About this file

This is a Small Business Participation Commitment Document (SBPCD) template required for all offerors to complete as part of the proposal submission process. The document serves as Subfactor 3 in the evaluation criteria and applies for the duration of the contract, including any future Delivery Orders or Task Orders.

Offerors must complete either Section 1 (for small business primes) or Section 2 (for other than small business primes). Section 1 requires small business primes to identify their specific small business classification(s)—including Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), HUBZone Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB)—and specify the total percentage of work planned for small businesses versus other than small businesses, which must total 100 percent. Offerors must provide the prime contractor's business name, CAGE code, and applicable NAICS code(s), identify all planned small business subcontractors, teaming partners, and joint venture partners with their respective CAGE and NAICS codes, and describe the extent of commitment for each small business entity (whether commitments are written contracts, verbal agreements, enforceable, non-enforceable, joint ventures, mentor-protégé arrangements, etc.). Section 2 follows the same structure for other than small business primes, requiring them to identify planned small business subcontractors, partners, and the percentage of work allocated to small versus other than small businesses. The document emphasizes that small business size standards are determined by the applicable NAICS code of the joint venture, teaming partner, or subcontract, which may differ from the prime contract's NAICS code.

Small Business Participation Commitment Document

All Offerors shall submit a Small Business Participation Commitment Document (SBPCD) as outlined below to fulfill the Subfactor 3: SBPCD requirement. The information that you provide on this form will be used to evaluate your proposed participation/commitment to use U.S. small businesses in the performance of the basic contract and any future orders (as a small business prime, joint venture, teaming arrangement, and/or small business subcontractors). The SBPCD is different from the Small Business Subcontracting Plan that is described in Section L paragraph 3.5.5, which is only required for other than small businesses.

This document applies for the duration of this contract. The Government understands that requirements have not been defined for future Delivery Orders/Task Orders. Offerors shall complete this form with their best estimate of any future awards they receive on this contract.
