COMBS III FA8617-18-R-6213 Final RFP Industry Questions and Responses
# Question Reference
Comment/Question Response
1 L:3.1.7 Section L now states the offerors approach shall include a Transition Plan. However, CDRL A011 states the Transition Plan is due 30 days start of contract performance.
Question: Will the Government please clarify when the Transition Plan is due. Is it at Proposal submission or 30 days after start of contract performance?
The Transition Plan is due with the Proposal submission as well as 30 days after start of contract performance. The Transition Plan submitted with the proposal is for evaluation purposes and the A011 Transition Plan required 30 days after start of contract performance will identify any updates and will require Government Approval. .
2 L:3.1.7 &
PWS
1.1.16.1 c)2
Section L appears to require the Transition Plan to be submitted with the proposal. The PWS reference requires Bi-Weekly meeting products to be included with the plan.
Questions: The requirement to include briefing products will significantly increase page count. Can we list products that will be used to report required status/ issues and delay submission of the products until the transition period?
Requirements under PWS
1.1.16.1 c) have been updated. See updated Section L 3.1.7.This update should eliminate certain products that drive page count.
3 L:2.3.11 Pages shall be numbered sequentially by volume.
Question: Is it the Government’s intention for the Offeror to sequentially number all areas of the document not included in page count (i.e., team list, table of contents, list of tables and figures, glossary of abbreviations and acronyms)?
It is the Government’s intention that offerors sequentially number by volume to include all documents whether or not included in page limitations.
4 L:2.3.13 Text intended for evaluation within all figures, charts, tables, and graphs, to include imbedded images, shall be no less than Arial 8 point font. Any text within figures, charts, tables, and graphs which do not meet this requirement will not be considered in the evaluation.
Question 1: Does this requirement apply to actual screen shots/pictures where the font size cannot be controlled as it already exists?
If Government evaluators are unable to read any part of the proposal, including screenshots, etc., font size or equivalence to font size of less than Arial 8-point will be grounds for the Government not to consider the respective unreadable portion of the proposal.
5 L:4.1.4 Offerors must use the PPI Tool (use latest version from FBO.gov, ITO Attachment 1.1) in order to electronically submit the PPI portion of the Past Performance Volume IAW the RFP.
Comment: Although the Government posted a link for the PPI Tool to FBO.gov on 20 December, the Offeror is receiving an error message “The page cannot be displayed – Explanation: There is a problem with the page you are trying to reach and it cannot be displayed.”
Question: Will the Government please re-upload a link that will allow the Offeror to download the PPI Tool?
The Government uploaded the proper access file on 23 December 2016 that will allow the Offeror to download the PPI tool.
6 Attachment
1.1, PPI
PPI Tool #10 states:
10. Place of Work: Location where contractor will perform work.
Question: Should the Offeror place the 11 locations pertaining to the JPATS COMBS III effort or is the Government requesting that we cite the locations pertaining to the particular contract cited?
PPI Tool #10 references the expected business relationships for the new contract, and therefore the Government is requesting that the Offeror cite the locations where the business is expected to take place.
7 PWS Para
1.1.3.1 (a)
a) Provide an on-site Program Manager at the JPATS Program Office, Tinker AFB, OK., during normal duty hours, Monday – Friday, 0800-1700 (excluding Federal holidays), where the Government and the Contractor provide dedicated, co-located resources to manage the program and work day-to-day activities required to execute the JPATS program in an integrated team environment.
Question: Does the Government intend to provide space to accommodate the Contractor’s entire COMBS PMO staff in an on-base facility at Tinker AFB? Or are the words “On-site” and “co-located” intended to imply the contractor should locate the PMO in contractor facilities adjacent to Tinker AFB?
If the Government intends to provide an on-base facility, what support is included – IT, communications, utilities, furnishings, internet, etc.?
The minimum contract requirement is a program manager located within the JPATS program office. Up to 4 additional open office spaces will be made available for additional personnel if requested. The Government plans to provide IT, communications, utilities, furnishings, internet, etc.
8 2.3.3 and Table 2.3.3
The Offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table 2.3.3 below).
The titles and content of the volumes shall be as defined in this table.
