I. Contracting Activity.
Department of the Air Force, Air Force Material Command, Air Force Life Cycle Management Center, International Acquisition Programs Division, Wright-Patterson AFB, Ohio, 45433.
II. Nature and/or description of the action being processed.
This action will be a new Firm-Fixed-Price contract.
III. Description of supplies/services required to meet agency needs.
Under the contemplated contract, the USG will procure Contractor Logistics Support (CLS), Repair and Replace Services, and Subscriptions on behalf of the Rwanda Air Force (RAF) to support two (2) previously procured Cessna C208B EX aircraft. This is a follow-on effort to the P7-D-SAA FMS case which procured the two new Aircraft. The program is part of the African Peacekeeping Rapid Response Partnership (APRRP), which is a Building Partnership Capacity (BPC) program. AFRICOM oversees all BPC programs within its Area of Responsibility (AoR). BPC programs encompass security cooperation and security assistance activities funded with US Government (USG) appropriations and administered as cases within the Foreign Military Sales (FMS) infrastructure.
The estimated period of performance for the contractor logistics support (CLS) portion is one (1) year, with four
(4) additional one (1) year option periods. However, per FAR 13.501(a)(2), this J&A is only written for the subscriptions and the remaining effort does not factor. The subscriptions will have a Period of Performance extending up to 24 months (including options). This brand name justification is applicable to the subscriptions portion of this effort only. The requirements for the subscriptions are as follows:
- CAMP Maintenance Tracking Software with Engine Health Monitoring: The contractor shall provide a two
(2) year subscription to TAl's Maintenance Tracking System and Engine Health Monitoring (EHM) services.
- Aircraft (C-208 Grand Caravan EX) Technical Publications: The contractor shall provide a two (2) year electronic subscription to the manufacturer's technical and standard publications.
- Aircraft Engine (PT6A=140) Technical Publications
- Jeppesen Chart View: The contractor shall provide a two (2) year subscription Jeppesen Chart View.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
This brand name justification is applicable to the subscription portion of the acquisition only. All other requirements being procured under this acquisition are non-brand specific requirements.
The reason for the restriction to the brand specific subscriptions is due to the limitations imposed by the previously procured aircraft and associated equipment. The Aircraft and Engine Publications are the OEM's publications that are specifically applicable to the Rwanda owned equipment. The CAMP Maintenance Tracking Software with Engine Health Monitoring subscription is the only subscription compatible with previously procured Alternate Mission Equipment (AME). Furthermore, this is the subscription service in which the
