If the Key Personnel for each task order are identical, do we submit multiple resumes for each position i.e. PM, Storage Operations SME, Infrastructure Engineering Lead, Exchange SME, CRP Operations SME, VTC Operations SME for each task order?

Resumes shall be provided for all personnel in TOs 2 and 3. Personnel shall be different between Task Orders.

21.
L 4.2.5.2 b
Staffing Plan is to include CMEs per functional area of each PWS. Since this is an IDIQ contract, we are assuming we are to provide the CME’s for the Task Orders only. Is this a correct assumption? Will the Government provide a historical workload for each PWS so we can evaluate and submit a realistic staffing plan?

Yes, provide CME’s for Task Orders 1-3 only.

The Contractor should base their staffing proposal on the PWS requirements. Offerors are advised to conduct their own analysis of these requirements and propose amounts based on their own independent assessments.

Updated TO 2 PWS Section 3.9.

32.

Each Task Order PWS references a handful of workload indicators, but it also states in the IDIQ PWS, along with the Task Order PWS’s, that the contractor workforce augments the Government workforce. For FTE and staffing development, are we to assume that the workload indicators provided throughout the RFP are those that are solely responsible by the Offeror? If not, would the Government please provide the labor category and FTE count required for pricing purposes so that the incumbent contractor is not placed in a more favorable advantage and limit competition?

All workload indicators provided are solely responsible by the Offeror except for:

Task Order 1 Sections 3.6 and 3.7, which are:

Offeror solely responsible for 50% of the facilitation (30-40 VTC sessions per week) and 100% of maintenance.

33.

As a contracting shop, we know that you can appreciate the level of effort for a Questionnaire to be completed. In situations in which our Government customer (both technical and contracting) make the effort to complete annual CPARs for record of performance, and have made the conscious decision to not complete questionnaires for any contractor, how should this be handled within the proposal in order to ensure that the evaluation process reviews CPARs and are not adversely affected with a lack of a questionnaire?

Per Section M Section 2.3.2 “In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror’s Past Performance proposal volume and information obtained from other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers and Fee Determining Officials; the Defense Contract Management Agency (DCMA), and commercial sources”.

34.

Section L, Attachment 9, Past Performance Teaming Matrix does not appear to be crossed referenced in Section J – List of Attachments Attachment 9 will not be part of Section J.

35.

Section L, Attachment 8, Total Evaluated Price, indicates that the Base Period for Task Order 1 is for 11 months only. Is this correct? If this is correct, does the Government anticipate Task Order 1 to start one month later over Task Order 2 and 3? If this is correct, are we to assume that the Transition will start 30 days later than Task Order 2 and 3?

Transition Price (TO 1) is for the first month for TO 1 as that will be the first transition month. The next 11 months will be full staff. Task Orders 1, 2 and 3 will all start at the same time (Task Orders 2 and 3 are full staff for all 12 months).

36.

Section 11, Transition, Task Orders 1, 2 and 3; Section 11 Transition in Task Order 1 provides information regarding key personnel requirements, but Section 11 Transition for Task Orders 2 and 3 do not, please clarify?

All personnel in task orders 2 and 3 shall be considered key personnel for transition.

37.

In Section L, 4.2.5.1 b), is the Attachment 7 Skills-To-Technology matrix to be completed against the IDIQ PWS only?

Attachment 7 (Skills-to-technology matrix) shall be completed for all PWS requirements.

38.

For Offeror proposal purposes, it appears that Section B, Supplies or Services and Price/Costs, does not need to be completed for the Price Volume? If this is not correct, could you please clarify how to complete CLIN 0100 since there are three Task Orders, with Task Order 1 having a different quantity of months?

Please review all documents and propose to the CLIN structure provided. All task orders have the same quantity of months (12).

39.
Task Order 1 PWS, 3.6 VTC Operations and 3.7 Multimedia Hardware Technician
In Task Order 1 PWS, 3.6 VTC Operations and 3.7 Multimedia Hardware Technician, several of the bullets in 3.6.1 & 3.7.1 provide data points as “Enterprise”. Is it to be assumed that the contractor is solely responsible for all 7 VTC facilities, 97 Tandberg desktop VTC’s and the Crestron, Tandberg, and Cisco equipment?

Offeror solely responsible for 50% of the facilitation and 100% of maintenance

40.
Task Order 1 PWS
In Task Order 1 PWS, is the contractor responsible for scheduling 100% of the VTC sessions?

No, responsible for 50% of the VTC sessions

41.
Task Order 1 PWS
For Task Order 1 PWS, how many VTC sessions are handled weekly by the contractor?

30-40 VTC sessions per week

42.
Task Order 2 PWS, Section 3.1.1 (GSP Helpdesk Support)
In Task Order 2 PWS, Section 3.1.1 (GSP Helpdesk Support), it indicates the “Contractor shall diagnose and resolve technical and end-user problems in a customer service oriented, team environment (estimated work load…..)” It is unclear on what is meant by “team environment” in light of the clear statements that the contractor support “augments” the Government workforce. Is the estimated workload in this bullet entirely performed by the contractor, or are these contractor/government workloads? If combined as “team environment” would imply, please clarify?

The estimated workload is performed entirely by the contractor.

43.
Section L, Pg 3, Table 2.2
Section L, Pg 3, Table 2.2. Past Performance page Limit. The Table says to see 4.3. However this no reference to the page limit in 4.3.

Page limit has been updated in Section L, Table 2.2.

44.
Section L, Pg 3, Table 2.2
Table 2.2 states there should be two CD’s for each volume. Sec 3.10, Line 5. “Each Volume shall be in a different directory on a CD/DVD.” This implies all volumes can be on the same CD. Please clarify.

Yes, all volumes can be on the same CD/DVD.

45.

Is there a specific deadline for submission of questions?

No deadline for questions.

46.

It is our understanding that Section 1651 of the National Defense Authorization Act (NDAA) of 2013 repealed the regulations which require a small business company, under a total small business set aside acquisition, to perform at least 50% of the contract cost of labor with their own personnel. Please confirm this understanding.

Pursuant to 52.219-14 Limitations on Subcontracting, at least 50% of the labor cost must be incurred by the Prime.
