1 INTRODUCTION
The UH-1N Replacement Program will replace the current fleet of United States Air Force's (USAF) UH-1N Helicopters. The UH-1N supports vertical lift requirements within Air Force Global Strike Command (AFGSC), Air Force District of Washington (AFDW), Pacific Air Forces (PACAF), Air Force Materiel Command (AFMC), and Air Education and Training Command (AETC).
2 SCOPE
This Statement of Work (SOW) describes the program requirements – including program management, production and delivery of Air Vehicles (AV), Systems Integration, Systems Integration Laboratory (SIL), Integrated Logistics Support (ILS), Training System (TS), and Engineering Services – for the acquisition of up to 84 UH-1N Replacement AVs. Throughout this SOW the following applies: the UH-1N Replacement System is defined as all hardware to include the AVs, TS, Support Equipment/Test/Measurement Diagnostic Equipment (SE/TMDE), SIL, and all associated software. The TS is defined as all hardware to include the Aircrew Training Devices (ATDs), spares, SE/TMDE, Type-1 Training, courseware, and all associated software.

4 REQUIREMENTS/TASKINGS
The work required by this contract shall meet the requirements stated in the UH-1N Replacement AV System Specification (SS) and Training System Specification (TSS).
4.1 Air Vehicle (AV)
The contractor shall produce, integrate, test, certify, manufacture, and deliver AVs to meet all contract requirements.
4.1.1 AV SIL
The contractor shall provide a SIL to support system integration and testing of software and hardware for operation and sustainment of the UH-1N Replacement AV. The SIL shall include hardware for Navigation Systems, Communication Systems, Control and Display Systems, Aircraft Survivability Equipment (ASE), and Health Management Systems.
4.1.2 Special Tooling
The contractor shall refurbish and deliver special tooling that was created or obtained for production of the UH-1N Replacement AV under this contract upon the conclusion of production.
4.2 Training System (TS)
The contractor shall manufacture, integrate, deliver, install, test, and certify the TS to meet all contract requirements.
4.3 Systems Engineering
4.3.1 Requirements and Verification
4.3.1.1 AV System Specification (SS)
The contractor shall implement and maintain the AV SS. The SS shall contain the performance requirements for hardware, software, as well as data management and processing requirements for the AV. Changes to the AV SS shall be in accordance with (IAW) the ECP process as described in SOW paragraph 4.3.9.3. (A176, DI-IPSC-81431A)
4.3.1.2 Training System Specification (TSS)
The contractor shall implement and maintain the TSS. The TSS shall contain the performance requirements for hardware, software, as well as data management and processing requirements for ATDs and courseware. Changes to the TSS shall be IAW the ECP process as described in SOW paragraph 4.3.9.3. (A135, DI-IPSC-81431A/T; A134, DI-IPSC-81441A/T)
4.3.1.3 AV Requirements Traceability
The contractor shall perform requirements management to manage all UH-1N Replacement System requirements in the AV SS. The contractor shall include previously accomplished requirements traceability for the certified baseline AV. The contractor shall perform requirements management to track (trace) all the new requirements added to the certified baseline AV specification to meet the UH-1N Replacement System requirements from the AV SS to the lowest level specification. 4.3.1.4 TS Requirements Traceability
The contractor shall perform requirements management to manage all UH-1N Replacement System requirements in the TSS. The contractor shall include previously accomplished track (trace) for the baseline TS. The contractor shall perform requirements management to track (trace) all the new requirements added to the baseline TS specification to meet the UH-1N Replacement System requirements from the TSS to the lowest level specification. 4.3.2 Technical Management
4.3.2.1 System Engineering Management Plan (SEMP)
The contractor shall establish, implement, and maintain a UH-1N Replacement System SEMP as defined in the DoD SEP outline. The contractor shall implement and maintain systems engineering processes which assure system Operational Safety, Suitability and Effectiveness (OSS&E). The contractor shall describe the planned systems engineering approach to meet the technical activities of the contract and overall technical management of the program in the SEMP. The contractor’s SEMP shall be consistent with the content of the Government Systems Engineering Plan (SEP). (A016, DI-SESS-81785A).
