Government response to questions as of 26 January 2016.

RFP Reference
Question
1.
Attachment 8
Attachment 8 Total Evaluated Price Workbook “Contractor Fully Burdened Rate Summary” tab has a column to identify the Prime or Sub. Instructions to Offerors state we are to “insert labor categories (examples highlighted in yellow) and the fully burdened hourly labor rates (Prime and Sub) for each functional area. Do we insert both the Prime and Sub rates in this column or are we to insert the highest rate (either Prime or Sub) in this column? If using a Sub rate, does this then mean companies who are identified on the workbook will only be able to staff those specific positions?

Offeror shall identify fully burdened labor rates for both their Prime and Sub labor categories. If both the Prime and Sub will accomplish a labor category, insert a new row to list the Prime on one row and the Sub on the next row with the applicable rates. Companies who are identified in the workbook are not the only ones that can staff a position. As stated in Section M 2.4.6, “All labor rates provided for each of the five years are binding and will be added to Section J of the contract.”

2.

In the Question and Answer document dated 22 December, questions #19 and #20 state resumes are to be provided for all personnel in Task Order 2 and 3. Depending on a staffing plan, this could result in submitting upwards of 45+ resumes at an average of 3 pages per resume. As an example, if a staffing plan has 7 positions to cover GSP Help Desk are we required to submit 7 different resumes for this task area or can we only submit 1 resume for the task area?

All positions for Task Orders 2 and 3 are key personnel and therefore, resumes shall be provided for all positions (7 resumes in your example).

3.

Executive Summary Master Table of Contents. The Government previously stated in the 11 January questions and answers that the Master Table of Contents was included in the page limitation for the Executive Summary and Table of Contents for the Technical and Past Performance were included in those respective volume page counts. However the latest set of questions and answers dated 14 January just excluded the Table of Contents for the Technical and Past Performance volumes from their respective page count. To be fully compliant with inserting the Table of Contents from each volume into the Master Table of Contents, will the Government also consider excluding the Master of Table of Contents from the Executive Summary page?

The Master Table of Contents is excluded from the page count per Section L 3.2.

4.
Section L.3.1 Organization/Number of Copies/Page Limits; Table 2.2 – Proposal Organization
Under the column titled COPIES, Five hard copies and two (2) electronic (CD-R/DVD-R) are mentioned. Is the Original Proposal counted in the number of copies required or should the Original Proposal be submitted in addition to the number of copies required?

The Original Proposal shall be counted in the number of copies, for a total of 5.

5.
Page 2 CLIN 0200
In accordance with the RFP Page 2 CLIN 0200 It states it is for Emergency support yet in a. The contractor shall perform services in accordance with paragraph 5.8.9, "Surge CLIN," of the PWS entitled "N-ITSS IDIQ PWS." Reference Section J, Attachment 1. and in the IDIQ PWS page 11 under 5.8.9 Emergency Support CLIN, can the government clarify did the statement mean to state Emergency Support instead of Surge?

Yes, Surge CLIN on page 2 of the RFP should say Emergency Support.

6.
Page 2 CLIN 0200
CLIN 0200 is listed as a COST type CLINs. Please clarify the governments intent is that CLIN 0200 is cost plus and not reimbursable since this is a labor CLIN, and not a material or travel CLIN.

CLIN 0200 is a Cost Reimbursement CLIN.

7.
Page 10 B. Other Contract Clauses in full Text
Does the government have a period of performance?

Contract ordering period of the IDIQ will be five years from the date of award.

8.
IDIQ PWS Page 35
CLINs X001 are listed as Firm Fixed Price (FFP); however, CDRL A002 is required to provide a monthly manpower report. We respectfully request the removal of the monthly manpower report requirement because this is a performance based contract.

The Funds and Man-hours report is required for CLIN X002, Emergency Support, when applicable.

9.
Attachment 4, Section L
Attachment 4 of Section L instructs persons providing references by way of the Past Performance Questionnaires to complete and return the questionnaire to Adam.Smith.71@us.af.mil, with a copy submitted to Daniel.henderson.17@us.af.mil. We have been informed by the designated Government Points of Contact that they have been instructed to return the questionnaire to us, so that it can be submitted by us with the rest of the RFP response. Can the government please provide further guidance on how the Past Performance Questionnaires should be submitted?

Questionnaire’s will be accepted using either method.

10.
Section L, Sections 3.2 and 4.1
Will the Government please clarify if the Master Table of Contents is included in the 3 page allotment for the Executive Summary Volume. The 11 Jan Government Response, states that it is not excluded, referencing Section L 4.1. In the Jan 14 Government Response, it was clarified that the Table of Contents for the Past Performance and Technical Volumes are excluded from page allotment, referencing L 3.2. Is the Master Table of Contents excluded from page allotment for the Executive Summary Volume as well, per L 3.2?

The Master Table of Contents is excluded from the page count per Section L 3.2.

11.

The government in its response to questions dated 11 January 2016, question no.2, stated that there are to be 2 primary contractor SMEs for each group of functional areas listed – 1 for Infrastructure Engineering and Installation, Network Technician and Hardware Technician; and 1 for Systems Administration and Storage and Enterprise Backup. This answer seems to indicate that there could be a total of 10 SME’s if we apply the instruction of 2 SME’s for all functional areas with exception of those listed above that are grouped and only receive one for each group (2 SME’s for 3.1, 2 SME’s for 3.6, 2 SME’s for 3.7, and 2 SME’s for 3.8); then for 3.2 and 3.3 combined there would be 1 SME; and for 3.4 and 3.5 combined there would be 1 SME. If correct this would provide the government with 10 total SME’s. On page 43, 7 SMEs are specified. In the pricing workbook tab for Task Order 01 Transition pricing, 5 SMEs are called out with one task order manager and one VTC Operations FTE.

How many SME’s is the Government requesting? Request the Government provide a table clearly stating the SME requirements by functional area as specified under Task Order 1 paragraph 3, “Requirements /Description of Services”, pages 2 to 23. For those functional areas that the government desires to combine for SME requirements please indicate that as well in the requested table.

For the purposes of Task Order 1 management, 2 SME’s shall be identified for only the 2 groups of functional areas provided. The SME’s for transition are not related to the functional area SME’s; however, may be the same person is some cases.

12.

Request the government unlock hours in the pricing workbook for the TO1 transition tab. This currently does not allow the offeror to distribute partial hours or to add the IDIQ PM who will be working from day one.

Partial hours can be identified by indicating a fraction of an FTE (ex. .25, .50, etc).

13.

The government has stated that the Master Table of Contents (MTOC) is not excluded from the page count for the Executive Summary which is restricted to 3 pages total. If the MTOC captures all headings and subheadings across all three volumes, there will not be any room left for the narrative summary requirement as stated in Section L, 4.1.1. Can Offerors provide a MTOC at a very high level to allow room for both the narrative summary and MTOC?

The Master Table of Contents is excluded from the page count per Section L 3.2.

14.
Question #9 – Answer provided by the Government in the 11 Jan. 2016 Q&A response
It is our concern that strict adherence to this policy severely limits the competition and unduly favors encumber vendors. By example, company "A" on our team has similar support work in SOCOM but at the secret level. Company "A" has an FSO and engagement personnel cleared at a TS who would be assigned to this engagement but because of the catch 22 nature of obtaining clearances/holding a TS without actively being engaged on a task requiring a TS, company "A"--though technically qualified, is barred from the competition. Would the government consider limiting the requirement to the prime vendor?

Per DoD 5220.22-M, Chapter 7-101, “The subcontractor must possess an appropriate FCL and safeguarding capability if possession of classified information will be required.”
