1.0 Objective
The Simulators Division has a requirement to provide quality Contractor Logistic Services (CLS) to support the Chambers Training System Program.
2.0 Applicable Documents
The Contractor shall maintain directives deemed necessary to perform contract requirements. The Contractor shall comply with all Air Force Instructions, technical orders (TO), and other directives as referenced in the contract. In addition to complying with state and federal laws, the Contractor shall comply with host base rules and instructions. All hypobaric chamber TOs and supplements shall be complied without deviation. Any reference to a publication includes the basic and all its supplements and amendments. Supplements or amendments may be issued during the life of the contract. In the event of conflict between the documents (other than those implementing Public Law) referenced herein and the contents of this PWS, then contents of this PWS shall be considered as superseding requirements. The documents identified in table below are applicable to this PWS to the extent specified herein.

3.0 Requirements
3.1 Program Management
The Contractor shall develop and maintain a program management process outlining the overall planning, programming, directing and controlling of the Altitude Chamber program. The Contractor shall document the program management process in a Management Plan (MP). The Contractor shall manage the Altitude Chamber program in accordance with (IAW) the Contractor’s MP.

Business Management The Contractor shall manage the Altitude Chamber CLS program in a manner that supports the requirements of AFI 16-1007. The Contractor shall perform all program and technical management functions required to efficiently and effectively control program cost, schedule, and performance. The Contractor shall be responsible for program management, subcontractor and vendor management, and financial management, including the planning, establishment, and operation of the Altitude Chamber CLS support activities under this contract. Management activities shall include oversight of hardware and engineering support.
3.1.1.1 Personnel Staffing
Assignment of Contractor personnel shall be the responsibility of the Contractor. The Contractor shall notify the Program Management Office (PMO) and update the organization chart if personnel changes occur.
3.1.1.2 Personnel Qualifications
Contractor personnel shall be qualified in the operation/instruction, maintenance and logistics support of Altitude Chambers.
3.1.1.3 Personnel Training
The Contractor is responsible for all training requirements and costs associated to perform the requirements of this contract.
Pass and Identification All assigned Contractor personnel shall obtain the passes and long-term identification as required by the Government at each site. The Contractor shall establish procedures to return all passes and identification when personnel depart a site or separate from this contract. The Contractor shall comply with Government security procedures and Facility Security Plans at each site.
Subcontractor Management In accordance with FAR 52.219-14 - Limitations on Subcontracting, for a service contract, at least 50% of the contract cost incurred for personnel shall be expended for employees of the prime Small Business Contractor.
Program Meetings
3.1.4.1 Program Management Reviews (PMR)
The Contractor shall support two PMRs per fiscal year, scheduled at the Government’s discretion and at a location chosen by the Government. The PMR shall provide details of program schedule, technical and financial status, action items, risk management, and other topics as needed. The Government reserves the right to change the scheduling of these meetings, as required. Contractor participation shall include presentation of tasking status, generation of recommendations, development of proposed agendas, and generation and distribution of approved meeting minutes and action items. The Contractor shall prepare and distribute draft meeting minutes to be approved by the PMO no later than 10 working days after meeting completion.

3.1.4.2 Post Award Conference
A Post Award Conference shall be held within thirty (30) calendar days after award, at the discretion of the Procurement Contracting Officer (PCO). The Contractor shall host a post award conference at a CONUS location, or via telecom, identified by the government to be conducted in conjunction with the program office. The conference shall introduce the key participants and identify points of contact.

3.1.4.3 Monthly Program Meetings
The Contractor shall support monthly program meetings with the program office to discuss details of program schedule, program status, action items, and other topics as needed. The Government reserves the right to change the scheduling and frequency of these meetings, as required. The Contractor shall prepare and distribute draft meeting minutes to be approved by the PMO no later than 10 working days after meeting completion.