The table only provides sections for each of the three subfactors (i.e., Subfactor 1 – Program Management, etc.) and does not provide the ability to provide an introduction.
Question: Will the Government consider allowing the Offeror to provide an introduction and therefore the introduction being the first tab prior to Subfactor 1: Program Management so the Offeror can introduce and present their team?
The Government is not requesting an “Introduction” in any proposal volume. An Offeror may submit an introduction anywhere they deem appropriate. An introduction would count towards any applicable page limit.
9 L:6.1.5 Attachments to the model Contract (Section J):
Submit a Small Business Subcontracting Plan, if applicable, IAW FAR 52.219-9 as an attachment to Section J.
Question: This is the only section where a Subcontracting Plan is mentioned other than Section I clauses. Will the Government please clarify if a Subcontracting Plan is required at proposal submission?
Yes, a Small Business Subcontracting Plan is required per Section L, unless excluded IAW FAR 52.219-9. For example if an Offeror was a Small Business they would be excluded per FAR 52.219- 9(a).
Additionally, per Section M 1.8, if a Small Business Subcontracting Plan is required the Small Business Subcontracting Plan must be approved to be eligible for award.
10 Bidders Library T-6 Fleet Analysis
Current T-6 Fleet Analysis shows significant differences between Navy TNMCS rates and USAF TNMCS rates to include specifically at Columbus AFB. This is of considerable concern to bidders given the Government’s incentive program based on TNMCS rates. Currently multiple USAF locations are outside the acceptable range of 8% or less.
Question 1: Is the base data for Navy and USAF TNMCS computed differently?
Question 2: Does the Government have a cure plan in effect to bring those TNMCS rates to within acceptable range at contract award?
Question 3: If a cure plan is not possible, is there an extended incentive transition period for the contractor at those locations that are out of tolerance?
1. No, TNMCS = NMCB + NMCS. *Note – Navy does not calculate NMCB;
therefore, zero will be entered for NMCB.
2. There is no specific Government cure plan to assure TNMCS rates are within acceptable range at time of full performance;
however, the current COMBS provider is contractually required to perform at acceptable COMBS III TNMCS levels.
3. It is the Government’s position that the 6 month time period provided is sufficient.
11 PWS 1.11.1,
PWS 1.1.16.2
PWS 1.11.1 indicates a weekly transition update meeting, PWS 1.1.16.2 has a bi-weekly transition update meeting
Question: Is the Transition Update Meeting weekly or bi-weekly?
PWS updated to reflect a weekly transition update meeting.

SECTION 3 - Include your response to the following paragraphs in Section 3:
3.0 Pricing Matrix
Question: There appears to be a disconnect between the presentation of the Price Volume between Table 2.3.3 and L.5.1.1.8. Will the Government please provide guidance as to how the Offeror should address the requirements for the Price Volume?
13 PWS Para 1.1.1a)
Discussion: PWS directs the contractor to “Obtain and maintain licensing agreements and/or subscriptions for the access and use of Original Equipment Manufacturer (OEM) proprietary data necessary to execute this PWS.” In this case, the OEM, Beechcraft Defense Company, is in an exclusive teaming agreement with one of the intended offerors, AAR, for the JPATS COMBS III solicitation. To date, while assuring us that they do intend to enter into an ACA with the prime, Beechcraft has not entered into negotiations with us nor furnished us with a quote or quotes for the ACA and the services listed in PWS Para 1.1.1a)1.a-i.
This leaves our company and (we believe) any other bidders other than the exclusive teaming partner at risk for whatever price Beechcraft intends to charge for these services. In other words, the playing field is not level because only AAR will be able to accurately price the cost of the ACA and associated services and data. All others will be forced to guess.
Question #1: Will the Government consider providing a plug number which all prime offerors may place in their Cost & Price Proposals to represent the cost of the ACA and associated services and data in order to level the playing field for proposal pricing?
Question #2: Will the Government consider allowing the cost of the ACA and associated services and data to be addressed via a contract modification after award when Beechcraft will have no option except to deal with the awarded prime contractor?
1. The Government has considered many approaches however a plug number for this will not be provided to all offerors.
The JPATS SEPM contractor has a reciprocal ACA requirement in their contract.
2. The Government will not consider allowing the cost of the ACA and associated services and data to be addressed via a contract modification after award.
