About this file
This document contains a client authorization letter template and information about a federal contract opportunity for sustainment and contractor logistics support (CLS) of altitude chambers. The letter template is to be completed by commercial customers identified in proposals submitted in response to Request for Proposal FA8621-20-R-0003 from the Department of the Air Force at Wright-Patterson Air Force Base. This solicitation emphasizes past performance, and requires offerors to identify clients who will participate in the evaluation. The authorization letter allows identified clients to disclose performance information to the Government if contacted.
The federal contract opportunity is for sustainment/CLS of 13 training devices located at 11 bases. The altitude chambers provide a safe environment for aircrew to learn to handle stresses like hypoxia and pressure breathing that occur during high-altitude flight. Successful handling of these stresses depends on effective training, and the chambers support that training. The solicitation number is FA8621-20-R-0002 and is issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base.

CLIENT AUTHORIZATION LETTER
Past performance information concerning private sector contractors cannot be disclosed to the Government without their consent. Client authorization letters are required for each identified effort for a commercial customer. This letter will authorize release to the Government of requested information on the offeror’s performance. The Government will need that consent before contacting commercial customers to assess the offeror’s past performance. In an effort to assist the Government’s Past Performance Team in assessing your past performance relevancy and confidence, we request that the following client authorization letter be completed by any commercial customers identified in your proposal. The completed client authorization letters should be submitted as part of your Present/Past Performance Volume.
Offerors should send with their list of references a letter similar to the following authorizing the reference to provide past performance information to the Government.