Contractor Monthly Status Report (MSR) The Contractor shall prepare an MSR that describes the status of the contract. The MSR shall include a status summary of all work accomplished-to-date, all program activities for the period, a forecast of work to be accomplished during the upcoming month, all work outstanding, and a schedule of all deliverables. The Contractor shall identify actions being taken to correct all schedule deficiencies. All changes from previous MSRs shall be highlighted and explained. The Contractor shall report any problems requiring immediate action by the government using the most expeditious means and shall document the problem in the MSR. The Contractor shall identify and report on maintenance trends and break data and provide recommendations to address those trends when applicable.

Contractor Field Service Report (CFSR) The Contractor shall provide a CFSR for all site visits. The CFSR shall include, at a minimum, appropriate analysis of the failure and repairs performed and a complete list of the components repaired/replaced/refurbished. The Contractor shall include all maintenance actions performed by the Air Force hypobaric chamber operators, in attempting to resolve the discrepancy, in the
CFSR.

Financial Management Tracking and Reporting The Contractor shall develop, operate and maintain a financial management tracking system.
The Contractor shall provide access to supporting reports and documentation that augment the joint government/Contractor system management capability. The Contractor shall support the Government’s budgeting process by providing data and insight into contract expenditures and termination liability. The Contractor shall also support the Government’s process of developing and maintaining Life Cycle Cost (LCC) estimates for the Altitude Chambers by providing data and insight into the costs of maintaining and modifying the Altitude Chambers.
The Contractor shall comply with Defense Federal Acquisition Regulation Supplements (DFARS) 252.234-7003 Notice of Cost and Software Reporting System (Nov 2010) and DFARS 252.234-7004 Cost and Software Data Reporting System (Nov 2010) and shall accomplish cost and software resources reporting IAW DoD 5000.04-M-1.
3.1.7.1 Contract Funds Status Report
The Contractor shall prepare a Contract Funds Status Report on a quarterly basis.

50/50 Requirement Report The Contractor shall provide depot data IAW Title 10 United States Code Section 244 known as the “50/50” law, as amended by the National Defense Authorization Act of FY98.

The Contractor shall prepare an IPMR for system transition and any system modifications. The contactor shall provide and maintain an Integrated Master Schedule.

Security Contractor personnel shall not release system documentation, data, or reports generated as a result of PWS requirements. All requests for information shall be forwarded to the Program Office. The efforts required for this task are expected to be UNCLASSIFIED and should not require the Contractor personnel to obtain a security clearance.
The government Program Office will assist Contractor personnel in processing the necessary forms to obtain base or area badges for access to government facilities.
The Contractor shall not divulge any information regarding files, data, processing activities/functions, user identifications, passwords, or other knowledge that may be gained, to anyone who is not authorized to have access to such information.
Contractor personnel shall abide by all government rules, procedures, and standards of conduct.
When the period of performance is complete and/or Contractor personnel leave work on this project, they will have 5 days to return all access cards and base identification badges.
Quality Program The Contractor shall implement and maintain a quality assurance program for support of Altitude Chambers operations. The Contractor shall allow the Government access to all program data, documentation, and records of inspection throughout the contract performance period, so that performance can be evaluated by the Government. The Contractor shall correct noted deficiencies and provide a mitigation strategy to correct deficiencies within an agreed-to timeframe coordinated with the Government program office. The Contractor shall develop a Quality Assurance Program Plan (QAPP) to be delivered 30 days after contract award.