The JPATS SEPM contractor has a reciprocal ACA requirement in their contract.
14 L 1.4 and Table 2.3.3
L 1.4 states the Volumes are Volume I – Technical Proposal, Volume II – Past Performance Information, Volume III – Price Proposal, and Volume IV – Contract Documentation.
However, the Offerors are instructed to follow Table
2.3.3 which shows: Technical – (FACTOR 1)
Question: Will the Government please clarify if the Offeror should follow the naming convention Volume I – Technical Proposal (per L.1.4) or the
The Government has updated Table 2.3.3 to reflect the naming convention in L 1.4.
naming convention Volume I – Technical – (FACTOR 1) (per Table 2.3.3)?
Comment: The above question applies to the Volumes II and III as well:
Volume II – Past Performance Information versus Volume II – Past Performance (FACTOR 2)
Volume III – Price Proposal versus Volume III – Price Volume (FACTOR 3)
15 PWS 1.2.1a) & 1.2.1d)
PWS requires COMBS contractor to ensure serviceable SE is available and to perform all scheduled and unscheduled maintenance on SE.
Comment: During the NAS Corpus Christi site visit on 13 Dec 16, we recall being briefed by the Government representatives that SE maintenance responsibility on Navy bases was to be transferred to the AIMD Contractor for COMBS III.
Question: Will the Government please clarify the COMBS responsibility for SE maintenance in COMBS III and specify any differences among Army, USN, and USAF bases?
PWS has been updated (as follows) to clarify the COMBS responsibility for SE maintenance in COMBS III and has specified any differences among these.
4.2 Definition of Terms, Support Equipment - Changed to “Consists of equipment (mobile or fixed) required to support the operation and maintenance of a system. This includes but is not limited to ground handling and maintenance equipment, air conditioners, generators, Metrology and Calibrated Test Measurement Diagnostic Equipment (TMDE), manual and automatic test equipment”
4.2 Definition of Terms –
Added “Equipment” definition of “Other Equipment outside of Support Equipment used to support operation and maintenance of a system
1.2.1.e - Inserted “Stock Store and Issue SE to maintenance personnel” for clarification – This shifted all later subparagraphs down by one letter
1.2.1.f – Changed “SE” to “Ground Support Equipment (GSE)” for clarification
1.2.3 & 1.2.3.a - Deleted “and Maintenance Tools” for clarification.
1.3.14, 1.3.14.1, 1.3.14.1.a
– changed “Aircraft Material” to ‘Material, Spares and Equipment”
1.3.14.2 & 1.3.14.a – Changed “Aircraft Material” to “Replenish Material, Spares, and Equipment
16 PWS
1.1.5.1a)
PWS: Contractor shall: Receive, store, issue, inspect, distribute, and dispose of Hazardous Material (HAZMAT) in compliance with . . . .”
Comment: This section of the PWS does not address precious metals recovery.
Question 1: Has the Government provided a requirement for disposal or recovery of precious metals from consumables or BER repairables?
Question 2: Are their different requirements for disposition of GFP vice Contractor Property?
1. All GFP must be disposed through PCARSS.
2. CFP is disposed of at contractor discretion.
17 L:2.3.5 and Table 2.3.3
Section L2.3.5 states: Page limits apply to both hard and electronic copies. Each page shall be counted except the following: blank pages, tabs, glossaries, schedules, Contractor Furnished Parts (CFP) list, Requirements Correlation Matrix, and those noted in the Proposal Organization Chart as unlimited.
Page limitations shall be treated as maximums.
Question: To provide a more detailed response, will the Government please consider excluding the
The Government does not intend to exclude these from the technical proposal page limit. The pages discussed have already been accounted for in the 75 title page, team list, table of contents, and list of tables and figures as well?
18 RFP Section L, Para
5.1.1.2 Cost
or Pricing Data Requirements
RFP Section M Para 2.4.2 Reasonablen ess
RFP Section M Para 2.4.4 Total Evaluated Price
RFP: IAW FAR 15.403-3-1(b), prices based on adequate price competition do not require submission of certified cost or pricing data;
however, FAR 15.403-3(a)(1) provides for obtaining data other than certified cost or pricing data if needed to determine price reasonableness. If, after receipt of initial or subsequent proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the Offeror may be required to submit certified cost of pricing data IAW FAR 15.403-5.