4.3.2.2 Technical Reviews
4.3.2.2.1 AV Technical Reviews
4.3.2.2.1.1 AV Configuration Review
The contractor shall conduct a Configuration Review to assess the system configuration;
integration and installation activities; documentation needed to initiate AV certifications; and identify configuration deltas that require verification for the Functional/Physical Configuration Audits (FCA/PCA). The contractor may leverage any legacy reviews from the baseline AV.
4.3.2.2.1.2 AV Critical Design Review
The contractor shall conduct an AV system level critical design review to confirm the Non- Developmental Item (NDI) integration onto the certified baseline AV design is mature, stable and expected to meet system performance requirements. This review shall assess the system configuration; integration and installation activities; documentation needed to initiate AV certifications; and identify configuration deltas that require verification for the FCA/PCA.
4.3.2.2.2 TS Technical Reviews
4.3.2.2.2.1 TS Configuration Review
The contractor shall conduct a Configuration Review of each type of ATD to assess the system configuration; integration and installation activities; documentation needed to initiate TS certifications; and identify configuration deltas that require verification for the FCA/PCA. The TS Configuration Review also confirms that the system under review is concurrent with the AV.
4.3.2.2.2.2 TS Critical Design Review
The contractor shall conduct a TS system level critical design review for each type of ATD to confirm the design is mature, stable and expected to meet system performance requirements.
This review shall assess the system configuration; integration and installation activities;
documentation needed to initiate TS certifications; and identify configuration deltas that require verification for the FCA/PCA.
4.3.2.2.2.3 TS Aircrew Courseware In-process Reviews (IPR)
The contractor shall conduct 25%, 50% and 75% completion IPRs of the courseware to ensure suitability and acceptability of the courseware. The contractor shall support the Aircrew courseware validation process IAW AETCI 36-2205 Vols 1 and 8. (A145, DI-SESS-81526C/T)
4.3.2.3 Technical Performance Measures (TPM) and Metrics
The contractor shall implement and manage a TPM and metrics program. The TPMs and metrics shall track technical performance and programmatic progress for the UH-1N Replacement AV and TS. The contractor shall identify the TPMs and metrics to be tracked for program success in the UH-1N Replacement SEMP using Chapter 3-4.1.3.1 of the Defense Acquisition Guidebook as a reference guide. The contractor shall provide TPM and metric progress updates at the PMRs. (A016, DI-SESS-81785A)
4.3.3 System Design
4.3.3.1 Interface Control Documents (ICDs)
The contractor shall provide interface requirements information for the AV and TS configuration. The contractor shall provide this interface information through existing documentation of relevant system (including Mission Planning System), subsystem, configuration item and/or interface specifications. For the NDI integration beyond the certified baseline AV and TS, the contractor shall establish, maintain, and manage ICDs. (A017, DI-

4.3.3.2 Flight Performance and Flight Dynamics Data
The contractor shall deliver input data and prediction model(s) used to characterize aircraft performance, to include:
a) Forward flight methodology
b) Vertical flight methodology
c) Hover performance
d) Vertical flight climp performance
e) Ground effect
f) Forward flight climb performance
g) Tail rotor power required
h) Main rotor power required
i) Accessory power loss
j) Parasite and vertical drag estimation

4.3.3.3 AV Structural Analysis Reports
The contractor shall provide existing Structural Analysis Reports for the certified baseline AV.
The Structural Analysis Reports shall include the description of the structure and materials, design criteria, external loads, stress analysis, durability and damage tolerance analysis, dynamic analysis, and weight and balance analysis. 4.3.3.4 AV Electrical Loads Analysis Reports
The contractor shall provide Electrical Load Analysis reports for the certified baseline AV. The analysis shall include all primary, secondary, emergency, and external electrical power sources.

4.3.3.5 AV Electromagnetic Environmental Effects (E3):
4.3.3.5.1 E3 Integration and Analysis Report
The contractor shall provide an Electromagnetic Environmental Effects Integration and Analysis Report (E3IAR) that documents the overall design. The E3IAR shall also document integration of the applicable E3 requirements into a single system design. This system design shall comply with the interfaces and performance requirements of MIL-STD-464C. (A113, DI-EMCS-81540B/T).
4.3.3.5.2 Electromagnetic Interference Test Procedures (EMITP) For any NDI integration beyond the certified baseline AV, the contractor shall provide the EMITP for verifying the subsystem or component level EMI requirements with compliance to MIL-STD-461G. The test procedures shall describe the applicable EMI tests and procedures, equipment under test (EUT) and configurations, setups, and measurements to be performed.

