Altitude Chambers Solicitation Q&A, 23 April 2021
1. The beta.SAM.gov listing lists the solicitation as a Total Small Business Set-Aside, while paragraph 2 of the RFP Cover Letter states the acquisition is a Full and Open
Competition. Please confirm it is a Total Small Business Set-Aside.
USG Response: The beta.SAM.gov listing that lists the solicitation as a Total Small Business
Set-Aside is correct. The USG is issuing RFP Amendment 1 to modify the RFP Cover Letter to reflect that this action is a FAR 15 Competitive Small Business Set-Aside.
2. Both the beta.SAM.gov listing and the Attachment 8 Model Form list the NAICS as 541330;
however Page K-1 states the small business size standard is 500. As shown in the attached Table of Size Standard that is incorrect, and the actual size standard should be $41.5M under the exception for Military and Aerospace Equipment. Please correct the size standard for this procurement.
USG Response: Per the SBA Table of Size Standards, the size standard for this acquisition is
$41.5M. 52.204-08 in the draft model contract has been updated and will be attached to RFP
Amendment 1.
3. In accordance with Section L, Attachment L-4 I am requesting access to the PPI tool to be used for solicitation FA8621-20-R-0002.
USG Response: The Contracting Officer will be providing you access to the PPI Tool and will verify that you have access. Please note: Per Section L of the solicitation, “Failure to submit early proposal information will not result in Offeror disqualification.” For prospective bidders that need PPI access, please submit PPI request access to: pamela.randall.1@us.af.mil
4. Clarification on the attached list of Hypobaric Altitude Chambers Spare Parts List. The list provided with the solicitation does not provide adequate information to allow pricing of the spare parts.
USG Response: Attachment 2 – RSP was attached to the solicitation for informational purposes only. Section 3.4.5 of the PWS has been modified to remove the word “replenish.”
Prospective bidders are not required to replenish these items or provide a price in your proposal submissions.
5. A number of items listed in Attachment 2 state “AF Stock Listed Item”. Are we to include pricing for these items as well? If yes, please provide information (drawing, part number, name of manufacturer etc.) for these items as well.
USG Response: RSP was attached to the solicitation for informational purposes only. Section
3.4.4 of the PWS has been modified to remove the word “replenishing.” Prospective bidders are not required to replenish these items or provide a price in your proposal submissions.
6. If the Air Force is unable to provide the requested information to allow the development of FFP pricing, we suggest it may be prudent for the Contracts Office to provide a plug number for the spares, based on historical prices paid, for use by all bidders.