Discussion: OEM Beechcraft Defense is the sole source of over 3,500 line items of consumable parts that are needed to support the JPATS COMBS Contract. Vendors of Beechcraft consumable parts from whom we have requested parts quotes, including established Beechcraft parts distributors, are reporting to us that Beechcraft has refused to quote them current prices for the parts, citing their exclusive teaming relationship with prime offeror AAR. Beechcraft allegedly informed them they would sell the material to the awarded prime if AAR does not win the contract, but at this time they will not quote prices to any other offeror.
Impact: The cost of consumables is to be included in the CPFH flying hour bands, and with 3500 line items, the OEM can dictate the cost of more than 50% of the consumable items to be priced in the proposal. The OEM, by refusing to quote prices to anyone except their exclusive teaming partner, is putting every offeror other than AAR in the position of having to “guesstimate” the cost of parts for their flying hour band pricing, placing all at significant financial risk, given the OEM’s history of arbitrary price increases on the parts they control. It also
1. The Government recognizes that depending on the acquisition situation an OEM and/or incumbent may naturally have some advantages in the competitive market place.
2. The Government does not have any current means to require the OEM to provide quotes.
3. The Government has considered many approaches however a plug number for this will not be provided to all offerors.
gives the OEM’s exclusive teaming partner, AAR, a competitive advantage when it comes to providing reasonable and balanced pricing to the Government in their proposal. It appears this situation gives the OEM an undue degree of leverage in being able to influence the outcome of the JPATS COMBS III source selection.
Question 1: Does the Government recognize that this situation significantly weakens the balanced competitive environment for award of this contract and puts the other bidders at a distinct disadvantage?
Question 2: Is there any means by which the Government can direct the OEM to provide price quotes to the entire competitive field?
Question 3: Will the Government consider providing a plug number for all offerors to use when pricing the OEM’s consumable parts?
19 PWS Section II, Para 2.1, SS-01, SS-02
PWS Performance Metrics – Service Summary state that performance of SS-01 and SS-02 will be surveilled by LIMS-EV WSV for the USAF and Deckplate Maintenance Report 1 for the USN (SS- 01 only).
Discussion: These reports originate with the Maintenance Service Provider at each operating location, and, to the best of our knowledge, the COMBS Service Provider does not have a voice in how these metrics are reported, and we are unclear as to how we may be able to challenge the reported metrics in the event our own internal tracking shows a different level of performance.
Question: Will the Government provide the COMBS Service Provider access to LIMS-EV WSV (USAF), the AETC MLIR (USAF), and the Deckplate Maint Report 1
(USN)?
Question: Will the Government provide the COMBS offerors access to the past year’s AETC MLIR and Navy Deckplate Maintenance Report 1 in the Bidders Library?
1. Yes, the COMBS provider will have access to LIMS-EV WSV (USAF) and the Deckplate Maintenance Report 1 (USN) once the contract is awarded. Access to MLIRs will not be required or provided.
2. No, the Government will not provide access to LIMS- EV WSV (USAF) or the Deckplate Maintenance Report 1. However, a significant amount of information from LIMS-EV and Deckplate have been provided in the bidders’ library in USAF Metrics and USN Metrics folders.
MLIRs will not be provided.

available for additional personnel if requested. No closed office will be provided. There will be no open and non-Government internet line provided. The Monday-Friday requirement does not disallow site visits, PMR’s, leave, travel, etc.
The intent is that the JPATS program office is the program manager’s primary work location.
21 PWS 1.1.3.1
Question: During Phase-in, when will the Contractor be allowed to establish personnel at the JPATS Program Office? How many workstations, cubicles, offices, desks will be made available? Will open and non-Government internet access be provided?
Comment: Please clarify.
Space will be provided on the first day of transition.
See above for more information.
22 PWS
1.1.16.1
Question: Does the Government have a CLIN where initial inventory lay-in can be placed? Will CLIN 7000 Transition-in be allowed to hold initial
CFE/COMBS?
Comment: Please clarify.
