About this file
This is a proposal pricing template for the Advanced Propulsion Acquisition Contract (APAC) Multiple Award Contract staffing proposal. The template is designed for offerors to complete prior to a post-award conference and establishes specific pricing parameters that must be strictly followed. The total proposed price for the post-award conference is fixed at exactly $1,000, which must cover fully burdened labor rates for up to four personnel attending either in person or virtually. The post-award conference will last approximately 60 minutes, and offerors must propose fully burdened labor rates that reflect the 1-hour duration. The template includes designated fields for four personnel positions with corresponding fully burdened labor rates (FBLR) and labor hours, with a separate line item for Task Order 001 Proposal Preparation Price. Offerors are strictly prohibited from manipulating the table structure or deviating from the provided hour allocations; any exceptions must be justified through supporting documentation with narrative or chart explanations.
Offerors must complete Tab 2 of the Excel spreadsheet with staffing proposal details and Tab 3 with Ground Rules and Assumptions explaining the proposed pricing and preparation methodology. Eligibility for award is contingent upon completing this staffing proposal with the total proposed price equaling exactly $1,000. This pricing template applies to the FA8626-25-R-B008 solicitation, an RFI for the Air Force Life Cycle Management Center's APAC IDIQ contract focused on propulsion technology development and acquisition. The template was added as an attachment on December 12, 2025, with updated materials released on February 5, 2026, as part of the draft RFP with a target final RFP release in the first quarter of 2026 and an anticipated 30-day proposal development period for industry partners.
