RFP Reference
Question

1.

The Contractor Labor Rates Summary sheet notes to insert rows to add additional labor categories as needed. However, the insert row function is locked in that sheet along with all the Task Order sheets. Also, since the insert row function is locked in the Proposal Labor Price TO 1-3 tabs, the offeror can only submit up to 3 different labor categories for each of the PWS sections. We would like to propose more than 3 labor categories for some of the PWS sections but are unable to because we can't add additional rows and receive an error message in excel stating the excel sheet is protected.

The Contractor Labor Rates Summary tab has been unlocked and new workbook has been uploaded to this solicitation.

Additional rows have been added to Proposal Labor Price for TO’s 1-3.

2.
Section L, page 3, Table 2.2 Proposal Organization
Please clarify if the following items are to be included in page limits for corresponding volumes:

TECHNICAL VOLUME

· Table of Contents

· List of Tables and Drawings

· Cross Reference Matrix (Attachment 1)

· Skills-to-Technology Matrix (Attachment 7)

PAST PERFORMANCE VOLUME

· Past Performance Consent Letter (Attachment 6)

· Past Performance Teaming Matrix (Attachment 9) All are excluded from the page count except for the table of contents.

UPDATE 13 Jan 16: The table of contents is excluded per section 3.2 of Section L.

3.

In the SUMMARY tab, can you expand column F in order to see the final TEP?

In the proposal labor price, TO1, cells H31 and H32 have math errors; need to change from C31 reference to F31 reference in both?

Updated formulas in TEP. See rev 2.

4.
Section I FAR Clause 52.217-09
“Option to Extend the Term of the Contract” – Clause has locations for insertion of dates. No dates inserted by government. Do they want the offeror to propose dates?

No, dates are not required.

5.

Proposal acceptance period according to Sec. L is specified in Section A. Section A does not contain acceptance period. Where would we find the reference or can it be provided?

Per Section L, section 2, “The Offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid through this date.”

6.
Section L page 13
report of any changes in offeror ownership and corporate structure (novation) – does this also apply to proposed subcontractors?

The Government does not and will not have privity of contract with subcontractors.

7.
Reference RFP FA8604-16-R-7000m NASIC IT Support Services, Section L, paragraph 4.3 Past Performance page 12, 4.3.3, Recent and Relevant Contracts.
The RFP requires past performance information on “a minimum of three contracts, but not more than five (5), holistically covering all functional areas and that you consider most relevant in demonstrating your ability to perform the proposed effort.”

The proposed offeror has experienced award of multiple task orders for different and multiple government customers under the same contract. Although similar, each task order represents different tasks under the same contract.

QUESTION: Given separate customers for each task order, how many questionnaires from current and past customers would constitute an acceptable demonstration of IDIQ management skill i.e. every customer and every task order? Or, a representative number (e.g. 2 to five customers annually) under the task orders? If multiple questionnaires are received, will they be considered as a single reference, or as different recent and relevant contract as specified in Section L, paragraph 4.3.3 page 12?

Per Section L, section 4.3.3, The Offeror shall submit information in accordance with Attachment 2: Past Performance Information on a minimum of three (3) recent contracts, but no more than five (5), holistically covering all functional areas and that you consider most relevant in demonstrating your ability to perform the proposed effort.”

Per FAR 2.101, “Contract” means a mutually binding legal relationship obligating the seller to furnish the supplies or services (including construction) and the buyer to pay for them. It includes all types of commitments that obligate the Government to an expenditure of appropriated funds and that, except as otherwise authorized, are in writing. In addition to bilateral instruments, contracts include (but are not limited to) awards and notices of awards; job orders or task letters issued under basic ordering agreements; letter contracts; orders, such as purchase orders, under which the contract becomes effective by written acceptance or performance; and bilateral contract modifications. Contracts do not include grants and cooperative agreements covered by 31 U.S.C.6301, et seq. For discussion of various types of contracts, see Part 16”.

8.

Additionally, with the latest rounds of questions answered and subsequent changes to the subject solicitation, to include a revised past performance questionnaire, valuable time has been lost in the proposal development process. With regard to the revised past performance questionnaire, some will have to be re-accomplished by our customers.

We believe that given this amendment and pending answers to additional questions, an extension to the proposal due date is warranted and respectfully request your consideration for a three week extension for the submission of proposals, from 25 January 2016 to 16 February 2016.

Rev 1 or Rev 2 versions of the Past Performance Questionnaire will be accepted by the past performance team. The only difference between the two was an administrative correction to the headings on page 3.

The proposal deadline is as amended on the FBO posting.

9.
L.4.2.5.2 b & Question 20 from Government’s Dec. 22 response
Are the Task Orders concurrent or do they build one upon the next? If they build one upon the next, can the same person be submitted for more than one task order?

The Government anticipates awarding three task orders to run concurrently at the time of initial IDIQ award.

10.

Will there be additional Task Orders issued under this IDIQ?

The Government anticipates awarding three task orders to run concurrently at the time of initial IDIQ award. The Government reserves the right to issue additional task orders at a later date. The ordering period will be five years from date of award.