Contractor may inlay these costs into their CLIN prices where they deem appropriate; however, reasonableness and balance will be evaluated and significant differences in year-to-year pricing will need to be explained.
23 PWS
1.1.2.1-c.1.b
Question: PWS 1.1.2.1-c.1.b states that only those personnel requiring access to the U.S. Army Aviation Flight Test Directorate (AFTD), Redstone, AL operating location require a SECRET clearance.
We did not see a DD-254 in the solicitation.
Comment: Please provide a DD-254.
Draft DD-254 was provided in Attachment 14.
Attachment 14 has been updated with an approved solicitation DD-254.
PWS 1.1.3.1
PWS 1.1.16.1
During Phase-in, when will the Contractor be allowed to establish personnel at the JPATS Program Office? How many workstations, cubicles, offices, desks will be made available? Will open and non-Government internet access be provided?
24 PWS 1.2 Question: The support equipment list in the solicitation did not match up to our experience during the site visits. For example, the parachute press and other items seen on the site visit were not on the list.
Comment: Please clarify whether the current list is all of the SE equipment that needs to be supported by the COMBS contractor.
Attachment 2 GFP List has been updated and now includes additional support equipment. Please see Attachment 2 GFP List, Attachment File 1 through 4 and PWS para 3.1.1.d.
25 PWS 1.3.2 Question: For range and depth? Who approves the high and low limiters? How are they derived?
Comment: Please provide additional clarification of range and depth.
Range and Depth are established (and approved) by the Contractor, and are developed through Contractor modeling, historical consumption data, and Technical Manual requirements as deemed appropriate by the contractor.
26 PWS
1.3.10.3.c.1
Question: This requirement excludes BFWT requirement for items not in COMBS. Who defines what is in and not in COMBS? Range & Depth? Is there a CDRL for in/out of COMBS? (also covers 1.3.10.4.c)
Comment: Please clarify.
The Contractor is responsible for establishing and maintaining Range (and Depth) through evaluation of consumption data, modeling, and other activities as required to meet performance requirements of the contract. However under a BFWT condition, there may be instances of "first occurrence" where items are without demand history and not stocked within COMBS. Para 1.3.10.3.c.1 (also 1.3.10.4.c.1) provide relief from the 48 hour delivery requirement for those "first occurrence" items.
27 PWS
1.3.14.1.b.1
Question: Since the current data license agreements from BDC to all repair stations expired in October 2016, and have not been renewed, will the Government clarify the ACA requirements?
Comment: Please Clarify.
The only ACA requirement is with BDC (SEPM) (OEM) in accordance with PWS para 1.1.1.c.6
28 PWS 3.2.1 Question: Will IT terminals/applications (e.g., NALCOMMIS Terminal, HAZMAT Reporting System, etc.) available at the operating locations, also be provided at the JPATS Program Office for use by Contractor Program Office personnel at Tinker and at the contractor’s program office site.
NALCOMIS reports can be accessed from the Contractor and Government Program Offices, but actual NALCOMIS input transactions must be accomplished at the individual sites on the NALCOMIS terminal.
Most IT systems where input is required are managed at the local level.
Where there is web based reporting available, access will be granted to the Program Offices.
29 Section M 2.4.4
Question: Total Evaluated Price Each CLIN calculation will be computed IAW the detailed methodology in Table 5 below. The TEP will be used for evaluation purposes only. The TEP will be evaluated based upon the maximum potential Period of Performance possible within the proposed IDIQ structure, which would represent a 9 year, 6 month period of performance. This maximum potential Period of Performance reflects 5 years of performance on the initial 5 year ordering period, 4 years of performance on the 3 year option ordering period as well as a 6 month extension period IAW Clause 52.217-8, Option to Extend Services. This TEP Price rollup is based on the specific CLIN series calculation methodology provided in Table 5.
Comment: Suggest the Government correct the language regarding the PoP.
The 4 years of performance on the 3 year option is not an error.
In this scenario, a Task Order could be placed on 31 Dec 2025 for 1 year of performance with the majority of the performance (364 days) occurring in CY2026. This would result in 4 years of performance on the 3 year option ordering period.