4.3.3.5.3 EMI Test Report (EMITR)
For any NDI integration beyond the certified baseline AV, the contractor shall provide the EMITR IAW the approved EMITP. The contractor shall prepare detailed test results, and analysis if applicable, in the EMI Test Report (EMITR) to verify compliance with

4.3.3.5.4 E3 Verification Procedures
For any NDI integration beyond the certified baseline AV, the contractor shall provide Electromagnetic Environmental Effects Verification Procedures (E3VP) for verifying the applicable E3 system-level requirements to MIL-STD-464C. The verification procedures shall describe the methods of test, analysis, and/or inspection to be performed and shall include safety of flight verification procedures. (A116, DI-EMCS-81541B/T)
4.3.3.5.5 E3 Reports
For any NDI integration beyond the certified baseline AV, the contractor shall provide E3 test reports IAW the approved E3VPs. The contractor shall prepare detailed test results, analysis, and inspections in the Electromagnetic Environmental Effects Verification Reports (E3VRs) to verify compliance with MIL-STD-464C. 4.3.3.6 Human Factors Engineering
4.3.3.6.1 Human Engineering Design Approach Document-Operator (HEDAD-O) The contractor shall deliver and maintain the HEDAD-O that describes the operator’s interfaces for any NDI integration beyond the certified baseline AV IAW MIL-STD-1472G. (A042, DI-

4.3.3.6.2 Human Engineering Design Approach Document-Maintainer (HEDAD-M) The contractor shall deliver and maintain the HEDAD-M that describes the maintainer’s interfaces for any NDI integration beyond the certified baseline AV IAW MIL-STD-1472G.

4.3.3.6.3 AV Anthropometric Assessment
The contractor shall provide drawings of the UH-1N Replacement AV cockpit and cabin to be used for a Government-conducted AV Anthropometric Assessment. The drawings shall include a digital copy of the 3-Dimensional Computer Aided Design (CAD) drawings of the production-representative cockpit and cabin. (A043, DI-SESS-81000E/T)
4.3.3.7 SW Development Plan
The contractor shall establish, implement, and maintain a UH-1N Replacement System Software Development Program using MIL-STD-498 or DO-178B/C as a guide. The Software Development Plan (SDP) shall identify and describe existing documentation and processes, necessary to implement and maintain the program. The SDP shall address system impacts as a result of NDI Integration efforts. (A184, DI-IPSC-81427B)
4.3.3.8 Open System Approach
The contractor shall identify the existing Open System Approach Principles, as identified in the “Program Manager's Guide, A Modular Open Systems Approach to Acquisition”, utilized for the UH-1N Replacement AV and TS. The contractor shall identify already implemented principles for the baseline AV and TS and planned implementations for any NDI integration beyond the certified baselines. (A040, DI-MISC-80508B/T)
4.3.4 AV Mass Properties
The contractor shall produce weight and balance reports IAW Society of Allied Weight Engineers (SAWE) Recommended Practice (RP) #7. The contractor shall prepare Charts A and E per SAWE RP #7 or FAA-equivalent, if applicable. The contractor shall weigh the first AV of each lot prior to delivery and deliver each aircraft with a completed Weight and Balance Handbook per SAWE RP #7. (A007, DI-MGMT-81501A/T)
4.3.5 Certifications and Accreditations
4.3.5.1 Airworthiness
4.3.5.1.1 Airworthiness Certification Plan
The contractor shall develop and maintain an Airworthiness Certification Plan that describes the airworthiness approach for the mission configured AV using Airworthiness Bulletins (ABs) 002A, 004A and 005 and MIL-HDBK-516C as guidance. The contractor shall describe the approach to obtain and maintain USAF airworthiness certification for Developmental/Operational Testing (DT/OT) and operations for the 30 year service life of the aircraft. (A031, DI-MGMT-80004A/T)
4.3.5.1.2 Baseline AV Certification
The contractor shall submit the current airworthiness certification for the baseline aircraft. If the baseline is a Commercial Derivative Aircraft (CDA), the contractor shall submit the FAA Certification (Type Certificate, Supplemental Type Certificates and all relevant Type Cert Data Sheets (TC, STCs and TCDSs)) for the aircraft and engines. For DoD certified aircraft, the contractor shall submit the Army Airworthiness Release (AWR), Navy NAVAIR Flight Clearance or USAF Flight Release. The contractor shall also provide verification of the mission configured AV usage applicability (flight envelope, weight restrictions, etc.) for baseline certification. 4.3.5.1.3 Mission Configured AV Certification Basis
