About this file
This document is a Contract Data Requirements List (CDRL) General Instructions guide for the Advanced Propulsion Acquisition Contract (APAC), a Multiple Award Contract (MAC) and Indefinite Delivery Indefinite Quantity (IDIQ) vehicle issued by the Air Force Propulsions Directorate, Advanced Propulsion Development (APD) Division (AFLCMC/LPA) under solicitation FA8626-25-R-B008, dated January 8, 2026.
The CDRL establishes standardized procedures for contractors to deliver technical data and documentation throughout contract performance. Data submissions must comply with DoD 5010.12 standards and conform to Data Item Descriptions (DIDs) available in the ASSIST Database. Contractors shall submit data in basic volumes at unclassified levels whenever possible, with classified data not exceeding Secret Special Access Required (SAR) level, and higher classifications provided as separate annexes. Data delivery methods include electronic submission via government-approved servers, email attachments, or physical media (CD-ROM/DVD-ROM) with specific disc labeling requirements. All text documents must be submitted as MS-Word files with copy-and-paste capability and populated metadata; non-text documents (spreadsheets, graphics, databases) should be submitted as PowerPoint or Excel files with accompanying MS-Word documentation, unless native format is technically necessary. Data must be accompanied by transmittal letters addressing the Contracting Officer and Program Manager, identifying contractor point of contact, contract number, document control information, CDRL sequence number, DID number, submittal frequency, and distribution addressees. Data submission dates are calculated by calendar days and interpreted as the date government receives the data; electronic data received after 1700 Eastern Standard Time is considered delivered the next business day, with specific holiday adjustments provided. Documents marked with "A" in Block 8 of DD Form 1423-1 require government approval, with the technical office providing approval, disapproval, or corrective action notification within 30 calendar days; data is automatically approved if no response is provided within 30 days, though contractors must notify the program office before assuming approval. All data shall be marked with appropriate distribution statements (A through F) per DoD Instruction 5230.24, with export-controlled data bearing specific warning statements. The document includes 120 possible tailorable CDRLs for individual delivery/task orders covering acquisition and sustainment data packages, configuration management, safety assessments, test reports, logistics support plans, risk management documentation, and software development records, among others.

4. METHOD OF TRANSMITTAL:
5 | P a g e
UNCLASSIFIED
a. All data submittals shall be accompanied by a letter of transmittal, and the Government shall acknowledge receipt and acceptance, where Government approval is required. Copies of all letters of transmittal shall be provided to the CO and CMDM Team. The letter of transmittal shall include as a minimum: (See Attachment 1)
Contractor Point of Contact (POC) Contractor address Date Contract number and program name Letter control number Document control number Document revision level Document date CDRL sequence number DID Number Data Title/Subtitle Reason or frequency of submittal (monthly, draft, final, update, etc.)
List of distribution addressees as identified in Block 14 of the CDRL List all document enclosures
b. If a paper copy of the LT is prepared, a complete list of addressees shall be placed at the end of the LT, annotating the recipients (as identified on the DD Forms 1423-1, Block 14) including the transmittal-letter-only recipients. If submittal is made via e-mail, the list of addressees in the “TO” line shall include the complete list of addressees and shall be considered sufficient.
c. Unless otherwise specified in Block 16 of the DD Form 1423-1, data submittal date is interpreted as the date the Government receives the data. An annual submittal is defined as one submittal within each Calendar Year (January 1st to December 31st). Electronic data available after 1700 Eastern Standard Time shall be considered delivered the next business day. Submittal days are considered workdays unless it’s a Saturday delivery, then it would be a Friday submittal, if a Sunday delivery, then it would be Monday. For submittal days which fall on Government holidays (as defined by OPM); When the holiday falls on a Monday, then submittal is due the next workday. When the holiday falls on Tuesday through Friday, the submittal is due the day prior.
The six (6) shared holidays (New Years Day, Memorial Day, 4th of July, Labor Day, Thanksgiving Day and Christmas) are not considered workdays and shall not be used when determining submittal due dates.
The non-share holidays (Martin Luther King Day, Presidents Day, Juneteenth, Columbus Day and Veterans Day) are considered workdays when determining submittal due dates.
d. For each data item in the CDRL, the Contractor shall clearly state in the final transmittal letter that this is the last submittal being made and that all contractual requirements concerning that data item have been fulfilled.
e. For each data item the Configuration/Data Manager shall receive a notification of delivery of the data regardless of data type.
5. DATA SUBMITTAL AND APPROVALS:
6 | P a g e
UNCLASSIFIED
The following definitions apply to Block 8 of the DD Form 1423-1:
a. The use of an “A” in Block 8 indicates that Government approval of the identified document is required to assure that the contractor is sufficiently prepared to proceed to the next phase of the contract in addition to verifying compliance with the DID and CDRL requirements. Unless otherwise specified in the DD Form 1423-1 as calculated by working or business days, data item due dates to the Government are calculated by calendar days. Working days are defined as Monday -Friday. Except for the Government Holidays that are called out by OPM. Unless otherwise specified in an individual CDRL, all submittals of a CDRL with an “A” in Block 8 require approval. Any change to an already approved final data submission also requires Government Approval. Unless otherwise specified on the DD Form 1423-1, the technical office noted in Block 6 will review the data submitted for approval and the CO will notify the contractor of approval, disapproval, or corrective action required within 30 calendar days after receipt of data submittal. If the program office cannot respond within the 30 calendar days, the contractor will be notified, and a new suspense date will be mutually established. If the program office has not provided approval/disapproval/intent to extend due date within the 30 calendar days, the data will be considered automatically approved. However, the contractor shall notify the program office via telecom or email prior to assuming approval.
b. If Block 8 has an “N” or is left “blank” these data items are considered non-approval, however, this does not relieve the Contractor of the responsibility of compliance with applicable regulations, standards, procedures, etc. All data submissions are subject to review by the procuring agency for departure of said compliance. The presence or absence of an “A” in Block 8 does not relieve the contractor of the responsibility of full contractual compliance and all data will be subject to review and acceptance by the Government.
c. Data submittal requirements shall not be considered to have been met until the procuring agency has determined that all contractual requirements have been met regarding the identified data.