30 PWS 3.1.1
GFP List
Question: The GFP list provided in the RFP appears to be significantly smaller compared to the DRFP GFP list. The GFP listing is significantly reduced (from 5,792 lines in the draft RFP to 652 within the Final RFP).
Comment: Please clarify if the GFP list in the solicitation is current and complete.
Attachment 2 GFP List has been updated. Please see Attachment 2 GFP List, Attachment File 1 through 4 and PWS para 3.1.1.d.
31 ITO
Attachment 1.1
Question: Regarding accessing the PPI tool link— we could not find the link on the FBO website for this solicitation.
Comment: Please provide link to the latest version of the PPI tool.
FBO updated to include link.
32 L.2.3.3 Proposal Organization Table 2.3.3
Question: The page limitation for Organizational Structure Change History under Past Performance is 2 pages. Is that per contractor? Or is that the total number of pages allowed to address all contractor organizational structure change histories?
Comment: Please clarify page count for organizational structure change history.
Suggest 2 pages per contractor.
Section L.2.3.3 allows for 2 pages per company for which past performance information is being provided.
33 Section B, Attachment
Question: Section B and the Attachment 7 – Pricing Matrix does not depict the CLIN structure in accordance with the period of performance. Such as: 1000 – CY18, 1001 – CY19, 1002 – CY20, 1003
– CY21, 1004 – CY22.
Comment: Please clarify Part I – The Schedule, Section B, the CLIN structure for the basic year and each option year including new Price Matrix as required.
In the basic IDIQ there are only 2 sets of CLINS (including option ordering period). The first set covers the initial 5 year ordering period with 5 separate unit prices for each calendar year (CY18-CY22). The second set covers the optional 3 year ordering period with 3 separate unit prices for the applicable calendar years (CY23-
CY25).

signed copy submitted NLT 5 days prior to the end of transition with the reference of CDRL A006.
CDRL A006 block 10, 12, 13 a. and b. state different delivery durations.
One references “prior to the beginning of full contract performance”; the other references NLT 30 days after start of contract performance (transition in). Why is there a 60 day difference between these requests?
Can the government clarify the term “contract performance”, and “full contract performance”? One can mean transition start, and the other steady state.
Can the government please clarify which is correct, and when CDRL A006 needs to be delivered?
Does PWS Reference 1.1.16.1 d require submission of the full CDRL NLT 5 days prior to end of the transition period; or does the Government desire submission of the signed Inventory accounting (template) only?
Comment: If the full CDRL is desired, the inventory accounting is required within 30 days of contract award, not 30 days before the end of transition, this significantly changes transition.
If the full CDRL is requested, it may generate a date conflict of when A006 reporting is required.

“Full Contract Performance begins on exiting Transition Phase and assumption of full COMBS responsibilities”
– anticipated 1 May 18.
CDRL A006 changed from “NLT 30 days after start of contract performance” to “NLT 5 days prior to the start of full contract performance”
1.1.16.1d: Deleted reference to “NLT 30 days” for completing the inventory.
35 PWS 1.3.9
Question: “As requisitioned by maintenance shops to maintain/store RFI material, provide up to the quantities of Wheel & Tire (W&T) assemblies at T- 6A/B/D locations as follows:”
“As requisitioned by Maintenance Shops to maintain/store RFI material, provide up to the quantities of batteries at T-6A/B/D locations as follows:”
“As requisitioned by Maintenance Shops to maintain/store RFI material, provides up to the quantities of canopies at T/6A/B locations as follows;”
As stated, the contractor does not need to stock any of the materiel. An interpretation of “provide up to the Quantities” would be that a zero quantity is acceptable, but more than the stated quantity is not allowed. We believe the Government’s intent may be for the contractor to “provide not less than the quantities”.
Comment: Please clarify the quantities requested in PWS 1.3.9?
Contractor must provide material as requisitioned not to exceed the maximums at any given time.
Zero would only be acceptable if no materials were requisitioned.
36 Section J Attachment
Question: It is unclear the Code condition of the GFP listed in the attachment.
Comment: Please confirm that the GFP identified in Section J Attachment 2 of the solicitation is to be provided as Code “A” condition assets or if the list will be provided in “as is” condition.
If the Property is intended to be provided in “as is” condition can the Government clarify whether the assets are current in Code “A”, “F”, or “in work”.