For AVs with an FAA baseline AV certification, the contractor shall submit FAA certification data for the mission configured AV. The contractor shall also submit a Certification Basis (CB) IAW USAF Airworthiness Bulletin 004A and MIL-HDBK-516C which is based on the FAA non-certifiable items listed on Form 8130-31. For AVs that have a US DoD certified baseline AV, the contractor shall provide a listing of the mission equipment or AV usage not included in the baseline certification and shall develop a CB for those items IAW USAF Airworthiness Bulletins 004A and MIL-HDBK-516C. 4.3.5.1.4 Mission Configured AV Compliance Report
The contractor shall document compliance to the AV CB criteria by performing a combination of tests, demonstrations, inspections and analyses. The contractor shall combine the documented results of these activities with the mission configured AV CB to produce a compliance report IAW USAF Airworthiness Bulletin 005 and MIL-HDBK-516C. If the contractor cannot show compliance to specific criteria, a formal risk assessment shall be performed and submitted to the Government for coordination and acceptance. (A156, DI-SESS-81768/T; A175, DI-MISC- 80508B/T)
4.3.5.1.5 Pre-AV Delivery DT Flight Test
If required, the contractor shall support aircraft USAF certification for Contractor- Owned/Contractor-Operated DT&E flight test with Government test personnel participation IAW Airworthiness Bulletin 1012.
4.3.5.2 AV Cybersecurity
4.3.5.2.1 System Architecture Analysis
The contractor shall prepare and deliver a system-level architecture analysis of the UH-1N Replacement AV configuration and its support systems/equipment using the Platform Information Technology (PIT) Architecture Analysis Report (AAR) Template. (A126, DI-
MISC-80508B/T)
4.3.5.2.2 Cybersecurity Controls
The contractor shall apply the processes defined in DoDI 8500.01, Cybersecurity, DoDI 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT), and the Committee on National Security Systems Instruction (CNSSI) No. 1253 to the AV, its subsystems, and its components. The contractor shall support the Government to identify and assess the cybersecurity controls that are applicable. The contractor shall support the Government to document and test cybersecurity controls that are implemented in the AV. An example of a tailored cybersecurity control set for an AV, ground support equipment, and Mission Planning System is included in Section 3, Applicable Documents.
4.3.5.2.3 Cybersecurity in Technical Data
For the AV, the contractor shall ensure training materials, technical manuals, and other technical data established for the program address cybersecurity controls currently implemented in the system (e.g. administrative, procedural, inherited) or cybersecurity requirements that affect system operation, maintenance, repair, or other support activities.
4.3.5.2.4 Cybersecurity Support
The contractor shall include and support cybersecurity events. These events may include DT/OT, vulnerability testing, penetration testing, code reviews, system scans, out-of-bounds testing, and risk assessment reviews.
4.3.5.2.4.1 Vulnerability Scans
The contractor shall conduct vulnerability scans of PC-based systems (i.e. laptops and tablet computers) on the AV using a Program Office approved vulnerability scanning tool. The contractor shall document the findings IAW paragraph 4.3.5.2.4.5 Plan of Action and Milestones (POA&M). The contractor shall handle the results of vulnerability scans IAW with the system's classification level. (A159, MISC-80508B/T)
4.3.5.2.4.2 Security Technical Implementation Guides (STIGs), Security Readiness Guides (SRGs), Secure Content Automation Protocol (SCAP) Benchmarks The contactor shall identify and implement Security Technical Implementation Guides (STIG) and Security Resource Guides (SRG) used to harden PC-based systems on the AV for which a STIG/SRG exists. Implementation results shall be provided IAW 4.3.5.2.4.5 POA&M, and shall be handled IAW with the system's classification.
4.3.5.2.4.3 Interim Authority to Test (IATT) Request
The contractor shall review and provide input to the Government's Interim Authority to Test (IATT) request.
4.3.5.2.4.4 Authority to Operate (ATO) Brief
The contractor shall review and provide input to the Government's ATO Brief.
