About this file
This is a Questions and Answers document for the HVAC Cleaning solicitation FA8601-26-Q-0141. The document addresses three inquiries from potential offerors regarding Service Contract Labor Standards (SCLS) wage classifications and fringe benefit requirements applicable to the work.
The Q&A clarifies that offerors are responsible for determining the appropriate SCLS labor classification based on actual employee duties described in the Performance Work Statement, which primarily involves removing and reinstalling HVAC diffusers/registers and cleaning them with antimicrobial treatment. While the solicitation references a Janitor/Custodian classification at $18.59 per hour, offerors must verify this is the correct classification for their proposed work and must include applicable Health & Welfare fringe benefits, holiday, and vacation requirements as specified in the incorporated wage determination document. The responses emphasize that FAR 52.222-42 is informational only and does not establish the contractor's required wage rate, and direct offerors to consult the "Fringe Benefits Required" section and associated footnotes of the wage determination for accurate compensation calculations.

Questions & Answers
HVAC CLEANING
SOLICITATION FA860126Q0141
1. For the employees performing the work described in the PWS—primarily removing HVAC diffusers/registers, contact vacuuming and cleaning them, applying the specified antimicrobial treatment, and reinstalling them—what SCA labor classification and minimum hourly wage rate should we use?
· Offerors are responsible for determining the appropriate wage-determination classification based on the actual duties their employees will perform under the PWS. The applicable Health & Welfare fringe benefit amount, as well as any applicable holiday and vacation requirements, is stated in the incorporated wage determination and must be provided in addition to the applicable minimum hourly wage rate.
2. The solicitation references the Janitor/Custodian classification at $18.59 per hour, but I want to make sure we are using the correct classification and wage rate when preparing our quote.
· The incorporated Service Contract Labor Standards wage determination establishes the applicable minimum wage and fringe-benefit requirements for this requirement. FAR 52.222-42, Statement of Equivalent Rates for Federal Hires, is informational only and does not establish the contractor’s required SCLS wage rate.
3. Also, can you confirm the applicable Health & Welfare fringe benefit amount we should account for in addition to the hourly wage?
· Please refer to the “Fringe Benefits Required” section and the associated footnotes/provisions of the incorporated wage determination for the applicable Health & Welfare, vacation, and holiday requirements. (it’s near the bottom on the wage determination document)
