ANSWER: No interpreter required

8. QUESTION: Does the Rigali AB have security requirements for accessing the location with electronic devices, bags, personal items? Will the contractor employees badging allow daily transport in and out of the base with laptops, phones, tooling and materials as needed?

9. QUESTION: Is the expectation that all years of subscriptions are to be provided at the time of the

POP start? In cases where products are not sold in 2 year packages and prices/packages are not set for future years. Will accommodations be available in the next SOW revision? e.g. CAMP is available in 1 year subscriptions.

ANSWER: The PoPs start dates for the subscriptions are as follows:

Subscription PoP Begin Date

CAMP 1 Jun 2023

Jeppesen

Aircraft 5607 12 Jul 2023

Aircraft 5608 1 Aug 2023

Aircraft Tech Pubs 26 Nov 2022

Aircraft Engine Tech Pubs 23 Nov 2023 ** These corrected dates are reflected in V2 of Attachment 2, Price Schedule**

All subscriptions should be quoted in yearly increments. IAW Attachment 1, Statement of

Work, Rev B (and Attachment 2, Pricing Schedule, V2, which will become the eventual

CLIN structure) the PoP shall be one year with the option to extend each subscription by one year. Since the second year is an option, it is not recommended to quote on the basis of a two-year package.

10. QUESTION: New delivery aircraft: Will the aircraft have all avionics updates, SB/AD compliance, FAA Circular compliance at the time of delivery? Will deferred maintenance be accepted by the USG on aircraft delivery?

ANSWER: Aircraft 1 was delivered July 2021 and Aircraft 2 was delivered August 2021.

All aircraft were in compliance at delivery, and will be in compliance upon this CLS effort’s

PoP start date. Part of the previous contract for the two C208Bs was one year of integrated logistics support (ILS FSRs), which have been in country since Aircraft 1 delivery. That

PoP expires at the end of July 2022 when this efforts PoP is scheduled to begin. There is no deferred maintenance.

11. QUESTION: Are 208B's in place now in RAB? If so how many? Are those aircraft outside the contract scope? If not, will they be up to date on all maintenance at the time of transition and will additional requirements be released to combine this fleet of two aircraft with the original fleet under this contract? If not, is another contractor in place to advise on those aircraft? Context:

SOW Rev A 9 Mar 22 states throughout "...RAF currently has..." in relation to CAMP and publications.

ANSWER: Both Aircraft will have been in country approximately one year upon the start of the CLS effort. These are the only two C208B Aircraft in Rwanda’s fleet. These Aircraft have been being maintained and kept up-to-date by the RAF and current contractor FSRs who have been in country since initial delivery one year ago.

12. QUESTION: Is the CONUS Replacement Center (CRC) a must or can the AFRICOM

Deployment and Medical Requirements be met via alternate commercial deployment centers?

ANSWER: CRC is not a requirement, but if the Contractor proposes to use an alternate commercial deployment center it must be approved by CO, IAW 3.2.10 of the Statement of

Work, Rev B.

13. QUESTION: Jeppesen Chartview subscription does not identify a required start date. Please identify subscription start dates.

ANSWER: The PoPs start dates for the subscriptions are as follows:

Subscription PoP Begin Date

CAMP 1 Jun 2023

Jeppesen

Aircraft 5607 12 Jul 2023

Aircraft 5608 1 Aug 2023

Aircraft Tech Pubs 26 Nov 2022

Aircraft Engine Tech Pubs 23 Nov 2023 ** These corrected dates are reflected in V2 of Attachment 2, Price Schedule**

14. QUESTION: SOW states initial PoP is 2 years for all subscriptions w/ 1 base +4 for CLS. Pricing spreadsheet includes only 12 months in Base for subscriptions and 2nd year is considered Option

Year 1.

ANSWER: The Statement of Work, Rev B, has been updated to reflect the correct subscription requirement, which is a PoP of one year with one pre-priced option year. The

Price Schedule, V2, also now reflects the specific PoPs. All documentation is now consistent with requested requirements and reflects all the correct PoPs. The CLS remains correct/consistent between the SOW and Price schedule which reflects a base PoP of one year with four pre-priced option years.

ANSWER: GSE list provided as Attachment 10 to the RFQ.

16. QUESTION: What skill level will the aircraft mechanics be at that will maintain the C-208 aircraft? Experienced Certified Mechanics but new to the C-208? Newly certified mechanics?

Etc…

ANSWER: Skill level of RAF aircraft mechanics will be approximately one year upon this

CLS effort’s start. The previous contract provided RAF mechanics with the following training: Level I/II maintenance training (including explanation and demonstration of the procedures to preform Level I and II maintenance (operator level maintenance), maintenance procedures required for normal operation, how to run BIT tests, operator level preventive maintenance tasks, as well as Grand Caravan Familiarization Training.

17. QUESTION: Is the requirement to have the 2 mechanics, requested in the RFP, available at all times except the 14 holidays? Or will there be time off periods for sickness or vacations provided at least 1 mechanic is available?

ANSWER: Absences for an extended period is not acceptable. Short absences for sickness etc does not require a backfill unless mission tempo has a requirement.

ANSWER: All tools/tooling is provided and property of Rwanda. Quotes should NOT include pricing for tools.

TBO items in support of scheduled and unscheduled maintenance based upon a 1200-hour annual per aircraft flying hour program?

ANSWER: No, quotes should NOT include pricing for bench stock, consumables, major aggregates, and TBO items.

Support Equipment (GSE). IS there a list of GSE on hand that will require maintenance support?

ANSWER: GSE list provided as Attachment 10 to the RFQ.

QUESTION: Other than providing support to the Rwanda Air Force with reporting via CAMP and the CDRLS identified associated with subscriptions – are there are any other reporting requirements the contractor will be required to provide to the USG (maintenance status reports, inventory management reports, etc)?

ANSWER: The contractor to support RAF with aircraft records management. We require a monthly activity report from the contractor. (See Section 3.4 of SOW)

23. QUESTION: Will the two (2) Maintenance CLS Personnel per period of performance outlined within Section 3 – CLS of the amended Statement of Work be required to complete Inspections and Sign Off on completed maintenance tasks by contract personnel as well as Rwanda Air Force maintainers or only be required to support the completion of scheduled and unscheduled maintenance tasks? Who will be available or required to sign off as Inspection Authority for maintenance actions?

ANSWER: Contract FSRs will only be required to support the completion of scheduled and unscheduled maintenance. RAF is responsible for all sign offs.