At a minimum, the plan shall address compliance and implementation of the following items:
A process to ensure the scheduled maintenance is accomplished on all training devices.
An inspection and audit process to ensure serviceable spare level quantities are maintained in the Recompetition Support Package (RSP) (The Government will provide a RSP consisting of spares, engineering drawings and technical documentation necessary to operate and maintain the Altitude Chamber).
A periodic audit process to ensure service delivery objectives as indicated in Services Summary Table below are met.
Safety and Health The Contractor shall comply with all safety provisions, e.g., technical specifications, technical publications, Federal Occupational Safety and Health Standards (OSHA, Title 29 CFR, Part 1910). If there is no applicable OSHA standard, use other applicable nationally recognized sources of safety, health, and fire prevention standards referenced in the work requirements of this contract per Government approval. The Contractor shall perform work in a safe manner, and comply with base health and safety requirements. The Contractor shall be responsible for maintaining the job site in a neat and orderly manner while work is ongoing, and for leaving the facilities clean upon completion of work. The Contractor shall notify the Program Office immediately when safety issues are identified.
Environmental Safety:
The Contractor shall be knowledgeable of and comply with all applicable Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws and regulations change during the term of this contract, the Contractor shall be required to comply with such laws when they come into effect.
The Contractor shall have the responsibility of identifying, analyzing, and mitigating all safety hazards (environment, safety, and occupational health (ESOH) risks) to minimum (acceptable) levels in accordance with MIL-STD- 882E criteria. The Contractor will also summarize all safety ESOH risks assumed during test and operation, identify safety features of the system, and specify procedural controls specific to the Altitude Chambers. Any new designs or modifications to the Altitude Chambers Program will include the identification and mitigation of safety ESOH hazards in accordance with the requirements of MIL-STD-882E.

Hazardous Waste:
The Contractor shall be responsible for the proper handling and disposal of all hazardous waste resulting from the performance of this contract. Government facilities, services, and equipment shall be used where available. Ozone Depleting Substances (ODS) shall be managed IAW National Aerospace Standard (NAS) 411. The requirements of Air Force Federal Acquisition Regulations Supplement (AFFARS) 5323.804 shall be passed down to vendors and subcontractors. The Contractor shall comply with local operating procedures for hazardous waste disposal. Hazard analysis reports will be delivered to the government program team for review.

Voluntary Protection Program:
The Contractor shall comply with the specific health and safety requirements identified in this PWS, as well as the OSHA (Public Law 91-596) requirements. The Contractor shall take reasonable steps and precautions to prevent accidents and preserve the health and safety of
Contractor and Government personnel performing or in any way coming in contact with the performance of this requirement. The Contractor shall take additional immediate precautions identified by the contracting officer for health and safety purposes.
Government Program Management:
The Program Office will provide a point of contact for this effort. The Program Office will maintain overall program responsibility for this contract.
Government Contract Management:
Responsibility for contracting activities rests solely with the program PCO. No conversation, recommendations, or direction, whether given directly by, or implied by government personnel, that will affect the scope, schedule, or price of the program covered by this PWS, shall be acted upon by the Contractor unless specifically approved by the PCO.
3.2 Data Management:
The Contractor shall develop and implement a data management process and document it in the Contractor’s Configuration Management Plan (CMP) for all phases of the training system life cycle. The Contractor shall plan for, generate, collect, prepare, publish and distribute contractually required data with content, format, and in quantities specified by the Contract Data Requirements List (CDRL). The Contractor shall be responsible for the management of changes, additions, and deletions of data items. The Contractor shall recommend items to be added, revised, or deleted, as appropriate, and shall maintain the status of all data deliverables. The Contractor shall generate and maintain Contract Data Status information to monitor all data activity (i.e., delivery, documentation, approvals due but not delivered, status of delinquent data).
This data shall be available to Government personnel via an electronic data management system
(EDMS).

Data Accession List (DAL):
The Contractor shall prepare a DAL. The DAL shall list all data the Contractor and subcontractors generate during the course of this contract to which the Government is able to access. This data is in addition to data required by the DD Form 1423s. This data shall be available to the Government upon request, via a contract’s letter, and is not a substitute for data requirements ordered elsewhere in the PWS, CDRLs and contract.