Attachment 2 GFP List has been updated. Please see Attachment 2 GFP List, Attachment File 1 through 4, PWS para 3.1.1.d and FAR 52.245-02.
37 RFP, CDRL
A006, Physical Inventories Report, Transition Inventory
Question: Block 12 of CDRL A006 indicates that the Contractor shall deliver the report NLT 30 days after start of contract performance (transition in).
The PWS reference for this CDRL para 1.1.16.1.d.3, states “Submit a copy of the inventory signed by the Contractor, Incumbent Contractor, and Government Representative NLT 5 days prior to end of the transition period IAW Inventory Template (A006). Para 1.1.16.1.d also states “Conduct an inventory of all GFP and CAP….NLT 30 days prior to the beginning of full contract performance. We if adhere to the Date of First
CDRL A006 changed from “NLT 30 days after start of contract performance” to NLT 5 days prior to the start of full contract performance”. Also updated PWS para 1.1.16.1.d: Deleted reference to “NLT 30 days” for completing the inventory.
Submission required on the CDRL, we will need to complete the physical inventory during the first 30 days of the transition phase-in period. The information provided on the CDRL will be extremely dated and potentially incorrect by the end of the transition phase-in period.
Will the Government revise the Block 12 submission guidance to match that of the PWS reference?

2.4.4 Total
Evaluated Price, Attachment
Question: The Section B CLIN descriptions indicate the Option Period will cover CYs 2023, 2024, and 2025, with an ordering period from 01 January 2023 to 31 December 2025. Section M
2.4.4 states:
“This maximum potential Period of Performance reflects 5 years of performance on the initial 5 year ordering period, 4 years of performance on the 3
A) The last day to order under the option ordering period would be 31 Dec 2025. Per the Ordering Procedures Clause B001, the CY in which an order is placed governs the CLIN unit prices for the Order. Because of this
7 – Pricing Matrix year option ordering period as well as a 6 month extension period IAW Clause 52.217-8, Option to Extend Services. This TEP Price rollup is based on the specific CLIN series calculation methodology provided in Table 5.”
The Pricing Matrix in Attachment 7 includes a template for CY 26. Offerors are unable to input CY 26 specific pricing, as the spreadsheet is set to automatically populate CY 25 pricing. Similarly, with the CY 27 six month option to extend services tab, CY 27 pricing is automatically populated by CY 25 pricing.
(A) What is meant by the Section M 2.4.4 option period language that says “4 years of performance on the 3 year option period”?
(B) If it is the Government’s intent that CY 26 be covered by the option period, should CY 26 be included in Section B?
(C) Do Section B and the Pricing Matrix require updating to allow offerors to input CY 26 specific pricing?
Comment: Please clarify.
any performance in CY2026 would be at the CY 2025 unit prices.
Additionally, for TEP purposes the last 6 months of the TEP prices are based upon the potential exercise of FAR 52.217-08. Per FAR 52.217-08 “[t]he Government may require continued performance of any services within the limits and at the rates specified in the contract.”
So the potential additional 6 months of performance from the exercise of FAR 52.217-08 would apply the rates utilized on the Task Order being extended. In this situation it would be a Task Order placed in CY2025 with the majority of the performance occurring in CY2026 that is extended into CY2027.
B) Additional tabs for proposed prices will not be included at this time, as CY25 CLIN prices will be the controlling CLIN prices used in CY26 and/or CY27.
C) No, for the reasons stated above.

Question: Attachment 3 indicates the incentive/disincentive will be applied based on site level Price Per Flying Hour amounts.
For the purposes of calculating the quarterly incentives/disincentives, will the TNMCS to be calculated and applied independently by site, or will the TNMCS be calculated based on the overall TNMCS for the Program, with that overall TNMCS rate for the program applied to each of the sites included in the COMBS Incentive Structure Price Per Flying Hour quarterly amount?
Comment: Please clarify.
TNMCS will be calculated and applied independently by site as outlined in the example provided.

Question: With the incentive/disincentive stated to begin July 1 2018 (estimated), only 60 days of actual performance on the contract (after the transition ends) would occur before a contractor is potentially liable for a disincentive.
