Government Furnished Materiel - Accountability (GFM-A) Capability Initiative (CI) Overview Briefing Service Development and Delivery Process (SDDP)

Updated 16 June 2016

I n t e g r i t y - S e r v i c e - E x c e l l e n c e

Headquarters U.S. Air Force

Thank you and welcome to the status and way ahead briefing for the GFM-A SDDP Capability Initiative.

Agenda Problem Statement Business Process Reengineering Selected CoA AF APSR Overview PMO/CICP Actions Next Steps Q&A

Here is the agenda for today’s briefing. This slide deck will provide a brief overview of SDDP, talk about where we’ve been and where we’re going. And most importantly your support to make this a success!

GFM-A Step 1, PRM Problem Statement and Capability

Problem Statement
Air Force accountability is incomplete for contractor managed and possessed government furnished materiel, and reporting of logistics and financial data. The AF is unable to track end-to-end, logistics and financial transactions; provide total asset visibility (TAV); and report materiel inventory values accurately and timely. The AF cannot guarantee optimal and responsive use of all contractor managed government materiel, which contributes to an inaccurate site picture of materiel inventory data.
Justification of Need
The AF logistics community needs to ensure mission readiness; satisfy financial reporting and DoD policy requirements; assert Existence and Completeness; and guarantee FIAR compliance (FY2010 NDAA). The AF must account for and track, Air Force owned, contractor managed government materiel; and control and manage accountable inventory records.
CapabilityDescription
Priority
Property

Accountability Will provide property accountability / control of contractor managed and possessed government furnished materiel through implementation of standard and integrated AF logistics and contractor processes (from acceptance and receipt to disposition) IAW DoDM 4140.01, DODI 5000.64 and FIAR Guidance. This will establish and maintain accountable inventory records for GFM that reflects current quantity, status, location, condition & authorizing contract; establishing an audit trail to update and track end-to-end logistics and financial transactions. GFM-A Step 2, BRM As-Is Root Cause Analysis

Pain Point #GFM-A Pain PointAffected DOTMLPF-P Category
1Some contractors do not have the IT capability to connect/interface with DLA transaction services or AF/Government IT systems.Materiel
2There is no AF Accountable Property System of Record (APSR) / inventory system to store contractor managed Government Furnished Materiel-Accountability (GFM-A) records/data.Materiel
3Contractors do not currently use DLMS formatting structure for transactionsMateriel, Training, Policy
4Air Force does not have a standardized GFM-A training plan or instruction for government personnel.Training, Personnel
5Legacy contracts, written before policy changes for accountability, do not address GFM-A requirements.Policy
6There is limited interoperability between Contractor IT systems and government systems.Materiel
7The AF does not know how much GFM-A is under contractor control.Leadership, Personnel

SMEs identified problems with the current processes and areas where they believed improvement was possible during the As-Is architecture development.

To-Be Processes were re-engineered to address the pain points

During the Subject Matter Expert (SME) working sessions to develop the As-Is architecture for GFM-A’s business processes, SMEs were asked to identify problems with the current processes and areas where they believed improvement was possible. These pain points were documented across GFM-A’s business processes to support the Root Cause Analysis (RCA). The pain points’ probable resolution actions were categorized into required Doctrine, Organization, Training, Materiel, Leadership & Education, Personnel, Facilities and Policy (DOTMLPF-P) capabilities. Pain points that had more than one DOTMLPF-P category were placed in all corresponding categories. Many pain points were found to be at least partially resolved through some form of materiel solution. This information was used to support root-cause analysis to help determine the nature of the solution. In summary, the root cause analysis indicates that although the majority of end-user pain points reference deficiencies in the current materiel solution, numerous other DOT_LPF-P actions will be required to fully resolve the problem. These are documented in the DOTMLPF-P Implementation Plan (in next two slides).

COI- Community of Interest

Why DLMS and not MILS Demand for information has grown exponentially - inflexible fixed length MILS transactional messages cannot satisfy current requirements.

Senior DOD logistics leadership - modernize information exchange process and formally mandated the dissolution of MILS by 2019 Defense Logistics Management System (DLMS) is the replacement Based on mature American National Standards Institute (ANSI) Accredited Standards Committee (ASC X12) A key enterprise standards in the DOD Business Enterprise Architecture.

DLMS subsumed all the functional capabilities of the MILS and introduced new capabilities not previously possible.

DOD Logistics’ highest priorities depend upon DLMS implementation Financial Improvement and Audit Readiness (FIAR) Supported by the Standard Financial Information Structure (SFIS) and Standard Line of Accounting (SLOA), Strategic Network Optimization (SNO), Item Unique Identification (IUID), Government Furnished Property (GFP), and passive Radio Frequency Identification (pRFID).

Future communications will be in DLMS format by 2019