Web-based Integrated Data Environment:
The Contractor shall establish and maintain a Web-based Integrated Data Environment. The Contractor, its sub-contractors and the Government shall have access to this web-based Integrated Data Environment. Access to the website shall be controlled. The Web-based Integrated Data Environment shall allow electronic access to CDRLs.
3.3 Configuration Management (CM)
The Contractor shall define, implement and maintain a configuration management process using MIL-HDBK-61A and SAE EIA-649B as a guide to all CM procedures. The Contractor shall perform CM and maintain technical baseline to include CM documentation for hardware, support equipment, engineering data, drawings, and TOs/manuals. The Contractor is subject to Government oversight and audits and shall provide CM documentation as required. The Contractor shall be responsible for maintaining, updating, and distributing all technical publications, specifications, and engineering data needed for operation and maintenance of the devices. The Contractor shall submit a CMP, to address the management of baseline, obsolescence, technology refresh management, and process improvements.

Configuration Status Accounting (CSA):
The Contractor shall generate internal CSA records tracking the configuration change history for all devices. The Contractor shall:
Identify the current approved configuration documentation Record and report implementation status of authorized changes.
Provide the traceability of all changes from the original baseline configuration documentation Report the effectiveness and installation status of configuration changes Maintain a current list of current support manuals and documentation Listing of current engineering drawings and associated lists Historical listings of hardware and support document changes by device type and device
Deficiency Reporting (DR) The Contractor shall participate in the Government’s deficiency reporting, investigation and resolution system using TO 00-35D-54. A deficiency report is a quality defect, defective Government Furnished Equipment (GFE) part, software failure due to a latent defect or a part that has to be redesigned/retrofitted (latent design flaw) and can be written against any asset.
The Contractor shall use the deficiency report to ensure complete information is input to the Joint Deficiency Reporting System (JDRS) system. After the Government deficiency reporting and tracking system is established, the Contractor shall act as the originator, originating point, and support point as defined in TO 00-35D-54. Deficiency reports may be initiated by the Contractor, Government personnel, or Government-authorized contracted on-site staff. The Contractor shall analyze Hypobaric Altitude Chambers training system deficiencies, determine action, resolve and manage the support process throughout the contract period of performance.
The Contractor shall evaluate this data continuously to detect and report maintenance and sustainment trends. The formal closure of the DRs will be through the Government's Material Improvement Product Review Board.

Requests for Deviation The Contractor shall prepare and submit a Request for Deviation if it seeks a deviation from the requirements specifications or their appendices.

System Verification Review/Physical Configuration Audits (SVR/PCA) The Contractor shall co-chair with the Government all System Verification Review/Physical Configuration Audits (SVR/PCA). A configuration audit will be conducted when there is a change to the Government approved baselines.

3.4 Contractor Logistics Support (CLS)
The Contractor shall manage, maintain, update, and support the Altitude Chambers at eleven (11)
USAF sites as identified in paragraph 7.2, Altitude Chamber Listing. Upon PCO approval, non-stock listed parts and specialty tools will be purchased by the Contractor and billed to the government. Installation will be performed by Contractor or government personnel. Parts will have the same fit and function as the part being replaced. Pending PCO approval, and at benefit to the Government, the Contractor shall have the ability to hire local trade experts to perform maintenance.
Operational Schedule The Contractor shall:
Provide the complete range of logistics support services to the Altitude Chambers Program.
Systematically identify, assess, and provide logistics support that will ensure the maximum level of operational performance and availability of Altitude Chambers in the field.
Provide scheduled and unscheduled maintenance support for the Altitude Chambers.
Ensure that scheduled maintenance does not conflict with scheduled training operations.
Provide all hardware maintenance support required to maintain the system in a mission capable condition.

Access to Facilities and Property/Mission Capability Access to government facilities is limited. The Contractor shall coordinate required access/usage times and dates through the Program Office. Control of the facilities will remain with the government.
Reliability and Maintainability The Contractor shall maximize system availability for all scheduled training, to include scheduled and unscheduled maintenance support. The Contractor shall record, track, and report system repair and maintenance activity to include all noted deficiencies and malfunctions. The Contractor shall evaluate this data continuously to detect maintenance trends. The Contractor shall ensure that scheduled maintenance does not conflict with scheduled training operations.

