rooms, cooling airflow temperatures and velocities, server placement, and job scheduling coordinated with energy costs.
3.0 Objective: There are four major objectives of this research and development project.
The first objective is to collect the appropriate data from an existing data center that will be used as input for the model. The second objective is to build out the model of the data center with the appropriate analytics and verify its accuracy. The third objective is to execute the model in order to determine the optimization parameters that improve operations. The fourth objective is to collect and document the recommendations for methods to optimize energy consumption with the associated technology evaluation and cost validation for the implementation of the recommendations.
4.0 Description of Work:
4.1 The Contractor shall design the appropriate models for an Air Force Data
Center.
4.2 The Contractor shall develop and document recommendations for methods to optimize energy consumption with the associated technology evaluation and cost validation for the implementation of the recommendations. Example methods include, but are not limited to, set-point temperature for server rooms, cooling airflow temperatures and velocities, server placement, and job scheduling coordinated with energy costs.
5.0 Deliverables:

5.2 Test Samples, Prototypes and Residual Materials. The contractor shall return to the Government all test samples, prototypes and residual materials not consumed in testing at the conclusion of the technical effort.
5.3 The final report shall include details pertaining to each of the four objectives, to include data collected, types of data collected, methods used to collect data, analysis methodologies, model accuracy verification, optimization parameters evaluated, recommendations with appropriate technology and cost validation, and results of recommendations. The final report must be releasable to any follow-on contractor and the final report shall not include any proprietary information or markings.
6.0 Government Furnished Equipment: The government shall furnish a Halvorsen to the contractor for the duration of this effort.
7.0 Security Requirements
7.1 Operations Security Requirements – All contractors shall participate in all activities associated with the disciplines of the organization’s OPSEC program following appropriate measures required for this particular contract. This is required in an effort to reduce program vulnerability from successful adversary collection of possible sensitive unclassified and/or proprietary information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.
7.2 Program Protection Plan (PPP) – Any potential critical program information (CPI) generated as part of this Effort will be reviewed to determine the need for a PPP.
7.3 Security Requirements – Information Regarding Non-US Citizens Assigned to this Project
(a) Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).
(b) For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor’s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires an U.S.
Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications;
consistent with the requirements above:
(1) Contractor employees who are U.S. citizens performing work under this contract.
(2) Contractor employees who are non-U.S. citizens and who have been granted a waiver.
Any additional access restrictions established by the IT network/system owner apply.
