Section J, Attachment 14 AV Spares. When completed, the MS Excel spreadsheet is extremely long, which makes reviewing and verifying data challenging.
QUESTION: Will the Government allow the Offeror to break the spreadsheet down into Tabs with each Tab corresponding to an installation?
No. Please complete all Spares and Support Equipment List Attachments in the format provided in the solicitation.

Will the Government clarify how the contractor will provide “just in time” training for aircrews destined for Minot AFB identified within PWS Table 1 when contractor-provided Type-1 training is scheduled to end 24 months prior to the required delivery date of the last aircraft to Minot?
Table 1 in the PWS does not require Type-1 training for operational aircrews at Minot, only ATD (OFT) Instructor Training for Minot.

QUESTION 1. Should the Contractor assume that all M240 weapons and ammunition will be stored and maintained at the
Kirtland AFB, and that the weapons and ammunition will be provided by the Government to the Contractor for training use in accordance with the pre-arranged training schedule?
QUESTION 2. Is ammunition included as GFE for all training?
Yes, all M240 weapons and ammunition will be stored and maintained at the Kirtland AFB, and that the weapons and ammunition will be provided by the Government to the Contractor for training use in accordance with the pre-arranged training schedule. Weapons and ammunition provided by the Government to the Contractor for live fire training are not GFE.
4 Section H, H006
In Section H, page 55 of 93, AFLCMC/WIH-H006, Equitable Adjustment for Reliability Requirement (JUN 2017), the government states that it will impose Liquidated Damages (LD), but does not invoke or reference the appropriate FAR clause regarding Liquidated Damages.
QUESTION. Will the government identify which FAR clause it intends to invoke with this statement?
H006 refers to "equitable adjustment," not "liquidated damages." Therefore, there is not a FAR clause reference to invoke "liquidated damages."
5 Section H, H006
In Section H, page 55 of 93, AFLCMC/WIH-H006, Equitable Adjustment for Reliability Requirement (JUN 2017), the
Government imposes Equitable Adjustments (EA) for reliability requirements that are beyond the contractor's ability to control.
IAW the schedule and requirements provided, the contractor will be subject to EA while elements of the supply and support system are under Government control. The contractor cannot be held liable for supply and support challenges the Government might experience.
Clause AFLCMC/WIH-H006 addresses reliability, which is a metric that is inherent to the design of the system itself. While other support metrics, like availability, may be impacted by elements under the Government’s control, reliability was selected for this contract clause because its success or failure is a function of the aircraft's design rather than the support structure around it.

COMMENT: The Government has directed a Firm Fixed Price (FFP) cost/price for unscheduled depot level maintenance for the air frame and all major subsystems. Offerors cannot estimate unspecified, unscheduled depot-level maintenance or provide a cost/price quote IAW the instructions provided.
QUESTION. Will the Government provide a sample scope expected for D-level work, a planning figure, or convert the CLIN to a Time and Material Effort in order to effectively evaluate all offers from a common baseline.
The contract type for CLIN xx34 Depot Level ICS will not be changed to T&M. D-Level ICS is expected to cover any condition-based depot-level repairs on the airframe that are necessary while D-Level ICS is active. As highlighted by the D-Level ICS language in the PWS, scheduled and unscheduled maintenance of non-airframe items is covered as well. The offerors are expected to bid this effort under a FFP CLIN using failure and repair data based on historical usage of the baseline aircraft combined with modeling and simulation where necessary. It is also important to remember that unscheduled D-Level Maintenance ICS actions do not include those repairs that fall under the definition of an Over and Above Repair. The distinction between the two is the cause of the failure.
7 SF 33 and SF 30
In regards to contractors required acknowledgement of amendments for this solicitation, are they required to complete only block 14 on the SF 33 form or are they required to sign the
SF 30s issued for each amendment as well?
In the middle of the SF 33, it specifically states, "OFFER (Must be fully completed by offeror)" which includes Blocks 13 - 18. This is also specifically stated in Section J, Atch 25 - Section L, paragraph 5.1.1. Block 11 of the SF 30 provides specific instructions relative to amendments.
8 Section L
Specifically for items such as the TEP, Pricing Workbook, IMS, and the Weight and Performance Workbook, the primary format for these documents are Excel – with the intent to be submitted on a DVD file. Is there also a requirement for a printed copy of each of these files in the proposal submittal?
See Section J, Atch. 25 - Section L, Table 3-1 Proposal Organization. For example, IMS and the Weight and Mission Performance Workbook would be included in Volume II - Technical. Follow guidelines under the "Copies" column for Technical.
9 Section L
For the Section J Attachments (i.e Attach 05 AMFC Form or Attach 06 DD Form 1653) wherein the files were ‘information only’ for consideration of the proposal, is there a requirement for those ‘information only’ attachments to be printed/submitted in the proposal submittal? Or included electronically on DVD?
Section L, paragraph 5.1 (second paragraph) states, "the Offeror’s proposal shall include a signed and dated copy of the Model Contract (Sections A through J)." All documents must be printed/submitted in the proposal (hard copy and electronic copy).