Supply Support The Contractor shall be responsible for ensuring parts are available for all required repairs. The Contractor shall be responsible for identifying, purchasing, managing, maintaining, repairing, storing, and replenishing non-stock listed parts. The Air Force hypobaric chamber operators will be responsible for ordering and turning-in unserviceable stock listed parts through the supply system and shall coordinate with the Contractor for site visit planning purposes. The Contractor shall evaluate the feasibility of cannibalizing parts from deactivated Altitude Chambers. The Contractor shall coordinate all site visits to cannibalize parts with the Program Office.

Recompetition Support Package (RSP) The Government will provide an RSP consisting of spares documentation necessary to operate and maintain the Altitude Chamber as referenced in PWS paragraph 5.0. The Contractor shall manage, maintain, update, and replenish the RSP. Replenishment of RSP spares cannibalized from decommissioned chambers will be at the discretion of the Program Office. All spares and support equipment are to be maintained in a serviceable condition and at the same revision level as the installed equipment. The Contractor will provide storage space for items in the RSP. The Government will retain ownership of the RSP and any additions acquired throughout the performance of this contract. The Contractor shall establish, maintain, and perform an annual inventory in conjunction with a PMO designated representative of the master RSP listing and provide a copy to the Program Office annually and when changes are made. (See RFP Attachment 2 for RSP spares listings).

Diminishing Manufacturing Sources and Material Shortages (DMSMS)/Parts Obsolescence
The Contractor shall notify the government within 30 days of discovery of any known items that are no longer supportable. The Contractor shall inform the government of diminishing manufacturing sources and materials shortages or parts obsolescence issues via the MSR, monitor DMSMS, and propose a solution for any found issues.

Disposal The Contractor shall be responsible for the disposal of obsolete, unserviceable, or unrepairable non-stock listed parts in accordance with DFARS clause 252.245-7004.
Help Desk The Contractor shall establish help-desk support for receiving calls when chamber maintenance issues arise. The Contractor shall receive the call, log information on the call, and identify and correct the discrepancy or isolate the cause. Help Desk support shall be available during the standard workweek (Monday – Friday) from 9 am – 3 pm Eastern Standard Time and should allow users to leave a voicemail after hours.
3.4.8.1 Discrepancies
The Contractor shall assist the hypobaric chamber operator(s) in resolving discrepancies.
When the discrepancy cannot be resolved, the Contractor shall, if possible, provide fault isolation instructions in sufficient detail to isolate a discrepancy to (a) possible root cause(s) and to identify a likely faulty part(s). The Contractor shall then open a trouble ticket to initiate a CLS site visit. The Contractor shall maintain logs of all help-desk calls.
3.4.8.2 Change in Help Desk Hours
The Contractor shall analyze the logs and coordinate with the Program Office to determine if the hours of support need to be changed.

Categories of Discrepancies The following definitions will be used to assign priorities to hypobaric chamber discrepancies:
Category 1:
If not corrected, the discrepancy may cause death, severe injury, occupational illness, major system damage, or loss. The discrepancy must be corrected before training can resume.
Category 2:
The discrepancy prevents training from occurring. The discrepancy must be corrected before training can resume.
Category 3:
This encompasses all other discrepancies. The lead command, Air Education and Training Command (AETC) and the Program Office will determine when these discrepancies will be corrected.
Unscheduled/Emergency Maintenance When a Category 1 or 2 discrepancy exists and the help-desk is unable to resolve the discrepancy, the Contractor shall provide Emergency CLS by performing a site visit to perform repairs. The Contractor shall coordinate all site visits with the PM to ensure repairs are being accomplished per the established lead command AETC priorities. The Contractor shall complete emergency repairs within 3 business days of initial notification to the Contractor for all Altitude Chamber sites (refer to Altitude Chambers Listing below). If parts are needed but not available, the Contractor shall provide a plan to acquire parts, travel to the site, and complete repairs within 3 business days of receipt of parts. The Contractor shall report any problems requiring immediate action by the government using the most expeditious means (phone or e- mail) and shall document the problem in the CFSR.

