Government response to questions as of 11 January 2016.

RFP Reference
Question
1.
Section M 2.2
Section M, section 2.2, subfactor 1 states that the Offeror shall possess a TS/SCI facility clearance. The highest facility clearance granted by the Defense Security Service is Top Secret and not TS/SCI. Will the government please confirm that the Offeror is only required to possess a Top Secret facility clearance and not TS/SCI?

Yes, Offeror is only required to possess a Top Secret facility clearance.

2.
Task Order 1 PWS 5.8.1
Q&A #10, the government responded that there is 1 SME for Infrastructure/Network/Hardware and 1 SME for System Administration/Storage for Task Order 1. However, in Task Order 1 section 11 and Attachment 8 Pricing Workbook Transition Task Order 1 Tab, there are 7 SME’s which includes 1 System Administration SME and 1 Storage SME. Will the government please clarify which SME’s are required for Task Order 1?

Under the Task Order Manager for Task Order 1, there shall also be 2 primary contractor SME’s for each group of functional areas listed. 1 for Infrastructure Engineering and Installation, Network Technician and Hardware Technician and 1 for System Administration and Storage and Enterprise Backup.

3.
Att 8 Pricing
Q&A # 11, the government responded that there is 1 Program Manager for all tasks under the IDIQ. Attachment 8 Pricing Workbook Task Order 1-3 tabs contain rows for a Program Manager with 1760 hours. Will the government please clarify that we are to list both a Program Manager and Task Order Manager or Task Order Manager only?

The Program Manager price shall be spread among all three task orders; therefore, 1/3 of an FTE shall be represented on each task order tab.

4.
Section L 4.4.4
Will the government please clarify if the Offeror is only required to state whether or not we have a purchasing process in place or do we also have to provide a description of our purchasing process?

Offeror is only required to state whether they have purchasing process in place.

5.
Attachment 9
Attachment 9, referenced in L 4.3.4 demonstrates a team’s ability to show where its past performance is relevant across PWS task areas. However the instructions ask offerors “to show who will be doing the work in each functional area of each task order”.

Proposing where teams are assigned work is normally a part of a subcontract participation plan, not a part of past performance volume. Would the Government consider striking the instruction “to show who will be doing the work in each functional area of each task order”.

Although this information may be in the subcontracting portion of the proposal, this attachment shall also be provided as a part of the Past Performance portion.

6.
Attachment 9
Referencing Attachment 9, referenced in L 4.3.4; Will the Government consider explaining the requirement to reference past performance/PWS relationships per Volumes II and IV page numbers?

Attachment 9, revision 1 has been updated and uploaded to the solicitation to remove the cross reference volumes.

7.
Key Resumes Q&A #25
In Q&A #25, the government stated that resumes can be submitted without personal information. Will the government clarify whether or not the candidates name is required on the resumes?

Candidates name is not required on the resumes.

8.
L.3.3
Will the government please clarify if section headings in each volume need to conform to 1.5 line spacing or is the spacing requirement just restricted to proposal content outside of tables?

1.5 line spacing only required for proposal content outside the tables and headings.

9.
FCL
The solicitation states, “The Offeror must possess, or acquire prior to award of a contract, a facility clearance equal to the highest classification stated on the Contract Security Classification Specification (DD Form 254) attached to this solicitation.” If a Joint Venture submits an offer, would the JV need to hold the required FCL, or would it be sufficient for the companies that make up the JV to each have the required FCL?

All companies will be required to hold the FCL if they will have contractors on-site handling classified information.

10.

Attachment 8, TEP Workbook – The Proposal Labor Price (TO 2) tab includes a calculation for “Total (per PoP)” on Line 54 for each contract year. This formula is not including 3.1’s Functional Area Total. Please update the locked spreadsheet to include this cell for each contract year.

Revised Proposal Labor Price (TO 2) tab to correct formula and new workbook is attached, labeled rev 1.

11.

It is our understanding that Section 1651 of the National Defense Authorization Act (NDAA) of 2013 repealed the regulations which require a small business company, under a total small business set aside acquisition, to perform at least 50% of the contract cost of labor with their own personnel. The NDAA of 2013 implements an amendment to this requirement which allows a small business to team with other "similarly situated entities" to perform the required minimum 50% . Can you please confirm this understanding and its application to this acquisition?

Pursuant to 52.219-14 Limitations on Subcontracting, at least 50% of the labor cost must be incurred by the Prime.

12.

Is the Skills-to-Technology Matrix (Attachment 7) excluded from the Technical Volume Page Count? Is the Offeror allowed to submit the Skills-to-Technology Matrix as an appendix to the Technical Volume?

Yes, the Skills-to-Technology Matrix may be submitted as an appendix to the Technical Volume.

13.

Are Authorization Consent Letters and Attachment Team Past Performance Matrix excluded from page count requirements?

Yes, these are excluded from the page count.

14.
L.4.1.2
Will the Government please clarify if the Master Table of Contents in Executive Summary is excluded from the 3 page allotment for this volume? Due to the number of requirements to be addressed within each volume, the Master Table of Contents for all volumes will most likely exceed 3 pages for all offerors.

No, the Master Table of Contents is not excluded from the page count per Section L, Section 4.1.

15.

Section L Attachment 4 Past Performance Questionnaire Section B Part II provides rating descriptions for questionnaire respondents to follow when rating offeror’s past performance. These ratings are listed as Exceptional, Very Good, Satisfactory and Unsatisfactory. However, each performance element table below these descriptions has rating columns titled “Superior, Satisfactory, Unsatisfactory and Neutral”. Should performance element tables say Exceptional, Very Good, Satisfactory and Unsatisfactory?

Yes, use Exceptional, Very Good, Satisfactory and Unsatisfactory. Rev 2 uploaded.

16.
Section L Attachment 7
Would the Government please consider clarifying that the column labeled Labor Category/Skill requires Offerors to fill in the associated labor category so that it precedes a slash and a skill? The Sample Cells provided in the RFP do not indicate a Labor Category is required, only a skill. This makes it difficult to precisely indicate the skills and certifications required per labor category and PWS that would reflect the offerors approach to a comprehensive management approach (CMA).

Labor Category shall be listed as well as the skill.

17.
L.4.3.1 PPI Tool
The Government generated PPI Tool output from Microsoft Access consumes 2 pages of space for each reference, before any contractor content is added to explain their past performance. Therefore, if we intend to use 5 references, 10 pages of the 20 page limitation for Past Performance is already consumed prior to any content input by the contractor. Given this and other requirements to be addressed in Volume III Past Performance per section L.4.3, will the Government please consider increasing the page count from 20 pages to 30 pages for this Volume? Or alternately stating that PPI Tool generated output does not count against page count?

PPI Tool generated output may be excluded from the page count.

18.
L.4.4.1 Attachment 8
In attachment 8, per the Transition Price (TO1) tab the key personnel listed includes Task Order Manager, etc. Per Section 11 Transition of the TO 1 PWS Task Order Manager is not listed as Key Personnel. Will the Government please clarify if the Operation Lead/PM is equivalent to the Task Order Manager?

Yes, the Operation Lead/PM is equivalent to the Task Order Manager.

19.

20.
Section L, page 4, Para 3.3 Page Size and Format
Please provide clarification for what is intended by “pages shall be single spaced typed with 1.5 line spacing”.