6. REVISION TO DATA SUBMITTALS AND RESUBMITTALS OF DATA:
a. Unless otherwise specified, data submittals that are disapproved by the Government shall be revised and resubmitted by the contractor within 30 calendar days after receipt of CO letter. If the contractor cannot resubmit within 30 calendar days, the CO shall be notified withing 15 calendar days after receipt of CO letter and a new mutually agreed upon suspense date will be established.
b. Data submittals that require corrective action shall be revised and distributed within 30 calendar days after receipt of CO letter, or as specified in the delivery requirements of the applicable DD Form 1423-1.
If the contractor cannot resubmit within the required time, the CO shall be notified within 15 calendar days after receipt of CO letter and a new mutually agreed upon suspense date will be established. The CO will notify the contractor of approval, or further corrective action required for the previously submitted corrective actions, within 30 calendar days after receipt of resubmittal.
7. DOCUMENT REVISIONS:
7 | P a g e

d. Each revised page shall contain the revision number or letter in the upper right corner of the page.
e. Anytime a revision is submitted, the title page of the document shall indicate the number or letter and date of that revision. Latest revision symbol and date shall be visible on the front surface of the document.
f. The letter of transmittal for each revision shall reference all previous/pertinent correspondence relating to the documentation being submitted.
8. DOCUMENTATION MARKING:
DoD instruction 5230.24, Distribution Statements on Technical Documents, provides policy and guidance on marking documents. Air Force Instruction (AFI) 61-204, Disseminating Scientific and Technical Information, specifies certain distribution statements to be used on data to control distribution by Government agencies such as the Defense Technical Information Center (DTIC).
a. Block 9 of the DD Form 1423-1 annotates the relevant distribution statement applicable to the data to be submitted. This distribution statement shall have precedence over other technical documentation on this Contract, unless otherwise specified. As annotated in Block 9 of the DD Form 1423-1, one of the following distribution statement(s) shall apply to all data on this contract:
DISTRIBUTION STATEMENTS:
(1) Distribution Statement A. Approved for public release.
(a) This statement may be used only on unclassified technical documents that have been cleared for public release by competent authority in accordance with DoD Directive 5230.09 and DoD Instruction 5230.29. Technical documents resulting from contracted fundamental research efforts will normally be assigned Distribution Statement A, except for those rare and exceptional circumstances where there is a high likelihood of disclosing performance characteristics of military systems, or of manufacturing technologies that are unique and critical to Defense, and agreement on this situation has been recorded in the contract or grant.
(b) Technical documents with this statement may be made available or sold to the public and foreign nationals, companies, and Governments, including adversary Governments, and may be exported.
8 | P a g e
UNCLASSIFIED
(c) This statement shall not be used on classified technical documents or documents containing export-controlled technical data as provided in DoD Directive 5230.25.
(d) This statement shall not be used on technical documents that formerly were classified unless such documents are cleared for public release in accordance with DoD Directive 5230.25.
(2) Distribution Statement “B” – Distribution authorized to U.S. Government agencies only, (fill in reason) (date of determination). Other requests for this document shall be referred to AFLCMC, 2450 D Street, Bldg. 20, WPAFB, OH 45433.
(3) Distribution Statement “C” – Distribution authorized to U.S. Government agencies and their contractors, (fill in reason) (date of determination). Other requests for this document shall be referred to AFLCMC, 2450 D Street, Bldg. 20, WPAFB, OH 45433.
(4) Distribution Statement “D” – Distribution authorized to Department of Defense and U.S. DoD contractors only; (fill in reason) (date of determination). Other requests for this document shall be referred to AFLCMC, 2450 D Street, Bldg. 20, WPAFB, OH 45433.
(5) Distribution Statement “E” – Distribution authorized to DoD components only, (fill in reason) (date of determination). Other requests for this document shall be referred to AFLCMC, 2450 D Street, Bldg.
20, WPAFB, OH 45433.
(6) Distribution Statement “F” – Further dissemination only as directed by AFLCMC, 2450 D Street, Bldg. 20, WPAFB, OH 45433, (date of determination), or higher DoD authority.
(a) Export-Controlled Warning Statement: Besides a distribution statement, the marking system also requires the use of a warning notice on all documents that contain export controlled technical data.
That notice may be used in conjunction with any of the five limited distribution statements (“B”, “C”, “D”, “E” and “F”) Statement A: which authorizes public release, cannot be used in conjunction with the export-control warning notice. Procedures for dissemination of this technical data outside of the U.S. Government are contained in the DoD Directive 5230.25.
WARNING _ This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec. 2751, et seq) or the Export Administration Act of 1979 Title 50, U.S.C., App 2401 et seq.) as amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with the provisions of DoD Directive 5230.25.
When it is technically infeasible to use the entire statement, an abbreviated marking may be used, and a copy of the full statement added to the “Notice to Accompany Release of Export -Controlled Data” required by DoD Directive 5230.25.
(b) Contractor Imposed Distribution Statements. Part 27, Subpart 27.4 to the DoD Supplement to the Federal Acquisition Regulations (FAR) stipulates control procedures for contractor-controlled technical data to which the Government has limited rights.