Scheduled/Periodic Maintenance The Contractor shall perform one annual periodic maintenance trip per location and conduct, at minimum, the periodic maintenance listed in Attachment 3. If a Category 3 discrepancy exists it may be performed when the Contractor travels to the site for an emergency repair or during a periodic CLD visit, whichever occurs sooner. For Category 3 discrepancies that may worsen over time and that cannot be repaired via the help desk, the Contractor shall coordinate with the Program Office to accomplish repairs at the most advantageous point in time. The Contractor shall coordinate all site visits with the Program Office to ensure repairs are being accomplished per the established lead command AETC priorities. The Contractor shall report any problems requiring immediate action by the government using the most expeditious means (phone or e-mail) and shall document the problem in the CFSR.

Decommission/Cannibalization/Dismantle Upon Government direction the Contractor shall decommission, cannibalize, and dismantle hypobaric Altitude Chambers using government approved checklists. The Contractor shall coordinate all site visits with the Program Office to ensure the decommissioning, cannibalization, and dismantling of Altitude Chambers is being accomplished per the established lead command AETC priorities. The Contractor shall include all maintenance actions in the CFSR.

Local Trade Experts Pending Program Office approval, and at the benefit to the government, the Contractor shall hire local trade experts to perform maintenance.
Travel Requirements
3.4.14.1 Travel Approval
The Contractor shall be required to travel in support of the requirements outlined in the PWS. The Contractor shall obtain approval from the Program Office in advance of traveling. The Contractor is responsible for making all necessary travel arrangements.
Travel shall be in accordance with the Joint Travel Regulation, Volume II.
3.4.14.2 Emergency Travel
In the event the Program Office is not available and unscheduled emergency CLS (as described in paragraph 3.4.10) is required at an Altitude Chamber site, the Contractor is authorized to make travel plans and travel to site without prior approval of the Program Office as long as the estimated travel cost does not exceed $7,500 providing adequate funds are available on the contract. The Contractor shall contact the Program Office on the next business day. For example, the help desk receives a call from Beale AFB, California at 12 pm PST for a category 1 discrepancy on a Friday. The help desk cannot resolve the discrepancy. The Program Office’s duty day has ended; therefore, the Contractor cannot reach Program Office for travel approval. The Contractor is authorized to arrange a site visit to Beale AFB on the following Monday as long as the above described limitations are met.
3.5 Systems Engineering
The Contractor shall provide the engineering management required to support the design, progress, testing, and sustainment of all system changes through the entire life cycle of the system. The Contractor shall employ integrated risk management to identify, track and mitigate risks that result from any system deficiencies. Sustaining engineering shall include review, evaluation, and resolution of systems impacts and include a documented sustainment approach to include, at a minimum, efforts relating to overall system integrity, parts obsolescence issues, and technology insertion.
The Contractor shall identify and describe the project organization, roles and responsibilities, overall tasks, trade-off analyses, interface management and engineering management required to control the design, progress, testing and sustainment of all system changes through the entire life cycle of the system.
The Contractor shall employ integrated risk management to mitigate risks that result from any system deficiencies. Sustaining engineering shall include review, evaluation, and resolution of systems impacts and include a documented sustainment approach to include, at a minimum, efforts relating to overall system integrity, parts obsolescence issues, and modernization.
Engineering Data The Contractor shall be responsible for acquiring all source design criteria and data necessary to produce specified engineering data and shall update and maintain a complete set of engineering data.

Technical Data At the government’s discretion, the Contractor will develop, update, and make recommended changes to the TO. The Contractor shall be responsible for recommending changes to the TOs that result from system modification.