Depending on parts usage, would the quarter be primarily measured by incumbent contractor ordering/expediting transactions (during the transition period, or exclusively on the incoming contractor’s transactions during the first 60 days of full performance and thereafter?
Comment: Please clarify.
The incentive/disincentive will be measured only by TNMCS by site. TNMCS calculation will not be applied to the incentive/ disincentive until month seven of contract performance (month three of full contract performance).

Question: The Section B Price Per Flying Hour Bands include incremental prices with unit price options for each band.
Will the Government confirm that based on the Section B Flying Hour Band Pricing Structure, invoicing will occur as portrayed in the following example?
Example: In CY 19, there are 48,630 flight hours flown at Laughlin AFB, TX. The Contractor will invoice the Government for the actual flight hours flown monthly, with the following representing the total CY 19 Price Per Flying Hour invoiced amount for Laughlin AFB:

53 RFP Section L, 6.3.5 Use of Non- Government Advisors
Question: The RFP advises offerors that technical and cost/price data may be released to a non-government advisor for review and analysis.
1 - Yes, the Government has a NDA in place with all non-Government advisors.
2 – Any NDI, COI’s or Financial disclosures are
1 - Does the Government have a Non-Disclosure Agreement (NDA) in place with Colsa Corporation covering information submitted by all offerors, or is it the responsibility of each offeror to obtain a standalone NDA with Colsa Corporation?
2 - If the Government has an agreement in place, will the Government please provide a copy of that agreement to all offerors?
3 - If there is no agreement in place, will the Government please provide a point of contact with Colsa Corporation for establishing such an agreement?
Comment: Please provide documentation.
Source Selection Sensitive Information and as such cannot be released. The Government has uploaded in the Bidders Library the NDI and COI Template forms that are signed by all Government and non- Government Source Selection Team members and kept on file.
3 – NDA and COI will be in place prior to non- Government contractors viewing any Source Selection Information.
54 Section M, Para 2.4.4
Question: Section 2.4.4 of Section M defines the “maximum potential Period of Performance reflects 5 years of performance on the initial 5 year ordering period, 4 years of performance on the 3 year option ordering period as well as a 6 month extension period IAW Clause 52.217-8, Option to Extend Services.” There appear to be inconsistencies with this definition in Section B of the solicitation and Attachment 7 – Pricing Matrix.
a. The “A” tabs of Attachment 7 appear to be consistent with this definition as there are tabs for the full Base Period (CY18 to CY22) and the full Option Period, including the 6-month FAR Clause 52.217-8 Option (CY23 to CY27). However, there are no “B” tabs in which to provide Price per Flying Hour for CY26 and CY27. Should tabs be added to Attachment 7 for the purpose of providing Price per Flying Hour for CY26 and
CY27
b. None of the various Section B CLIN descriptions for the Option Period address CY26 or CY27.
For example, the description for CLIN 1101 defines the “ordering period shall be from 01 January 2023 to 31 December 2025” and only provides unit price boxes for CY23, CY24, and CY25. There is no mention of the 6 month
a. Additional tabs for proposed prices will not be included at this time.
The last day to order under the option ordering period would be 31 Dec 2025. Per the Ordering Procedures Clause B001, the CY in which an order is placed governs the CLIN unit prices for the Order. Because of this any performance in CY2026 would be at the CY 2025 unit prices.
b. Additionally, for TEP purposes the last 6 months of the TEP prices are based upon the potential exercise of FAR 52.217-08. Per FAR 52.217-08 “[t]he Government may require continued performance of any services within the limits and at the rates specified in the contract.”
So the potential additional extension period IAW Clause 52.217-8, Option to Extend Services in Section B.
6 months of performance from the exercise of FAR 52.217-08 would apply the rates utilized on the Task Order being extended. In this situation it would be a Task Order placed in CY2025 with the majority of the performance occurring in CY2026 that is extended into CY2027.

A.1-CY18
Question: The units/months shown in CLIN 8000, Travel, are 12. This seems to indicate that the government is considering travel for more than the 8 months of contract performance after Transition-In is complete.
Is the contractor required to complete cost reimbursable travel in support of the contract during the Transition-In period?
Yes. Potential, exists that unanticipated travel be requested by the Government during the Transition Period.
