Statement of Work Summary

This is a Statement of Work (SOW) for Delivery Order (DO) 1 under the Advanced Propulsion Acquisition Contract (APAC) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) agreement issued by the U.S. Air Force Life Cycle Management Center Propulsion Directorate (AFLCMC/LP). The contract number is FA8626-25-R-B008, effective 8 January 2026. The APAC MAC IDIQ is designed to provide the Air Force with rapid development capacity for novel propulsion technologies, innovative solutions, and advanced system concepts across all propulsion lifecycle phases including technology maturation, concept development, demonstrations, integration, procurement, production, fielding, operations, and sustainment.

DO 1 contains minimal technical requirements and serves primarily as an orientation delivery order. The contractor must: (1) attend a one-hour virtual post-award orientation conference (PAOC); (2) provide a 30-minute government briefing discussing future propulsion technology capabilities, benefits of current and future capabilities to the propulsion enterprise, company strengths in propulsion, and supporting discussion; and (3) submit presentation materials no later than five business days prior to the PAOC to the Procuring Contracting Officer (PCO) via email or DoD SAFE. The applicable documents referenced include Air Force and DoD directives, IEEE systems engineering standards, military handbooks covering configuration management, airworthiness certification, system safety, manufacturing management, propulsion system integrity, and various defense acquisition and lifecycle management policies. The SOW is marked as UNCLASSIFIED but contains technical data restricted by the Arms Export Control Act and Export Administration Act of 1979.

1.0 Introduction

The Advanced Propulsion Acquisition Contract (APAC) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) Contract is designed to provide the Air Force Life Cycle Management Center Propulsion Directorate (AFLCMC/LP) with the capacity to: a) rapidly develop technologies for novel propulsion capabilities, b) implement unique solutions and innovative ideas, and c) advance new technologies and system concepts that provide evolutionary, revolutionary, and disruptive capabilities for the United States Air Force and strategic partners, and d) enables a rapid response applicable to all areas and lifecycle phases of propulsion development, including technology maturation, concept development, concept demonstrations, integration, procurement, production, fielding, operations, and sustainment to quickly meet current and future propulsion system requirements, while maximizing the use of the digital environment.

The scope described below specifically applies to Delivery Order (DO) 1 for the APAC IDIQ contract.

2.0 Scope

This contract is to ensure the contractor understands the overall intent and mechanics for issuing Fair Opportunity Proposal Requests (FOPRs) for the APAC MAC IDIQ. The contractor will have the opportunity to expound upon any additional propulsion capabilities possessed by the contractor.

3.0 Delivery/Task Order (DO/TO) Requirements

The contractor shall provide a presentation to complete the following tasks:

1. Attend a one-hour virtual post award orientation conference (PAOC);

2. Provide a 30-minutute briefing to the Government to discuss future areas of capability relevant to propulsion technology, identify the benefits of current and future capabilities to the propulsion enterprise, identify company strengths in the propulsion enterprise and provide a discussion of that strength;

3. Presentation materials shall be provided no later than (NLT) five business days prior to the PAOC by the contractor to the PCO via email or DOD SAFE.
