Department of the Air Force, Air Force Material Command, Air Force Life Cycle Management Center, International Acquisition Programs Division, Wright-Patterson AFB, Ohio, 45433. FA8625-22-C-2035
This action will be a new Firm-Fixed-Price contract.
Under the contemplated contract, the USG will procure unclassified spares, support equipment and subscriptions on behalf of the Chad Air Force (CAF) to support two (2) previously procured Cessna C208B EX aircraft in the Intelligence, Surveillance and Reconnaissance (ISR) configuration. This is a follow-on effort to the CD-D-QAB sustainment case and is part of the African Peacekeeping Rapid Response Partnership (APRRP), which is a Building Partnership Capacity (BPC) program. BPC programs encompass security cooperation and security assistance activities funded with US Government (USG) appropriations and administered as cases within the Foreign Military Sales (FMS) infrastructure.
The estimated delivery for all equipment is 180 days after contract award. The subscriptions will have a Period of Performance extending up to 36 months (including options). A list of non-brand-specific spares and support equipment can be found in the SOW attachments. This brand name justification is applicable to the subscriptions portion of this effort only. The requirements for the subscriptions are as follows:
- Two (2) year subscription to Garmin International Standard PilotPak which includes NavData, Obstacles, SafeTaxi, Terrain, Airport Directory, Basemap and Frequency databases. This data will be used for the onboard Garmin 1000 system as the primary navigation method.
- Three (3) year subscription to Jeppesen NavData to be used with kneepad tablets as a secondary navigation method
- Three (3) year subscription to Jeppesen Hardcopy Flight Charts to be used as a tertiary navigation method.
AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)
This brand name justification is applicable to the Garmin International Standard PilotPak subscription, Jeppesen NavData subscription, and the Jeppesen Hardcopy Flight Charts subscription portion of the acquisition only. All other requirements being procured under this acquisition are non-brand specific spares and support equipment.
The reason for the restriction to the brand specific Garmin and Jeppesen subscriptions is due to the limitations imposed by the previously procured aircraft. Part of the Cessna C208B EX aircraft standard configuration is the Garmin 1000 (G1000) navigation system. The aforementioned brand name subscriptions are the only subscriptions compatible with the G1000 navigation system. The subscriptions provide regular updates to the system's navigation databases. Failure to provide these specific subscriptions will untimely render the navigation system inoperable.
Additionally, the CAF has been trained on the use of the Jeppesen NavData and Jeppesen Hardcopy Flight Charts

Further risk is imposed by other subscription services potentially failing to work, or proving incompatible, with the current unique set-up.
IAW DFARS PGI 206.302-1(d), AFLCMC issued a Sources Sought notice on the Government Point of Entry for requested requirements. The sources sought incorporating the requirements described above was published on the beta.SAM website on 15 November 2021 under solicitation number FA8625-22-R-2035 and closed 26 November 2021. The US Government received responses to the above sources sought. Both sources were deemed capable of delivering all required items, including the brand specific subscriptions. As a result, the brand specific requirement is not believed to be a factor that will limit competition. The acquisition strategy will be to conduct a competitive total small business set aside.
AFLCMC/WLI will continue to monitor the market and conduct further market research for opportunities for additional sources. If another potential source emerges, AFLCMC/WLI will assess whether competition for future requirements is feasible.
In accordance with FAR 12.209, the contracting officer shall ensure that this contract is procured at a fair and reasonable price. The fair and reasonable determination will be made on the basis of competition. However, in the absence of expected competition, the determination will be made on historical pricing, public commercial price listings, and/or other than certified cost or pricing data, if necessary, to support the accuracy and reliability of the proposed value.
The USG conducted extensive market research, including Internet searches, directly contacting vendors in the industry, as well as leveraging historical information to determine if alternative brand subscriptions could be compatible with the previously procured aircraft. However, the results of research indicated that only the Garmin and Jeppesen brand subscriptions would be capable of meeting the Government's full requirement. This is confirmed by publicly available information such as on-line search engines, user manuals, vendor websites, electronic brochures, and catalogs.
