***QUESTION 8 WILL BE UPDATED NLT COB WEDNESDAY 1/12/22***

QUESTIONS:

1. QUESTION: Clarify discrepancy between:

Attach 1 SOW 2.3.1.1 Three (3) year subscriptions to Garmin International Standard

PilotPak which includes…

Attach 6 Brand Name Justification Page 2, Section III Description of supplies/services required to meet agency needs.

-Two (2) year subscription to Garmin International Standard PilotPak which includes…

ANSWER: The Brand Name Justification (Attach 6) was incorrect and an updated version was posted on 12/17/21. The requirement is for three 3 years.

2. QUESTION: Where are the documents A001, A002, A003 located mentioned in 2.3.1.1, 2.3.1.2, and 2.3.1.3 of the Statement of Work?

ANSWER: The documents were not posted as part of the original solicitation. The documents were added to the solicitation as “Attachment 7 CDRLs” on 1/3/22.

3. QUESTION: Is transportation cost to be covered by Contractor to Chad?

ANSWER: Quotes should NOT include cost for transportation. Through the use of the

Defense Transportation System (DTS), DCMA will arrange for shipment from Contractor facility to Chad. The costs associated with shipment from contractor facility to Chad will be handled separate from this requirement, directly through the FMS case.

4. QUESTION: Some of the items are discontinued and/or have suitable substitutes. How would you propose we identify what is changed in the Lot pricing to your office?

ANSWER: Any means that identifies the original part as listed in Attachment 2 of the solicitation, along with indication that the part has been discontinued, and/or whether or not a suitable substitute exists. If proposing a suitable substitute please identify the part number, along with its description. Attachment 8 “Work Sheet Spares and Support

Equipment” has been added to the solicitation as an option to clearly identify discontinuation/substitute in a separate column next to each part.

5. QUESTION: Some of the spares requested have been discontinued without replacement, how do you want these addressed?

ANSWER: If a part has been discontinued, identify the original part as listed in Attachment

2 of the solicitation, and state that the part has been discontinued without replacement.

Attachment 8 “Work Sheet Spares and Support Equipment” has been added to the solicitation as an option to clearly identify if a part has been discontinued in a separate column next to each part.

6. QUESTION: In regard to technical documentation. Please confirm you only require technical documentation when an alternate part is provided.

ANSWER: Correct, technical documentation only needs to be provided when an alternate part is being proposed.

7. QUESTION: 2.4.1 of the SOW states the contractor is responsible for shipping in accordance with the contract, since this isn’t a contract what is the full requirement?

ANSWER: The Statement of Work is worded to be incorporated into a future contract in which official delivery dates will be included. That is the reason why “IAW the contract” is referenced throughout the SOW.

8. QUESTION: In reference to 2.3.1.2 in the SOW for kneepad tablet: Regarding knee-boards, are they/you wanting to use Jeppesen FliteDeck Pro or ForeFlight Military Flight Bag?

ANSWER: Awaiting confirmation from customer on requirement.

9. QUESTION: What is DTS? Is the intent of DTS for the winning bidder to ship to a location in the

US, or is it just an oversite organization and ultimately we’d still ship directly from us to Chad?

ANSWER: The DTS is the Defense Transportation System which would be responsible for shipping the items to final destination. The contractor should coordinate with DTS once the parts are ready for shipment. The cost of transportation from Contractor facility should

NOT be included in quotes.

10. QUESTION: Will an export license be required as stated in the SOW?

ANSWER: An export license may not be required. However, if an export license is necessary, it will be the responsibility of the contractor. The Statement of Work, Rev A, has been updated to state “if necessary” next to “export license.” (Rev A will be posted

Wednesday 1/12 once response to Question 8 is received.)
