CLIN-SOW-PWS
Matrix
The USAF has removed the Technical Publications from CLIN XX25 and assigned it to CLIN XX03. Please clarify why the non-recurring development is to be applied to the recurring aircraft CLINs. Does the USAF intend for this non-recurring cost to be amortized over the aircraft unit prices?
Technical Publication requirements are considered a Contract Data Requirements List (CDRL) deliverable. The CDRL CLIN XX04 is a non-separately-priced (NSP) line item. In
Section J, Attachment 12: CLIN-SOW-PWS Matrix, SOW paragraph 4.5.5 "Technical Publications" was linked to CLINs XX03- Air Vehicle, XX04- DATA (CDRLS) and XX07- Tech
Manual Sustainment Support. Section J, Attachment 12 will be amended to add a link to CLIN 0001- Air Vehicle NDI Integration and Test to SOW paragraph 4.5.5 to allow for non-recurring Technical Publication costs to be tied to CLIN 0001. The recurring Technical Publication costs associated with the CLIN XX04 CDRL deliverable can be tied to the recurring Air Vehicle CLIN XX03.
Section L, Attachment 5:
TEP Workbook
All cells are currently locked in the file and we are unable change the format of the column width to view estimate values as we complete inputs in the spreadsheet.
Would the government be able to expand the columns or unlock the cell to allow for formatting?
Not all cells in the TEP Workbook are locked, only those cells that do not require contractor input or are calculation cells have been locked. The Government will provide an soft copy of Section L, Attachment 5: TEP Workbook with expanded cells. The Government will not be providing an unlocked version of the TEP Workbook.

Request clarification on why the TEP evaluation for the ICS and ISS CLINs has been changed to limit them to the first four years of operation instead of the full contract period of performance as was contained in the previous DRFP iterations (Dec 2016, April 2017).
The TEP evaluation for the ICS and ISS CLINs was changed to limit the calculation to the first four years of operation in order to ensure the Total Evaluated Price calculation is operating from the same assumptions utilized to calculate the USAF $4.1B Affordability Target. The Affordability Target assumed the Government would transition from interim contractor support to service provided maintenance after the fourth year of operations.

The new IMP contains additional events that we believe are more suitable as accomplishments or criteria. While we recognize we have the ability to modify these items in our proposed IMP, please clarify why these are classified as “Events.”

4A A) IMP D-Anthropometric Assessment: This is listed as an “Event” but was previously a
“Criteria” under CDR.
IMP D-Anthropometric Assessment was reclassified as an "Event" and moved out from CDR because it is not tied to the AV CDR per the program's CDRL deliverables, and is a standalone milestone in the program that still needs to be accounted for in the IMP and IMS. This is consistent with guidelines outlined in the DoD IMP/IMS guide paragraph
3.3.2.

4B B) IMP E-Electromagnetic Interference: This is listed as an “Event” but was previously a
“Criteria” under CDR.
IMP E-Electromagnetic Interference was reclassified as an "Event" and moved out from CDR because it is not tied to the AV CDR per the program's CDRL deliverables, and is a standalone milestone in the program that still needs to be accounted for in the IMP and IMS. This is consistent with guidelines outlined in the DoD IMP/IMS guide paragraph
3.3.2.
4C C) IMP F-Weapon System Integrity: This is listed as both an “Event” and as a “Criteria” in CDR.
IMP F-Weapon System Integrity is classified as a "Criteria" under CDR because those respective items are required to be reviewed at that time. It is also classified as an
"Event" for the final approval of the items listed under IMP F-Weapon System Integrity.

Why are there “Reserved” criteria in the IMP?
Items titled "Reserved" in the IMP were used when an item was deleted from a previous version of the IMP to maintain formatting.
6 Section L-4.2.5
Please clarify what “contract completion” means with regard to the IMS? Is it through the NDI Phase contract CLINs? Or total contract options proposed? Note from section L “The IMS shall cover the entire scope of work through contract completion, to include activities required to successfully achieve RAA. RAA shall not extend past 30 September 2022.”
For IMS coverage "contract completion" occurs when the period of performance for the last Option CLIN has concluded. Utilizing Section J, Attachment 24: UH-1N
Replacement Projected CLIN-Fiscal Year Matrix the last Option CLIN can be exercised at 133-144 Months After Contract Award. Utilizing Section L, Attachment 5: Total
Evaluated Price Workbook, CLIN 1216- Special Tooling is projected to be the final Option CLIN exercised. The IMS shall cover the entire scope of work through contract completion.
Section J, Attachment 2:

CRM responses indicated training tasks would be updated in the Final RFP to remove pilot/co-pilot tasks from the AIE-PTT and remove SMA training tasks from the CPT.
Tables E1 and E2 still have the AIE-PTT pilot/co-pilot training tasks and CPT SMA training tasks. Please clarify which devices will be used for which tasks.
TSRD Appendix E, Table E1 will be updated to remove all pilot training tasks in the AIE-
PTT.
SMA training tasks can be conducted in the CPT as identified in Table E2.

Information
Government provided terrain model database item describes “Visual terrain model database for use in Operational Flight Trainers (OFT)”. Can the USAF please clarify as to the format of the database? Is it in a proprietary format?
The format of the Government-provided SEUSA and SWUSA Terrain Model Databases is FlightSafety International (FSI), Vital X in run-time executable files. They are formatted such that the database files cannot be converted into another format and can only be read with the use of FSI software in the Image Generator or a standalone FSI development station.
The FSI databases are controlled by the Government, the model library is Government-owned and incorporation of the databases into the Operational Flight Trainer (OFT) visual system has no proprietary restrictions. The databases contain public, Limited Distribution (LIMDIS), and Title 50 restricted imagery. Therefore, the databases are
Distribution D and can be provided to the contractor once awarded.