System Testing, Inspection, and Acceptance Upon completion of repair(s) or modification, testing and inspection of all affected systems shall be accomplished. The Program Office designated representative will perform inspection(s) and operational checkout(s), in accordance with commercial manuals and/or TOs identified in the applicable documents section of this PWS, to verify the hypobaric chamber is fully operational. The Contractor shall witness or perform the testing, inspection, and acceptance process. The Contractor shall correct any defects identified by the inspection or operational checks prior to leaving the site. Acceptance of work will occur when an Air Force hypobaric chamber operator / maintainer signs the AFTO Form 244. Before government inspection, the Contractor shall prepare a draft CFSR delineating each task performed, repair notes, and identified equipment deficiencies. If the Contractor has reason to believe that any discrepancy was caused by improper hypobaric chamber use or organizational maintenance, the Contractor shall conduct an out- briefing with the Air Force hypobaric chamber operators to address proper organizational level maintenance of repaired and/or modified systems to prevent future damage.

Modifications The Contractor shall recommend hypobaric chamber modifications to improve reliability and maintainability, to include requests from the field or identified in the CFSR and assist the Government in determining feasibility and prioritization.

The Contractor shall prepare and execute all ECPs/CCPs upon direction of the program PCO, whenever a change to the baseline documentation ECP or a proposed change to the contract CCP is identified or requested.

3.6 Transition
Transition Planning The Contractor shall ensure a smooth transition is accomplished during the ramp-down period.
The Contractor shall provide a plan for the ramp-down transition period.
Follow-On Transition The Contractor shall work with the Government and successor Contractor at the conclusion of the final ordering period. During the final 60 days of the contract, the Contractor shall provide over-the-shoulder training in the areas of operation and maintenance to the successor Contractor on a non-interference basis.
Transition Plan The Contractor shall outline and provide ramp-down procedures to facilitate transition to a successor Altitude Chamber Contractor. The Contractor shall enable an orderly transfer to minimize any impact on operation readiness of the Altitude Chambers. This transition plan will describe those actions necessary for the 60-day transition to include, but may not be limited to:
Identification of warranty information on current inventory Identification of Government assets in repair cycle by part number, physical location and expected return date An inventory of the RSP A proposed schedule of occurrence for activities/events listed in the plan Out-brief to successor Contractor to include the status of all system components.

Transition Integrated Product Team The Contractor shall attend meetings, finalize a transition plan and develop transition schedules in support of a Transition Integrated Product Team as required by the Government.
Joint Inventories and Audits The Contractor shall participate and complete the ramp-up and ramp-down joint inventory no later than ten (10) working days prior to the end of the ramp-up/ramp-down period. The Contractor and the Government will jointly determine the working order and condition of all equipment.
During ramp-up inventory, the Contractor shall document the condition of all property and equipment listed in Attachments 2 & 5 of the contract. The Contractor shall notify the Government in writing within five (5) days of completion of the joint inventory of missing or unsuitable for use GFP. If the Contractor does not participate in the ramp-up inventory, the Contractor shall accept as accurate the listing and stated condition of equipment provided by the Government.
During ramp-down, the Contractor and the Government shall jointly determine the working order and condition of all property and equipment.
The Contractor shall resolve any discrepancies between the joint inventory and official Government records.
3.7 Manpower Reporting
The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Altitude Chambers sustainment program via a secure data collection site. The is required to completely fill in all required data fields at http://www.sam.gov.
Reporting inputs will be for the labor executed during the period of performance for each calendar year. While inputs may be reported any time during the year, all data shall be reported no later than 31 January of each calendar year. Contractors may direct questions to the Contractor
Manpower Reporting Application (CMRA) help desk. Additional details are as follows:
Reporting Period Contractors are required to input data by 31 January of each year.
Uses and Safeguarding of Information Information from the secure web site is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
User Manuals Data for Air Force service requirements must be input at the Department of the Air Force CMRA link. However, user manuals for government personnel and Contractors are available at the Army CMRA link at http://www.sam.gov.
4.0 Quality Assurance
The Government is responsible for evaluating the Contractor's performance. For tasks listed on the Service Summary Table below, the Program Office’s designated representative will follow the methods of surveillance specified in the Services Summary.
4.1 Services Summary (SS)
The Contractor shall develop and maintain an ASQ Q9001 (or later)-compliant quality management process outlining the overall planning, programming, directing, and controlling quality of the Altitude Chamber Program.
The quality assurance (QA) program shall provide for management visibility and control over the various organizational elements contributing to product quality.
The Contractor shall allow the Government access to all quality-related records.
The following table provides the SS portion of the Altitude Chamber program Quality Assurance Surveillance Plan. These SS elements will be used to evaluate the Altitude Chamber prime contract holders’ performance and success. The Contractor Performance Assessment Report (CPAR) will be used by the Government as a means to document the Contractor’s successful performance of these performance objectives.