4.3.5.2.4.5 POA&M
The contractor shall support the Government by supplying the necessary information to develop a POA&M containing all non-compliant cybersecurity controls, and all non-compliant vulnerability findings as identified in any Vulnerability Scans, STIGs, SRGs, and SCAP Benchmarks.
4.3.5.2.5 Ground Support Equipment (GSE) Cybersecurity
4.3.5.2.5.1 System Architecture Analysis
The contractor shall include maintenance equipment, Mission Planning System, and ground-based computer hardware and software with physical access control to systems and data ports in the architecture analysis referenced in paragraph 4.3.5.2.1 IAW the Platform Information Technology (PIT) Architecture Analysis Report (AAR) Template. (A126, DI-MISC-80508B/T)
4.3.5.2.5.2 Cybersecurity Controls
The contractor shall apply the processes defined in DoDI 8500.01, Cybersecurity, DoDI 8510.01, RMF for DoD IT, and the CNSSI No. 1253 to the support systems/equipment, including Mission Planning Systems, Support Equipment/Test, Measurement, and Diagnostic Equipment (SE/TMDE), and Interactive Electronic Technical Manuals (IETM) eTools. The contractor shall support the Government to identify and assess the cybersecurity controls that are applicable. The contractor shall support the Government to document and test cybersecurity controls that are implemented in the support systems/equipment. An example of a tailored cybersecurity control set for an AV, ground support equipment, and Mission Planning System is included in Section 3, Applicable Documents.
4.3.5.2.5.3 Cybersecurity in Technical Data
For Mission Planning Systems, SE/TMDE, and IETM etools, the contractor shall ensure training materials, technical manuals, and other technical data established for the program address cybersecurity controls currently implemented in the system (e.g. administrative, procedural, inherited) or cybersecurity requirements that affect system operation, maintenance, repair, or other support activities.
4.3.5.2.5.4 Cybersecurity Support

4.3.5.2.5.4.5 Plan of Action and Milestones
The contractor shall support the Government by supplying the necessary information to develop a POA&M containing all non-compliant cybersecurity controls, and all non-compliant vulnerability findings as identified in any Vulnerability Scans, STIGs, SRGs, and SCAP Benchmarks.
4.3.5.3 AV Primary Flight Reference (PFR) Endorsement
If the UH-1N Replacement AV has not been previously endorsed by the Air Force Flight Standards Agency (AFFSA), the contractor shall submit the PFR endorsement package as described in the AFFSA, White Paper Primary Flight Reference Endorsement Process (AFFSA White Paper), AFI 11-202V3, and MIL-STD-1787C. The contractor shall conduct a demonstration of the PFR for the Government’s Flight Symbology Development Group. For the PFR Endorsement, the contractor shall coordinate and obtain Government approval of all data collection and analysis activities before execution of these activities. (A044, DI-MISC- 80508B/T)
4.3.5.4 AV Spectrum Certification
The contractor shall prepare and submit the Application for Equipment Frequency Allocation DD Form 1494, for all spectrum-dependent equipment (transmitters and receivers) including commercial-off-the-shelf (COTS), Government-off-the-shelf (GOTS), or NDI. The contractor shall perform any necessary analysis and testing required to characterize the equipment. (A118, DI-EMCS-81827)
4.3.5.4.1 AV Spectrum Supportability Risk Assessment
The contractor shall provide and maintain a Spectrum Supportability Risk Assessment (SSRA) for any NDI integration beyond the certified baseline AV. (A119, DI-EMCS-81543A)
4.3.5.5 AV TEMPEST Certification:
4.3.5.5.1 TEMPEST Control Plan
For NDI integration beyond the certified baseline AV, the contractor shall establish, implement, and maintain a TEMPEST Control Plan. The contractor shall document in the plan the AV TEMPEST design techniques used to minimize potential TEMPEST vulnerabilities and verify compliance. (A120, DI-EMCS-81687)
4.3.5.5.2 TEMPEST
The contractor shall provide support to Government-conducted TEMPEST characterization testing.
4.3.5.6 US and Japan Operational Approvals
The contractor shall submit documentation for the Government to obtain required operational approval for AV airspace access within the US and Japan. The contractor shall perform all activities necessary (participating in Government planning and technical meetings, providing data and reports, conducting engineering analysis, performing tests, etc.) to obtain operational approvals for world-wide access such as Required Navigation Performance (RNP), Air Traffic Service to include FAA Flight Standards District Office required “operational specification” approvals normally required for a commercial customer to secure operational approvals if applicable. The contractor can submit documentation used for prior certification activities.

