Task Order Statement of Objectives

Effort: TO 0001

Date: 13 July 2017

Title: Hybrid Halvorsen 25K Loader RATE TO 1

Period of Performance: 27 months after award (24 months for technical effort plus 3 additional months for completing the final report).

Basic SOO Paragraph(s): 4.2.5

1.0 Background: The 25K Halvorsen Loader is currently an operational United States

Air Force (USAF) vehicle that is air-transportable and worldwide deployable with active military aircraft. It has a six-cylinder diesel engine that stays in “run” mode while the vehicle is moving and/or when the loader is being raised or lowered. In effort to improve agility, energy efficiency, safety, reliability, maintainability, operator environmental conditions, and reduce hazardous greenhouse gas emissions, HAF/A4, AMC, AFLCMC, and AFRL seek to conduct an activity that will ultimately demonstrate a hybrid Halvorsen and gather objective data to assess the system technical maturity to aid the USAF Halvorsen Program Office if it should choose to re-power the fleet in a hybrid configuration.

2.0 Scope: The scope of this research and development activity is distributed over three major subtasks. The first major subtask is the design for the hybrid system that can deliver desired performance characteristics, integrate into the physical platform, and not have negative impact to worldwide airlift deployability. The second major subtask is to develop and install the hybrid kit. The third major subtask is to demonstrate the hybrid Halvorsen.

3.0 Objective: There are three major objectives of this research and development project. The first is to gather lessons learned from the design and development of the hybrid kit. The second major objective is to evaluate the system technical maturity.

The third major objective is to gather demonstration data to determine if a fleet re-power conversion to a hybrid configuration is in the best interest of the USAF.

Ultimately, the results of the demo will inform the US Air Force Halvorsen Program Office of the technical maturity for a Hybrid repower modification, if the program office chooses to pursue a hybrid repower option.

4.0 Description of Work:

4.1 The Contractor shall design a hybrid kit that will integrate into an inventory

Halvorsen. The hybrid kit shall enhance the Halvorsen performance capability.

The design shall meet government engine requirements, enable operation in worldwide environmental conditions, maintain Halvorsen weight and balance margins for airworthiness, and include components that are, or have very high confidence of meeting, airworthy requirements.

4.2 The Contractor shall develop the hybrid kit and install it in an operational Halvorsen provided by the gov’t.

4.3 The Contractor shall demonstrate the actual hybrid configured Halvorsen by conducting an internal test program that evaluates the actual performance of the hybrid configured Halvorsen against the predicted design performance of the hybrid Halvorsen.

5.2 Test Samples, Prototypes and Residual Materials. The contractor shall return to the Government all test samples, prototypes and residual materials not consumed in testing at the conclusion of the technical effort.

5.3 The final report shall include the detailed final design, pictures and/or illustrations of the developed system, a summary of the demonstration performance, and lessons learned. The final report must be releasable to any follow-on contractor and the final report shall not include any proprietary information or markings.

6.0 Government Furnished Equipment: The government shall furnish a Halvorsen to the contractor for the duration of this effort.

7.0 SECURITY REQUIREMENTS

7.1 OPERATIONS SECURITY REQUIREMENTS – All contractors shall participate in all activities associated with the disciplines of the organization’s OPSEC program following appropriate measures required for this particular contract. This is required in an effort to reduce program vulnerability from successful adversary collection of possible sensitive unclassified and/or proprietary information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.

7.2 Program Protection Plan (PPP) – Any potential critical program information (CPI) generated as part of this Effort will be reviewed to determine the need for a PPP.

7.3 Security Requirements - Information Regarding Non-US Citizens Assigned to this Project

(a) Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).

(b) For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor’s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires an U.S. Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications; consistent with the requirements above:

(1) Contractor employees who are U.S. citizens performing work under this contract.

(2) Contractor employees who are non-U.S. citizens and who have been granted a waiver.

Any additional access restrictions established by the IT network/system owner apply.