4.2 Surveillance Methods
The Contractor shall support the Government’s surveillance of performance objectives.
Surveillance methods may include, but not be limited to: random sampling, 100% inspection, periodic inspection of the process or output, or customer surveys. The Contractor shall conduct their own surveillance of their performance to include customer surveys at a minimum. The approach for development of the survey and its implementation shall be coordinated and approved by the Government.
5.0 Government Furnished Property (GbFP)
The GFP list may be found in Attachment 5 of the contract. The Contractor shall perform the following:
Examine the material upon receipt to detect damage Inspection for completeness Ensure adequate storage conditions and to guard against damage from handling and deterioration during storage Functional testing, either before or during installation, or both, as required by contract to determine satisfactory operation Identification and protection from improper use or disposition Verification of quantity Report to the Government representative any GFP found damaged, malfunctioning, or otherwise unsuitable for use Determine and record probable cause and necessity for withholding material from use, for damage or malfunction GFP Store, maintain, and inspect GFP Maintain records of all inspections and maintenance actions 100% annual inspection
The Contractor’s procedures and records shall be subject to review by a Government representative.
5.1 Damage to Government Property
The Contractor shall protect government property to prevent damage during the period of time the property is in the possession of the Contractor. The Contractor shall report promptly all facts relating to each instance of damage to Government property to the Government representative.
The Contractor shall immediately secure the damaged equipment until released by the Government representative. The Contractor shall cooperate fully and assist Government personnel until completion of the investigation. The Contractor shall be responsible for all costs, direct or indirect, when the Contractor damages Government property due to neglect or misuse. If the government elects to conduct an investigation of the accident, the Contractor shall cooperate fully and assist government personnel until the investigation is completed. The Contractor shall include a clause in each of its subcontracts requiring subcontractor cooperation and assistance in accident reporting and investigation.
Repair of Government Property The Contractor shall provide all labor, material, and travel to repair, refurbish, modify, or replace, the GFP.
Replacement of GFP The Contractor shall submit requests for replacement of GFP to the Government PCO. Such requests shall specify the reason for the replacement request and the justification for the continued need of such property.
5.2 Physical Inventory
The Contractor shall support a physical inventory of Government property.
5.3 Government Furnished Information
The Government will provide the engineering drawings, TOs, and commercial manuals associated with the hypobaric Altitude Chambers identified in this PWS.
5.4 Contractor Furnished Equipment
The Contractor shall obtain the tools and equipment needed to repair the hypobaric chamber.
Equipment needed to support hypobaric chamber repairs includes, but is not limited to, wrenches, ratchets, screwdrivers, drills, hammers, soldering devices, torque wrenches, pipe cutters, welding machines, test equipment, and others depending on the nature of the task. Due to uncertainty in the tooling required for every maintenance action, special items may need to be rented or purchased while on site. The Contractor shall coordinate with the Air Force hypobaric chamber operators for the possible use of local tools and equipment to perform repairs.
6.0 Financial Improvement Audit Readiness (FIAR) Government