4.3.5.7 AV AIMS Certification
The contractor shall submit documentation for the Government to comply with the Air Traffic Control Radar Beacon System, Identification Friend or Foe, Mark XII/Mark XIIA, Systems (AIMS) Program Office Identification Friend or Foe (IFF) performance and interoperability certification requirements. The contractor shall support the Government to resolve any certification deficiencies identified by the AIMS program office. The contractor may leverage prior documentation to support compliance with the AIMS program office certification requirements. (A014, DI-NDTI-80809B)
4.3.5.8 SEEK EAGLE
The contractor shall submit technical reports and artifacts for AV components requiring SEEK EAGLE certification. The contractor may leverage prior documentation to support Government certification of weapons, deployable countermeasures, suspension equipment, tanks and pods
IAW AFI 63-104. (A001, DI-MGMT-81453A)
4.3.5.9 Non-Nuclear Munitions Safety Board
For nonnuclear munitions not in the AF inventory, the contractor shall submit technical reports and artifacts for nonnuclear munitions systems, subsystems, components, and associated support equipment requiring non-nuclear munitions safety board design safety certification. The contractor may leverage prior documentation to support the Government’s effort to obtain non-nuclear munitions safety board certification (i.e., information to support Government certification of ammunition and/or flares IAW AFI 91-205). 4.3.5.10 Additional Certifications
If requested, the contractor shall submit documentation to obtain any additional certifications required for USAF operations. If required, the contractor shall perform all activities necessary (participating in Government planning and technical meetings, providing data and reports, conducting engineering analyses, performing tests, etc.) for the Government to obtain those certifications, accreditations, approvals, waivers, and endorsements, including those presented in the following list:

4.3.6 Engineering Processes
4.3.6.1 System Safety
The contractor shall establish, implement, and maintain a UH-1N Replacement System Safety program, documented in a System Safety Program Plan (SSPP) using Task 102 of MIL-STD- 882E as guidance. The SSPP implements system safety, software safety, safety critical function processes and demonstrates compliant industrial/ground/flight safety programs. The SSPP shall address both civil (SAE ARP 4761, SAE ARP 4754 and IEEE 1228) and military (MIL-STD- 882E) processes as appropriate for system design safety analyses, human factors, test and evaluation and system safety program management. The contractor shall establish, implement and maintain a process for Environmental Safety and Occupational Health (ESOH) hazard risk communication and acceptance by the Government IAW MIL-STD-882E, prior to exposing people, equipment or the environment to a given risk. The contractor shall address in the plan the hazard-tracking system to include mishap hazards, material hazards, noise emissions and pollutants. (A033, DI-SAFT-81626)
4.3.6.1.1 Critical Safety Items (CSIs)
The contractor shall provide and maintain a list of critical safety items based on the criteria contained in the Aviation CSI Management Handbook. (A034, DI-SAFT-80970A/T)
4.3.6.1.2 System Safety Hazard Assessments (SSHAs)
The contractor shall provide a SSHA. The SSHA for the certified baseline AV is acceptable to address existing hazards. The SSHA shall be updated to identify and evaluate hazards associated with NDI integrated beyond the certified baseline AV, along with providing effective hazard mitigation that either controls or eliminates the hazard risk. 4.3.6.1.3 AV Aircraft Information Program (AIP)
The contractor shall identify AIP requirements for flight data and cockpit voice recorders using the rotary aircraft parameters listed in AFH 63-1402 Table 2. The contractor shall use these parameters to support the Air Force Military Flight Operations Quality Assurance program.
