About this file

This file is a Vendor Questions and Answers document (Revision B) associated with the Department of the Air Force's Request for Information (RFI) for a Low-Cost/Affordable Fire Control Radar (FCR). The document contains formal Government responses to vendor inquiries regarding the FCR market research initiative being conducted by the Air Force Life Cycle Management Center (AFLCMC), C3BM Directorate, at Wright-Patterson Force Base, Ohio. The RFI is for market research purposes only and does not constitute a commitment to issue a Request for Proposal or contract for any supplies or services. This Revision B document represents the third amendment to the original RFI notice (FA8612_RFI_C3BM_2026_0001), issued on July 29, 2026, and incorporates newly received industry questions with corresponding Government responses, with new content highlighted in blue text for ease of identification.

The document provides clarification on key acquisition parameters, including confirmation that the FCR system is ground-based only and establishes a target unit cost objective of less than $10 million per system. As a Q&A attachment to the RFI, this document does not specify required products, services, response deadlines, or award dates, but rather serves as a reference tool to address vendor concerns and standardize understanding of the Government's requirements and expectations during the market research phase. Vendors should note that the Air Force is not seeking formal proposals at this time and will not accept unsolicited proposals.

Fire Control Radar (FCR) Request for Information (RFI)

Vendor Questions and Answers, Revision B
Notice ID:FA8612_RFI_C3BM_2026_0001
Revision Status#Vendor QuestionUSG Response
Original1Is this for an air platform or ground based?Ground-Based. The system architecture is strictly for ground-based deployment.
Original2What is considered low cost?Low-Cost Objective: The target unit cost objective is less than $10 million (<$10M).
Original3Assuming ground based, is a rotating radar with stop and stare acceptable?Yes, a rotating radar with stop-and-stare capability is acceptable. Vendors should address how this design impacts overall Life Cycle Costs, specifically regarding reliability, maintainability, and long-term sustainment.
Original4Is 360 capabilities required for staring AESA array (IE Must engage multiple targets simultaneously)?Yes, 360-degree coverage and engagement capabilities are required, regardless of whether an active electronically scanned array (AESA) or a rotating system is proposed. The Fire Control Radar (FCR) must possess the capability to simultaneously engage multiple targets using two or more distinct types of kinetic effectors.
Original5Is desire to mount to a turret or keep separate from the effector? The preferred configuration is to keep the FCR separate from the effector. However, vendors are encouraged to provide technical details and trade-offs regarding alternative integration methods if it enhances the overall operational success or survivability of the system.
Original6Is objective detection, tracking and engagement ranges for a remote weapon station that has a very limited effector range (<1Km)? Counter UAS missile with a 3-7Km range? or for ballistic missile defense for large missile and extended ranges? The System Program Office (SPO) is seeking capability details for the FCR against cruise missiles and Unmanned Aircraft Systems Groups 1 through 5. The SPO is not seeking information regarding ballistic missile defense capabilities at this time. Specific effector engagement ranges will be determined by the defense design laydown or Concept of Employment. Vendors should detail their FCR's maximum detection, tracking, and engagement ranges per target type to assist in this planning.
Rev A7Could the Government provide the minimum system accuracy requirements (or a range) and specific Size, Weight, and Power (SWAP) thresholds for the Fire Control Radar to help us narrow down our potential offerings? The specific technical thresholds for system accuracy and SWAP metrics are currently classified. The primary purpose of this RFI is to conduct broad market research and gather information on the full spectrum of industry capabilities. Vendors are encouraged to submit data on their existing product lines or conceptual designs across various SWAP profiles and accuracy ranges. In the event of a future formal solicitation, detailed requirements and specific technical thresholds will be provided in a classified annex to authorized cleared bidders.
Rev B8Is the Government open to scheduling one-on-one meetings, phone calls, or capability briefings with individual vendors to discuss our technology and clarify the requirements during the RFI phase? No. The Government is currently in the initial market research stage of this acquisition and will not host individual vendor meetings or discussions at this time. To ensure a fair, transparent, and equitable environment for all interested parties, the Government requests that all technical feedback, capabilities, and questions be submitted formally in writing in response to this RFI. If the program office decides to hold one-on-one briefings, industry days, or technical discussions after reviewing the RFI submissions, a public announcement will be posted on SAM.gov with instructions for participation.
