1-Step Broad Agency Announcement Amendment 001

Federal Agency Name: Air Force Research Laboratory, AFRL/RQKMS

Broad Agency Announcement Title: Advanced Power Technology Office – Rapid Assessment of Technologies and Energy (RATE)

Broad Agency Announcement Type: This is the first amendment announcement

Broad Agency Announcement Number: FA8650-17-S-5012 AMD 001

This document answers questions that have been submitted since the issuance of

FA8650-17-S-5012.

Question 1:

Can the Government confirm that the Funding Profile Dollar amounts provided for each Task Order do not represent the ceiling value of the Task, but rather the known GFY funding currently available?

Answer 1: The funding profile dollar amounts are not the task order ceiling, but they are based on the current total available FY funding dollar amount.

Question 2: Would the Government consider treating the Data Management Plan as a standalone document like the Statement of Work, and therefore outside the 50 page limit?

Answer 2: The government will add a CDRL to the basic for the requirement of a stand-alone Data Management Plan. However, the technical response should include a discussion of how you will handle technical data.

Question 3: Supplemental SOW information – is this listed for information purposes, as all contracts will have this additional language added at the end of the contractor-submitted SOWs?

Answer 3: The Supplemental SOW information is listed for information purposes and will be added to the basic SOW upon contract award.

Question 4: Task Order 2 Section 3.0 states: “…demonstrate it in a simulated operational environment on a turbine engine with the potential to reduce fuel use for aircraft that are the largest USAF fuel consumers.” What is the specific engine system that the Government has in mind for this Task? The configuration of the engine system will dictate the coating to be selected.

Answer 4: Under the same section (Task Order 2 Section 3.0), the first major objective is to “…gather information on current turbine coating solutions, evaluation and analysis of the coatings, and finally a briefing to AFRL detailing the information learned and recommendation on a coating for operational testing.” The intent is that the contractor will do the research to understand which coating and engine combinations have the most potential to reduce fuel consumption and present that information to AFRL prior to moving into the demonstration phase. We currently do not have a specific engine in mind.

Question 5: If engine testing is required to demonstrate the coating, can the Government provide an engine asset and testing facility to be used for this effort?

Alternatively, can the Government identify and engage an activity that is already conducting testing on the subject engine system that can be leveraged to conduct testing for this activity?

Answer 5: There are several Government test facilities that could support testing, to include facilities at Tinker AFB, Arnold Engineering and Development Complex (AEDC), etc. AFRL is anticipating the a prospective offeror would either propose a cost effective test using non-Government facilities or make the appropriate connections and recommend a Government facility that would be appropriate for testing the engine and coating combination recommended as a result of completing the first major objective in Task Order 2 Section 3.0. Once a test location is proposed, if it is a Government facility, AFRL will work with the test organization and coordinate use and funding of the facility to accommodate testing for this program. In addition, AFRL plans to involve the appropriate engine SPOs in the briefing under Task Order 2 Section 3 to seek their agreement to move forward with the program recommendations and to gain support in the form of a GFE engine for testing.

Question 6: Does the Government wish to conduct testing on new compressor airfoils or used airfoils? If the latter, can the Government provide test specimens (e.g., airfoils) for coating and testing under this activity?

Answer 6: The expectation is to conduct testing on new compressor airfoils, as the goal of the program is to find coatings that maintain the quality of new airfoils (profile, surface, etc) for as long as possible so that the engine is operating at peak efficiency.

Question 7: Will the Government provide the Technical Order for the Halvorson 25K Loader? Without the TO, only the OEM or current contract depot maintenance operator can respond to the requirement to design a hybrid kit to integrate into the inventory.

Answer 7: The Government will provide the Technical Order/Manual for the 25K Halvorsen Loader to the winner of the TO

Question 8: The Model Contract, Section J provides a list of attachments. The following named attachments were not provided: Basic Format Requirements (ANSI-Based Format Guidelines) All Purpose checklist-Quality Technical Report (AFRL Only), Standard Form (SF) 298 and Instructions, and the CDRL Addresses Index. If available, can these please be provided?

Answer 8: The documents are standard documents attached to every award and can be provided by sending an email to the contracting POC.

Question 9: Is there a cost volume expected for the Basic IDIQ?

Answer 9: There is no cost volume associated with the Basic IDIQ.

Question 10: Referencing BAA Guide Chapter 7, B Part II, Section e.4 “References”; based on the BAA proposal guidelines, what, if anything, is the government expecting regarding “references” in the Basic IDIQ?

Answer 10: The references refer to publications used to support research approaches.

Question 11: Must offerors propose to each of the three (3) Task Orders?

Answer 11: Yes. No change has been made to the BAA. Offerors are required to prepare proposals for the basic IDIQ and all task orders.