4.3.6.1.4 Safety Assessment Report (SAR)
The contractor shall provide a Safety Assessment Report (SAR). The SAR shall provide a summary of the safety data collected, identify all safety features of the hardware, software, and system design, and identify procedural, hardware, and software hazards that may be present in the system and associated equipment being acquired. The SAR shall include the procedural controls and precautions that shall be followed. The SAR shall be a compilation of the contractor's existing certified baseline AV and subsystem safety data and utilize Task 301 of MIL-STD-882 E for any NDI integration beyond the certified baseline AV configuration or otherwise unaccounted for systems and subsystems. 4.3.6.2 UH-1N Replacement System Environment and Occupational Health
4.3.6.2.1 Hazardous Materials (HAZMAT)
The contractor shall establish, implement, and maintain a program to eliminate or reduce HAZMAT embedded or used for Operations and Maintenance (O&M) of the system and equipment associated with the system. This includes Hexavalent Chromium where possible, and properly controlled HAZMAT used by, and associated with, the system throughout the life-cycle complying with MIL-STD-882E Task 108, Hazardous Material Management Plan. The contractor shall identify all current uses of prohibited, restricted, and tracked chemicals as defined in MIL-STD-882E Task 108. To comply with the DoD policy on the use of hexavalent chromium, the contractor shall identify current uses, opportunities to reduce its use, and to implement those opportunities with no loss of capabilities or negative impact to schedule where cost effective. The contractor’s HAZMAT management program shall include identification and quantification of HAZMAT used and hazardous waste generated, including Class I and II ozone depleting substances defined in 40 CFR §82, during normal O&M and emergency situations.
The data shall include the locations, quantities, disposal requirements, and special training requirements for the HAZMAT. The contractor shall describe the processes in a Hazardous Materials Management Program (HMMP) Plan. As an element of the plan, the contractor shall address the process for collaborating with the Government to revise the materials to be prohibited, restricted or tracked. The contractor shall provide required information on specific HAZMAT and hazardous waste in HMMP reports. The contractor can utilize previously established plans, programs, and processes to meet the UH-1N Replacement HAZMAT plan.

4.3.6.2.2 Environmental Analysis Data
The contractor shall provide an Environmental Analysis Data Report to support the Government’s National Environmental Policy Act (NEPA) analysis requirements complying with MIL-STD-882E Task 210. (A002, DI-MISC-80508B/T)
4.3.6.2.3 ESOH Hazard Risk Tracking
The contractor shall establish, implement and maintain an ESOH hazard risk data tracking process based on MIL-STD-882E, Task 106. The ESOH Hazard Risk Tracking System shall include, but not be limited to, mishap hazards, material hazards, occupational and environmental noise emissions, and pollutants. The contractor shall provide the Government with unrestricted access to the hazard risk tracking process. The contractor’s hazard risk tracking process shall be transferable to the Government when the system is fielded. (A003, DI-SESS-81694B/T)
4.3.6.2.4 AV Noise Measurement Reports
The contractor shall provide Noise Measurement Reports. The contractor’s Noise Measurement Reports shall include near-field and personnel ground run-up noise hazard measurements. The contractor shall make these reports available to the Government via the DAL. The contractor may utilize previous reports. (A001, DI-MGMT-81453A)
4.3.6.3 Corrosion Prevention and Control
The contractor shall implement and maintain a Corrosion Prevention and Control Program (CPCP) IAW MIL-STD-1568D and MIL-STD-1530D. (A032, DI-MFFP-81403A/T)
4.3.7 AV Weapon Systems Integrity (WSI)
The contractor shall establish, implement, and maintain the following WSI programs using MIL- HDBK-515 as a guide. The contractor shall identify FAA-equivalent programs required for continuous airworthiness. The contractor shall document and provide USAF access to plans, tasks, test data and reports associated with WSI programs.
4.3.7.1 Aircraft Structural Integrity Program (ASIP)
The contractor shall establish, implement and maintain an ASIP IAW MIL-STD-1530D Change
1. The contractor can utilize previously established plans, programs and processes for the AV to meet the UH-1N replacement ASIP plan. In addressing paragraph 5.3.1 and 5.3.4 of MIL-STD- 1530D Change 1, the contractor will not be required to perform full scale static and durability testing to satisfy this CDRL submission. The contractor will provide existing relevant data, analysis and structural flight testing to achieve acceptance of a risk by the USAF in lieu of performing full scale static and durability testing. 4.3.7.1.1 Rotorcraft Dynamic Component Tracking
The contractor shall establish, implement and maintain a Rotorcraft Dynamic Component Tracking (RDCT) Program to provide data to support condition-based maintenance IAW MIL- STD-1530D Change 1. (A028, DI-MISC-80508B/T)
4.3.7.1.2 Loads/Environment Spectra Survey
The contractor shall establish and conduct a Loads/Environment Spectra Survey (L/ESS) IAW MIL-STD-1530D Change 1. (A123, DI-SESS-81450B)
